Available in PDF, EPUB and Kindle. Book excerpt: Thomas Southwood Smith (1788-1851) was an English physician and sanitary reformer. He entered the University of Edinburgh in October 1812, his first wife, Anne, with whom he had two daughters, having died that year. In June 1813 he began a course of fortnightly evening lectures on universal restoration which were published in 1816, earning him a literary reputation. He took his MD degree in 1816 and began practice in Yeovil, Somerset, then in 1820 moved to London. In 1824 Smith was appointed physician to the London Fever Hospital and began to write papers on public health. His post gave him the opportunity to study diseases of poverty and in the late 1830s he was one of the first doctors brought in to report to the Poor Law Commission. In 1842 he was one of the founders of an early housing association, the Metropolitan Association for Improving the Dwellings of the Industrious Classes, and from 1848-54 worked closely with Edwin Chadwick at the Central Board of Health. His reports on quarantine, cholera and yellow fever, and on the results of sanitary improvement, were of international importance, and his earlier work A Treatise on Fever (1830) became a standard authority on the subject. He had a son by his second wife Mary from whom he had separated by the late 1830s, living for the rest of his life with the artist Margaret Gillies. This illustrated retrospective written by his granddaughter Gertrude was published in 1898.

Book excerpt: Doctors and Rules is a unique and immensely scholarly book. It draws on material that has informed our civilization, including many of the social sciences - history, sociology, and psychology, as well as law. Joseph Jacob seeks to expose the often unarticulated foundations of contemporary debates about the law, medicine, and health, and to question some common assumptions of the functions and structures of social and legal order.

Available in PDF, EPUB and Kindle. Book excerpt: Studies of Victorian governance have been profoundly influenced by Discipline and Punish, Michel Foucault's groundbreaking genealogy of modern power. Yet, according to Lauren Goodlad, Foucault's analysis is better suited to the history of the Continent than to nineteenth-century Britain, with its decentralized, voluntarist institutional culture and passionate disdain for state interference. Focusing on a wide range of Victorian writing—from literary figures such as Charles Dickens, George Gissing, Harriet Martineau, J. S. Mill, Anthony Trollope, and H. G. Wells to prominent social reformers such as Edwin Chadwick, Thomas Chalmers, Sir James Kay-Shuttleworth, and Beatrice Webb—Goodlad shows that Foucault's later essays on liberalism and "governmentality" provide better critical tools for understanding the nineteenth-century British state. Victorian Literature and the Victorian State delves into contemporary debates over sanitary, education, and civil service reform, the Poor Laws, and the century-long attempt to substitute organized charity for state services. Goodlad's readings elucidate the distinctive quandary of Victorian Britain and, indeed, any modern society conceived in liberal terms: the elusive quest for a "pastoral" agency that is rational, all-embracing, and effective but also anti-bureaucratic, personalized, and liberatory. In this study, impressively grounded in literary criticism, social history, and political theory, Goodlad offers a timely post-Foucauldian account of Victorian governance that speaks to the resurgent neoliberalism of our own day.

Available in PDF, EPUB and Kindle. Book excerpt: The great British reformer Jeremy Bentham wrote that 'the art of legislation is but the art of healing practised upon a large scale'. He added that 'It is the common endeavour of both to relieve men from the miseries of life. But the physician relieves them one by one: the legislator by millions at a time'. Bentham raised the question of the interplay of medicine with politics. It forms an important topic with powerful contemporary overtones. This volume, containing eleven essays plus a lengthy introduction, seeks to explore it historically. It takes a long perspective, covering the last two centuries and also an international viewpoint, examining Britain in detail but also containing contributions dealing with the United States, Germany, Russia and France.
