To assist in addressing this high-risk area, the Reagan Nat. Defense Authorization Act for FY 2005 contains provisions that are consistent with prior investment mgmt. and enterprise architecture-related recommendations, and requires the dept. to submit annual reports to its congressional committees on its compliance with these provisions. The act also directs a review each annual report. This report assessed the actions taken by DoD to comply with requirements of the act. The report reviewed the latest version of DoD¿s business enterprise architecture and the associated transition plan and architecture federation strategy. Illustrations.

Book excerpt: DOD continues to take steps to comply with legislative requirements and related guidance pertaining to its business systems modernization highrisk area. In particular, on March 14, 2008, DOD released a new version of its BEA and issued its annual report to congressional defense committees describing steps taken and planned relative to the act's requirements, among other things. The steps address several of the missing elements that we previously identified relative to the legislative provisions and related best practices concerning the BEA, enterprise transition plan, and investment management, and continue to address the act s requirements relative to business system budgetary disclosure and certification and approval of systems costing in excess of $1 million. However, additional steps are needed to fully comply with the act and relevant guidance: The latest version of the BEA resolves several of the architecture gaps associated with the prior version, such as adding business rules and data attributes. However, like the previous version, its focus is largely on DODwide corporate policies, capabilities, rules, and standards. While these are essential to meeting the act s requirements, this version has yet to be augmented by the DOD component organizations subsidiary architectures that also are essential to meeting the act s requirements and the department s goal of having a federated family of architectures. DOD has taken some steps toward extending its architecture through its recently updated federation strategy, however the military departments architecture programs remain immature, particularly those of the Army and the Navy. To address these challenges, we have existing recommendations that DOD has agreed to implement. Once these challenges are addressed, the federated BEA should provide a more sufficient frame of reference to optimally guide and constrain DOD-wide system investments.

Book excerpt: In 1995, GAO first designated the Department of Defense's (DOD) business systems modernization program as "high risk," and GAO continues to do so today. To assist in addressing this high-risk area, the Fiscal Year 2005 National Defense Authorization Act contains provisions that are consistent with prior GAO recommendations. Further, the act requires the department to submit annual reports to its congressional committees on its compliance with these provisions and it directs GAO to review each report. In response, GAO assessed DOD's actions to address (1) requirements in the act and (2) GAO's recommendations that it reported as open in its prior annual report under the act. In doing so, GAO reviewed documentation and interviewed officials relative to the act and related guidance.

Available in PDF, EPUB and Kindle. Book excerpt: In 1995, the DoD business systems modernization program was designated as a high-risk program, and the program remains on the high-risk list today. A key to successful systems modernization is having and using an enterprise architecture as an authoritative frame of reference, or blueprint, for system investment decisions. To assist DoD in modernizing its business systems, Congress passed legislation consistent with prior recommendations for DoD to develop and implement a business enterprise architecture (BEA). In response, DoD developed a corporate BEA that it intends to federate, or extend, to the military depts. and defense agencies. This report evaluates the status of the Air Force, Navy, and Army architecture programs. Illus.

To assist in addressing DoD's modernization challenges, the Ronald W. Reagan National Defense Authorization Act for FY 2005 requires the DoD to, among other things, report specific information about business system investments, including: (1) milestones and actual performance against specified measures and any revisions; and (2) actions taken to certify that a modernization investment involving more than $1 million meets defined conditions before obligating funds. This report focused on the FY 2010 report's compliance with, these provisions of the act. Illus. This is a print-on-demand publication; it is not an original.

This book was released on 2008 with total page 57 pages. Available in PDF, EPUB and Kindle. Book excerpt: The military departments respective enterprise architecture programs have yet to advance to a level that can be considered mature. To effectively establish and leverage enterprise architectures as instruments of organizational transformation, research by us and others show that architecture programs should be founded upon both an institutional commitment and a measured and verified organizational capability to properly develop, maintain, and use the architecture to affect operational and technological change. Our framework for managing and evaluating the status of architecture programs consists of 31 core elements related to architecture governance, content, use, and measurement that are associated with five stages of maturity. In 2006, we reported that the Departments of the Air Force, Navy, and Army were in the initial stage of our framework, and they remain so today. This means that they have not fully satisfied all the core elements associated with the framework's second stage (establishing the management foundation for developing, maintaining, and using the architecture); nor have they fully satisfied the core elements associated with Stage 3 (developing the architecture), 4 (completing the architecture), and 5 (leveraging the architecture for organizational change). As we have previously reported, an organization generally needs to have achieved Stage 5 in our framework for it to have an effective architecture program because, at this stage, the full complement of architecture products and supporting management controls and structures are in place to guide and constrain information technology (IT) investments in a way that produces institutional results.

Since 1995, GAO has designated DOD's business systems modernization program as high risk, and it continues to do so today. To assist in addressing DOD's business system modernization challenges, the National Defense Authorization Act for Fiscal Year 2005 requires the department to take certain actions prior to obligating funds for covered systems. It also requires DOD to annually report to the congressional defense committees on these actions and for GAO to review each annual report. In response, GAO performed its annual review of DOD's actions to comply with the act and related federal guidance. To do so, GAO reviewed, for example, the latest version of DOD's business enterprise architecture, fiscal year 2013 budget submission, investment management policies and procedures, and certification actions for its business system investments.
