For the purposes therein specified, 1 appointed jacob siler, Esq. Who gave the Bond and Security required, and entered upon the discharge 'of his duties. The general pecuniary pressure, the scarcity of a circulating medium in the Western part of the State, the want of sufficient Roads to carry Produce to market, and the outlays necessary to settle a new Country, all combine to make it extremely difficult to pay the debt due the State upon the Cherokee Bonds, and it is believed if payments thereon be rigorously exacted, the result will be, in many instances, ruin to the debtors and loss to the State; but, if reasonable indulgence be given, it is probable, that most of the debts will be collected. Slave, pilot, businessman, statesman, U.S. congressman—Smalls played many roles en route to becoming an American icon, but none of his accomplishments was a solo effort. Sociologist Andrew Billingsley offers the first biography of Smalls to assess the influence of his families—black and white, past and present—on his life and enduring legend. In so doing, Billingsley creates a compelling mosaic of evolving black-white social relations in the American South as exemplified by this famous figure and his descendants. Born a slave in Beaufort, South Carolina, Robert Smalls was raised with his master's family and grew up amid an odd balance of privilege and bondage which instilled in him an understanding of and desire for freedom, culminating in his daring bid for freedom in 1862. Smalls served with distinction in the Union forces at the helm of the Planter and, after the war, he returned to Beaufort to buy the home of his former masters—a house that remained at the center of the Smalls family for a century. For just as long, critics have described taverns and similar drinking establishments as sources of individual ruin and public disorder. Examining these dynamics as Americans surged westward in the early nineteenth century, Kirsten E. Wood argues that entrepreneurial, improvement-minded men integrated many village and town taverns into the nation's rapidly developing transportation network and used tavern spaces and networks to raise capital, promote innovative businesses, practice genteel sociability, and rally support for favored causes—often while drinking the staggering amounts of alcohol for which the period is justly famous. White men's unrivaled freedom to use taverns for their own pursuits of happiness gave everyday significance to citizenship in the early republic. Yet white men did not have taverns to themselves. Sharing tavern spaces with other Americans intensified white men's struggles to define what, and for whom, taverns should be. At the same time, temperance and other reform movements increasingly divided white men along lines of party, conscience, and class.
