Book excerpt: She uses the Survey of Labour and Income Dynamics (SLID) to look at full-year, full-time workers with low hourly earnings in 1996.6 While confirming the relative concentration of low pay among women, the young, and the less-educated, Janz's results also indicate that the incidence of low pay is pay is high in service or manual labour occupations (especially for women), and in the manufacturing, di. [...] Trends in Low Pay Since the Early 1980s We have examined the current profile of low pay in Canada: the incidence of low-paid jobs, the characteristics of low-paid workers, and the extent to which low-paid individuals live in low- income families. [...] How has the relationship between individual low pay and low income in family units changed over time? Both the rise in the number of dual-earner families, which is associated with the increasing labour force participation of women, and the substantial growth in the educational 16 Morissette and Johnson also look at the change over time in the incidence of temporary jobs among newly hired employees. [...] Mobility Out of Low Pay While the profile of low-paid jobs and the trends over time in the incidence of low pay are of interest from a policy perspective, one also wants to know about the length of time workers spend in low-paid jobs. [...] Is the durability of low pay and low job quality the result of the competitive pressures associated with globalization? Has the greater mobility of capital contributed to the stagnation of median wages? More research is needed on the forces driving the low-wage part of our economy.

Book excerpt: Forming a Family or Household Living within a family can raise overall family income above the low-income threshold, although their ability to stay above the threshold depends on two issues: the stability of both earners' jobs, and the stability of the family unit. [...] In addition, with government cutbacks to social assistance, unemployment insurance, and skills upgrading programs in the 1990s, many of those left behind by the labour market are not well- positioned to bounce back, and about half of low-paid workers seem to be stuck for long periods in low-paid jobs Trends in Low Pay Over Time One of the key drivers of low pay has been the stagnation in median ho. [...] It seems clear that the high concentration of vulnerability in the labour market among specific groups of workers calls into question the social protection systems established in the post-war period. [...] The employment contract is no longer a reliable source of well-being due to: • the overall scope of low-paid work; • its concentration in certain demographic groups (women, the less-educated, recent immigrants, Aboriginal people); • the decline in real wages for young men and new labour force entrants, which raises concerns about possible declines in wages for experienced workers in the future; •. [...] If the rising economic tide of the past 20 years has failed to lift these boats, then decision-makers in business and government need to re-think a whole range of policies and patterns of behaviour.

Book excerpt: "Labour market policies are failing the growing number of Canadians in non-standard jobs, and many others as well," says Ron Saunders, Director of CPRN's Work Network, and author of the first in a series of papers on the predicament of Canada's "vulnerable workers". [...] At the same time, there are workers in traditional employment relationships who are vulnerable to low wages and standards and a lack of benefits. [...] .../2 The current paper defines some of the dimensions of vulnerability in the workforce, identifies a need for public policy responses and action by employers, and points to areas for further research. [...] Among the policy responses worthy of further investigation are: • Extending the scope of coverage of statutory minimum standards to include more non-standard employment relationships. [...] The reasons for improving the pay and working conditions of vulnerable workers go beyond a matter of fairness to the individuals involved.

Book excerpt: The thresholds vary by size of family as well as the size of community in which the family resides, as the latter is typically associated with the cost of living. [...] • Living within a family can raise overall family income above the low-income threshold, but chances of staying above the threshold depend on two issues: the stability of both earners' jobs, and the stability of the family unit. [...] The challenge is not only to find the best way to distribute risk among the sectors of the well- being diamond, but also to find the best distribution of instruments among policy "platforms." "Platforms" are defined by their reach. [...] The key directions that we advocate are to: • Make it possible for full-time workers to afford the basic costs of living through a combination of increases in minimum wages and income supplements for the working poor (section 5.1 of this report); Family Community State Market 5 • Extend the reach of the laws that set out minimum standards of employment, primarily through much more active efforts t. [...] In terms of the well-being diamond, both the market and the state would play a greater role in securing the well-being of vulnerable workers.

Book excerpt: It is also a waste of their potential to contribute to the economy, their communities and the future of their families. [...] 1 The Census data reported in Morissette and Picot (2005), adapted from Chung (2004), are the most recent data that allow us to identify the concentration of low-paid workers in various demographic groups, and to link low pay to low family income. [...] With the growth of part-time, temporary and self-employed workers, a rising share of the workforce has become ineligible for the protections of employment standards laws. [...] • Workers may be reluctant to complain because of the real risk of losing their jobs or, in the case of people employed by a temporary help agency, the risk of losing future assignments. [...] Individuals, meanwhile, have a responsibility to take advantage of opportunities provided to them and to actively seek to acquire skills and knowledge.

