Book excerpt: "The Department of Defense's (DoD) mission is to provide the military forces needed to deter war and ensure our nation's security. The DoD now recognizes that data is a strategic asset that must be operationalized in order to provide a lethal and effective Joint Force that, combined with our network of allies and partners, sustains American influence and advances shared security and prosperity. Improving data management will enhance the Department's ability to fight and win wars in an era of great power competition, and it will enable operators and military decision-makers to harness data to capitalize on strategic and tactical opportunities that are currently unavailable. We have a responsibility to gain full value from DoD capabilities and investments, thereby earning the trust of the operational warfighter, the U.S. Congress, and the American people. Embracing new data driven concepts and leveraging commercial-sector innovations will improve military operations and increase lethality. To enable this change, the Department is adopting new technologies as part of its Digital Modernization program - from automation to Artificial Intelligence (Al) to 5G-enabled edge devices. However, the success of these efforts depends upon fueling this digital infrastructure in a secure manner with the vast flows of data available from external sources, DoD systems, and connected sensors and platforms. Adversaries are also racing to amass data superiority, and whichever side can better leverage data will gain military advantage. Our ability to fight and win wars requires that we become world leaders in operationalizing and protecting our data resources at speed and scale. The DoD Data Strategy supports Digital Modernization by providing the overarching vision, guiding principles, essential capabilities, goals, and objectives necessary to navigate this transition and transform into a data-centric enterprise. While opportunities to improve proficiency and efficiency are everywhere, this strategy focuses efforts on Joint Warfighting, Senior Leader Decision Support, and Business Analytics. Success cannot be taken for granted. The responsibility of all DoD leaders is to treat data as a weapon system and manage, secure, and use data for operational effect. The warfighter is counting on us to ensure that the U.S. military remains the most potent and effective fighting force in the world."--Forward

This book was released on 2007 with total page 78 pages. Available in PDF, EPUB and Kindle. Book excerpt: In 2003, the ASD(NII) DoD CIO published the DoD Net-Centric Data Strategy providing guidance to DoD Components for the development of policies and practices to improve data sharing throughout the DoD. The objective of this strategy is to make data more visible, accessible, and understandable to users of the Global Information Grid (GIG). The stated goal of the strategy is to empower users through faster access to data by posting data prior to processing. The DoD Net-Centric Data Strategy provides a middle management approach to data management through Communities of Interest (COI), the reuse of discovery and content metadata, and use of GIG Enterprise Services (GES). COIs will be responsible for the development of data sharing capabilities in developing Information Technology programs. COIs are encouraged to reuse metadata previously registered by other COIs. Commonly referred to as "data tagging," metadata is the technical link between data stored in the GIG and users searching for data. GES provides the enterprise services for the development of metadata and for data searches. The results of a 2006, Progress and Compliance Report, completed by the ASD(NII) DoD CIO document progress on the part of Mission Areas and DoD Components in creating COIs and establishing data sharing policies. However, in four key findings, the report documented areas that require attention by the DoD to achieve the goals of the DoD Net-Centric Data Strategy. Analysis of the report demonstrates a decentralized approach to developing data sharing policy has emerged and additional guidance is required to ensure DoD Net-Centric Data Strategy goals are met. To effectively implement the strategy, a Joint CIO Working Group and Joint CIO Oversight Council should be established to provide unity of effort to the creation of DoD data sharing policy and the development of discovery and content metadata standards.

There are three areas of initial focus: using data for advantage on the battlefield, using data to improve DoD management, and using data to drive informed decisions at all echelons. Data, according to the first guiding principle of the DoD Data Strategy, is a strategic asset that needs to be leveraged to deliver military advantage. Data needs to be part of how the USAF moves forward at all levels, from the strategic to the tactical. Not only senior leadership, but squadron level leadership needs to incorporate data analytics to make informed decisions. The intent of this paper is to meld data analytics with the strategic requirements of the USAF by providing useable unit level insights through a simulation of a mock Undergraduate Pilot Training (UPT) syllabus."--Page 2.

