Thus far, research on the effectiveness of developmental education has focused on students' academic outcomes; in this paper, we examine the economic consequences of developmental education for students. Using longitudinal student-unit record data from two large community college systems linked to wage record data, we estimate the labor market returns to developmental credits versus college-level credits for two cohorts of students who attended community college in North Carolina and Virginia. While both states' implemented new placement exams and developmental education course structures and curricula beginning in 2012, during the time period under study, both states' developmental education programs and policies were fairly traditional and similar to those of other states nationwide. We find that, in both states, earning developmental reading and writing credits led to an increase in earnings, which is primarily attributed to an increased likelihood of employment. These findings suggest that earning developmental English credits may represent an improvement in academic literacy skills that are valuable in the labor market and improve individuals' employability. In contrast, in both states, developmental math credits had negative impacts on earnings. That is, the opportunity costs associated with developmental math credits, particularly for those assigned to the lowest levels of the developmental math (and thus to the longest course sequences), tended to outweigh the potential labor market value these credits may bring. The negative impact of developmental math coursework on wages provides support for nationwide efforts to shorten the long-sequence structure of developmental mathematics, and to teach math skills that are applicable to students' real-world needs. This study indicates that in addition to early investments in cognitive and noncognitive skills which produce a high return and lower the cost of later educational investment by making learning at later ages more efficient quality, efficiency, and linkages to the broader macro-economic context also matter. Education and relevant skills are still the key determinants of good labor market outcomes for individuals. However, education policies aimed at improving skills will have a limited effect on the incomes of that skilled workforce or on the performance of a national economy if other policies that increase the demand for these skills are not in place. For education to contribute to national economic growth, policies should aim at improving the quality of education by spending efficiently and by adapting the basic and postbasic curricula to develop the skills increasingly demanded on the global labor market, including critical thinking, problem solving, social behavior, and information technology.

The Children of the NLSY79 data are used to link early-age home environment measures to educational attainment measures and labor market outcomes. While both black and white children with higher measured home inputs sort into higher levels of educational attainment, this positive sorting pattern is significantly stronger for black children. Estimates also reveal that, after controlling for a variety of skill measures, the residual black-white wage gap is large for high school dropouts and narrows rapidly with additional educational attainment. For college-goers, measured skills can account for the entire black-white wage gap. These patterns are consistent with a scenario in which employers use both race and education credentials to form expectations about elements of worker productivity formed through early-age inputs. Under plausible and partially testable identifying assumptions, the results imply that a portion of the black-white wage gap for low-education workers reflects statistical discrimination in the labor market. Skill development in college and on the job can depend not only on the quality of investments but also on the order in which these investments are made. The second chapter explores which types of occupational investments complement college best when performed before college entry and which types are more productive after college completion. A learning-by-doing model with both college entry timing and early-career occupation choices produces several key insights. Data from the NLSY79 are linked with abstract and routine occupational task content data, and relationships between college entry timing, early-career occupation choices, and future earnings trajectories are documented. Estimates suggest that abstract-intensive occupations are more beneficial for skill development just after college, whereas routine-intensive occupations are more beneficial for skill development before college. Accordingly, delayed college entrants choose more routine-intensive early-career occupations, and immediate college entrants choose more abstract-intensive early-career occupations. The results also indicate that high school graduates with high levels of abstract skills face the largest penalty for delaying college entry.

Specifically, the authors focus on three types of training programs relevant for individuals who are leaving formal general schooling or are already in the labor market: pre-employment technical and vocational education and training (TVET); on-the-job training (OJT); and training-related active labor market programs (ALMPs). ALMPs are usually of shorter duration and target individuals who are seeking a second chance and who do not have access to TVET or OJT; these are often low-skilled unemployed or informal workers. Contrary to training-related ALMPs, pre-employment TVET is usually offered within the formal schooling track and tends to be administered by the ministries of education. The book discusses the main justifications for these programs and how they relate to market failures that can lead to underinvestment in training and misalignment between supply and demand for skills. Unfortunately, governments are also prone to failure and many of the programs that countries have adopted today are part of the problem and not the solution. This book proposes options to improve the design and implementation of current skills development systems. Clearly, the authors cannot cover all issues in detail. Training methods among TVET, OJT, and ALMP programs are quite different, ranging from classroom instruction, laboratory research, TVET workshops, and apprenticeship arrangements and internships in firms. All have different challenges and specificities. The report highlights the most important design features of the different programs and points to the main knowledge gaps and areas for future research and analysis. The book is organized into five chapters. Following this overview, chapter two introduces the policy framework that guides the analysis in the book. This framework describes the main market and government failures that require attention and identifies potential interventions to address them. Chapter's three to five then discuss the main challenges facing, respectively, TVET, OJT, and training-related ALMP programs and outlines recommendations to address them. The rest of this overview summarizes the main messages from each of the chapters and in the last section outlines the main knowledge gaps and proposes an agenda for future research and policy analysis.

College graduates are employed more often and, on average, earn significantly more than those without college degrees. During recent years, as students have moved into a challenging job market, a college education has remained the most reliable defense against unemployment. At the same time, investments in higher education can no longer be taken for granted. States--facing their own financial and economic challenges--are making choices about how much and where to invest in higher education. Several are examining which state expenditures will most likely enable students to graduate with the skills needed to fill jobs that will help states' economies grow. This guide aims to advance colleges' understanding of how to access and use labor market data to improve student success. The three sections that follow provide: (1) A description of how colleges can effectively use labor market data; (2) An inventory of available data sources; (3) Recommendations for what colleges can do to improve labor market data use and access. The examples in this guide come from community colleges, gathered primarily through explorations related to the Aspen Prize for Community College Excellence. However, four-year colleges are also facing budget challenges and increasing expectations to deliver measurable results. Against this backdrop, this guide can also assist four-year colleges as they seek to understand labor market outcomes for bachelor's degree programs.