Book excerpt: They are vulnerable workers - vulnerable, in that they experience a combination of low pay, lack of benefits, insecure working conditions, and lack of opportunity to improve their situation. [...] Non-standard Work and Economic Vulnerability, by Richard Chaykowski of Queen's University's School of Policy Studies, examines the extent and depth of low pay, the kinds of employment relationships experienced by vulnerable workers, and the extent to which workers are covered by employment benefits. [...] Towards Enhancing the Employment Conditions of Vulnerable Workers: A Public Policy Perspective, by Guylaine Vallée of the Université de Montréal's School of Industrial Relations, explores some key vehicles for extending vulnerable workers' access to minimum employment standards and traditional benefits. [...] Non-standard employment has grown as a proportion of total employment to the point where it involves one-third of all paid workers, and more than 40% of female paid workers. [...] "What we find, then, is that part-time and self-employed workers are more likely to be vulnerable, while age and sex and education levels may compound that vulnerability," says Ron Saunders, Director of CPRN's Work Network and coordinator of the series of papers.

Book excerpt: The objective is to better understand the circumstances of vulnerable workers and to find ways to improve the inclusion of more workers in work that provides decent pay and working conditions. [...] The purpose of this paper is to explore different aspects of vulnerability in the labour market as a foundation for further research and a change agenda designed to improve the inclusion of more workers in work that provides decent pay and working conditions. [...] Evidence is emerging that providing people with quality jobs can improve the bottom line for employers by reducing absenteeism and turnover, and increasing productivity.6 Section 2 examines the context of labour market vulnerability: forces of change in the labour market, the growth of non-standard work, evidence of wage polarization, and the challenge of finding paths that promote both competitiv. [...] The recent report to the Government of Quebec on non-standard work (Bernier et al., 2003) identifies the following reasons for its growth: new technologies, global competition, the perceived need of businesses to be more flexible, new forms of organizing work, the needs of some workers seeking ways to balance work and family responsibilities, and the desire of some for greater independence 8 Lowe. [...] Typical tests used include: control of how the work is done, ownership of tools, chance of profit, risk of loss, and the extent to which the work is an integral part of the employer's business.

Available in PDF, EPUB and Kindle. Book excerpt: The winners of the Nobel Prize show how economics, when done right, can help us solve the thorniest social and political problems of our day. Figuring out how to deal with today's critical economic problems is perhaps the great challenge of our time. Much greater than space travel or perhaps even the next revolutionary medical breakthrough, what is at stake is the whole idea of the good life as we have known it. Immigration and inequality, globalization and technological disruption, slowing growth and accelerating climate change--these are sources of great anxiety across the world, from New Delhi and Dakar to Paris and Washington, DC. The resources to address these challenges are there--what we lack are ideas that will help us jump the wall of disagreement and distrust that divides us. If we succeed, history will remember our era with gratitude; if we fail, the potential losses are incalculable. In this revolutionary book, renowned MIT economists Abhijit V. Banerjee and Esther Duflo take on this challenge, building on cutting-edge research in economics explained with lucidity and grace. Original, provocative, and urgent, Good Economics for Hard Times makes a persuasive case for an intelligent interventionism and a society built on compassion and respect. It is an extraordinary achievement, one that shines a light to help us appreciate and understand our precariously balanced world.

Book excerpt: Based on the information and ideas gathered in the interviews, the questionnaire replies, the literature reviewed, and the discussion at the Roundtable, we identify a mix of instruments that appear to be promising in their potential to foster compliance with employment standards efficiently and effectively. [...] Most importantly, once a culture of compliance is established, the rate of violations should decline, so that the additional resources may be needed only in the process of transition to a new context in which everyone understands what the standards are, and that they need to be taken seriously. [...] Reaching Employers and New Entrants Many people who participated in the interviews and in the Roundtable suggested that awareness initiatives (and compliance measures more generally) should be targeted to employers, since it is employers who are responsible for ensuring that the terms and conditions of employment meet the minimum standards in the law. [...] Efforts to Respond to Inquiries and Resolve Claims At the heart of the administration of employment standards in Canada are the processes to respond to inquiries about alleged violations and to resolve claims, one at a time. [...] In New Zealand, in the words of a public servant: "If it is established that money is owed to the employee, the inspector will then write a letter to the employer inviting them to pay the arrears or tell the inspector why they do not agree with the finding.
