Book excerpt: As U.S. agricultural policy is revisited in the 2007 Farm Bill debate, the occasion is ripe to reconsider whether our commodity programs and related legislation best serve agriculture and the economy, and what policies might do better. The studies in this working paper series demonstrate that the current programs serve neither the national interest nor the interests of rural people or agriculture as an industry. Congress and the President would do the country an economic favor by substantially reforming these policies. We recommend a shift to a much reduced government role in markets now influenced by agricultural programs, along with an end to the substantial transfers to producers and other resource owners associated with the supported commodities. This is a less radical reform than it may appear to be. A large fraction of U.S. agriculture already operates in an approximately free market environment. Drawing upon a series of papers on particular policy issues commissioned by the American Enterprise Institute (AEI) in 2006, we provide evidence that the programs now in place have costs far in excess of the benefits they can reasonably be argued to provide, and that U.S. agriculture would prosper no less than at present, and with better long-term prospects for both farmers and the public generally, in the absence of these programs. Before developing ideas for policy change, we outline some of the purposes that advocates have proposed for farm subsidy programs and provide some factual context about modern agriculture in the United States.

Or is it an incoherent set of instruments that exert diverse negative impacts and, like Frankenstein’s monster, seems to have escaped the control of its designers? The Political Economy of the Common Agricultural Policy does not criticize the CAP from the liberal standpoint that views most public interventions in the economy as bad for efficiency and welfare. The CAP has been costly to Europeans, both as consumers and as taxpayers, and has also generated a number of negative impacts upon third countries, but these costs and impacts have been more moderate than is suggested. This book proposes that the issue with the CAP is not a generic problem of coordinating capitalism but, instead, a more specific problem of low-quality coordination. The text argues that profound reform of the European Union’s institutions and policies is required to counter the rapid rise of a more Eurosceptical state of mind but – in the case of agricultural policy – history casts serious doubts on the capacity of the European network of agriculture-related politicians to lead such a reform. The Uruguay Round Agreement on Agriculture (URAA) replaced nontariff barriers with bound tariffs, curbed export subsidies, and codified domestic agricultural programs. Unfortunately, the URAA bound many of the tariffs that replaced nontariff barriers too high, it legitimized export subsidies, and it left the domestic farm policies of the major industrial countries largely untouched. Fortunately, regional trade institutions have also begun to grapple with agricultural trade liberalization. Agriculture was featured in the Mercosur agreement, in recent agreements between the European Union and the countries of Central and Eastern Europe, and in the North American Free Trade Area (NAFTA). Plans for broad supraregional trade structures, such as the Asia Pacific Economic Cooperation (APEC) forum and the Free Trade Area of the Americas (FTAA), have also dealt with the inclusion of agricultural trade. Meanwhile, in developing and middle-income countries, unilateral agricultural policy reforms have been part of recent economic policy changes. However, in the industrial countries, agricultural policy reform has languished in the face of much domestic opposition. But the reform of the European Union's Common Agricultural Policy (CAP) in 1992 and the 1996 Farm Bill in the United States seems to have ushered in a new era of relations between government and agricultural groups. The author points out ways that multilateral, regional, and unilateral paths could be coordinated to liberalized agricultural trade. He proposes a set of multilateral talks that would benefit from agricultural reform at all levels and complete the job begun at the Uruguay Round.