Book excerpt: The global threat landscape is constantly evolving and remaining competitive and modernizing our digital environment for great power competition is imperative for the Department of Defense. We must act now to secure our future. This Digital Modernization Strategy is the cornerstone for advancing our digital environment to afford the Joint Force a competitive advantage in the modern battlespace. Our approach is simple. We will increase technological capabilities across the Department and strengthen overall adoption of enterprise systems to expand the competitive space in the digital arena. We will achieve this through four strategic initiatives: innovation for advantage, optimization, resilient cybersecurity, and cultivation of talent. The Digital Modernization Strategy provides a roadmap to support implementation of the National Defense Strategy lines of effort through the lens of cloud, artificial intelligence, command, control and communications and cybersecurity. This approach will enable increased lethality for the Joint warfighter, empower new partnerships that will drive mission success, and implement new reforms enacted to improve capabilities across the information enterprise. The strategy also highlights two important elements that will create an enduring and outcome driven strategy. First, it articulates an enterprise view of the future where more common foundational technology is delivered across the DoD Components. Secondly, the strategy calls for a Management System that drives outcomes through a metric driven approach, tied to new DoD CIO authorities granted by Congress for both technology budgets and standards. As we modernize our digital environment across the Department, we must recognize now more than ever the importance of collaboration with our industry and academic partners. I expect the senior leaders of our Department, the Services, and the Joint Warfighting community to take the intent and guidance in this strategy and drive implementation to achieve results in support of our mission to Defend the Nation.

Book excerpt: In the December 2001 memorandum Interoperability and Data Management, the DoD CIO requested development of an enterprise level data strategy to advance the Department toward the goal of network centric operations. A Core Data Management Working Group, with representatives from across the Department, was established to develop this strategy consistent with other net-centric initiatives, such as the Global Information Grid (GIG) Enterprise Services. The attached DoD Net-Centric Data Strategy provides a key enabler of the Department's Transformation by establishing the foundation for managing the Department's data in a net-centric environment.

Book excerpt: "In the conference report accompanying the National Defense Authorization Act for Fiscal Year 2017, Congress expressed concern that the U.S. Department of Defense (DoD) "does not sufficiently incorporate data into its acquisition-related learning and decision-making" and asked six questions about "the use of data analysis, measurement, and other evaluation-related methods in DoD acquisition programs." In this report, the authors decompose and measure acquisition functions, data governance, and training to assess how data and associated analytics support DoD acquisition decision making. The authors found that the DoD is applying a breadth of data analytics to acquisition. Capabilities range from simple data archives and plotting to archives integrated with commercial analytic tools. The DoD has implemented an array of data governance and management practices, but major challenges remain, including a culture against data sharing and concerns about security and oversight burden. Some commercial breakthroughs in advanced analytics sound promising for DoD acquisition, but some might not be applicable; research is ongoing. Advancement should include developing a data analytics strategy across acquisition domains, expanding data governance and data sharing, and continuing to expand and mature data collection, access, and analytic layers. Also, mechanisms are needed to authorize and ensure protected access to data for both the DoD and external analysts. Improved incentives and understanding of data analytics could encourage decision makers to make better use of capabilities" -- Publisher's description.

Available in PDF, EPUB and Kindle. Book excerpt: The Department of Defense's (DoD's) Global Information Grid (GIG) provides the foundation for net-centricity. The GIG is the globally interconnected, end-to-end set of information capabilities, associated processes, and personnel for collecting, processing, storing, disseminating, and managing information on demand to warfighters, defense policy makers, and support personnel. The information capabilities that constitute the GIG include transport, Web-based services, information assurance technologies, applications, data, architectures and standards, and the tools, techniques, and strategies for managing and operating the GIG (e.g., Network Operations [NetOps]). By securely interconnecting people and systems independent of time or location, DoD can achieve substantially improved military situational awareness, better access to information, and dramatically shortened decision cycles. Our warfighters are empowered to more effectively exploit information; more efficiently use resources; and create extended, collaborative communities to focus on the mission.

Book excerpt: Pursuant to a congressional request, GAO reviewed: (1) certain aspects of the Department of Defense's (DOD) technical data repository automation efforts; and (2) how technology sharing between DOD and the Patent and Trademark Office (PTO) relates to these automation efforts. GAO found that: (1) the five DOD efforts have resulted in duplicative and nonstandard approaches to automating data repositories; (2) although the military departments each developed one or more economic analyses for technical data automation, these analyses were incomplete, outdated, or contained invalid assumptions; (3) the Army and Navy did not obtain the required procurement authority to buy computer hardware and software for automating their repositories; (4) although DOD and PTO have similar needs for storing large amounts of data, they did not consider joint studies or testing, which might have eliminated a duplication of effort; and (5) separate military efforts present high risks in achieving standardization and interoperability of technical data repositories. GAO also found that: (1) DOD did not use a centralized approach to planning, coordinating, and reviewing budgets to ensure effective and efficient automation of the technical data repositories; (2) DOD implemented a management strategy for achieving repository interoperability, but the strategy did not include the necessary oversight control; and (3) although DOD has provided general direction to defense agencies on standardizing repository automation, the services have not adequately implemented specific policies and, therefore, military departments have individually implemented nonstandard approaches in automating technical data repositories.

Book excerpt: Without a data strategy, the people within an organization have no guidelines for making decisions that are absolutely crucial to the success of the IT organization and to the entire organization. The absence of a strategy gives a blank check to those who want to pursue their own agendas, including those who want to try new database management systems, new technologies (often unproven), and new tools. This type of environment provides no hope for success. Data Strategy should result in the development of systems with less risk, higher quality systems, and reusability of assets. This is key to keeping cost and maintenance down, thus running lean and mean. Data Strategy provides a CIO with a rationale to counter arguments for immature technology and data strategies that are inconsistent with existing strategies. This book uses case studies and best practices to give the reader the tools they need to create the best strategy for the organization.

While DoD's approach is acceptable for preserving past data, it is not sufficient for new or reengineered product data, and it is not compatible with modern, computer-aided engineering and manufacturing technologies. DoD recognizes this and has formulated a long-term goal of representing its product data in a neutral format known informally as STEP. The international standard defining STEP, however, is incomplete and not yet supported by commercial mechanical engineering software. In this paper, we present a survey of current capabilities in computer-aided design and manufacturing software. We evaluate the ability of STEP to capture data created by that software. We present four alternatives, including STEP, by which DoD and its contractors could utilize more advanced product data than they do today. Finally, we develop a near-term transition strategy for capturing product data in currently-available formats while awaiting the STEP standard to mature.

Book excerpt: The Department of Defense (DoD) has entered the modern age of warfighting where the battlefield exists as much in the digital world as it does in the physical. Data and our ability to process data at the ready are differentiators to ensure mission success. Cloud is a fundamental component of the global infrastructure that will empower the warfighter with data and is critical to maintaining our military's technological advantage. The DoD Cloud Strategy reasserts our commitment to cloud and the need to view cloud initiatives from an enterprise perspective for more effective adoption. It recognizes our experience over the past five years and identifies seven strategic objectives along with guiding principles to set a path forward. It emphasizes mission and tactical edge needs along with the requirement to prepare for artificial intelligence while accounting for protection and efficiencies. The strategy drives implementation toward the enterprise cloud environment, an ecosystem composed of a General Purpose and Fit For Purpose clouds. It focuses implementation activities on two fundamental types of work: first is the stand up of cloud platforms ready to receive data and applications, and second is the ongoing work to migrate existing applications and to develop new applications in the cloud.
