Book excerpt: Workers who loaded and unloaded ships have formed a distinctive occupational group over the past two centuries. As trade expanded so the numbers of dock labourers increased and became concentrated in the major ports of the world. This ambitious two-volume project goes beyond existing individual studies of dock workers to develop a genuinely comparative international perspective over a long historical period. Volume 1 contains studies of 22 major ports worldwide. Built around an agreed framework of issues, these 'port studies' examine the type of workers who dominated dock labour, their race, class and ethnicity, the working conditions of dockers and the role of government as employer, arbitrator and supporter. The studies also detail how dockers organized their labour, patterns of strike action and involvement in political organizations. The structure of the port city is also outlined and descriptions given of the waterside environment. These areas of investigation form the basis for a series of 11 thematic studies which comprise Volume 2. Drawing on the information provided in the port studies, these essays identify important aspects and recurring themes, and explain how and why particular cases diverge from the rest. The final chapter of the book synthesizes the various approaches taken to offer a model which suggests several configurations of dock labour and presents suggestions for future research. This major scholarly achievement represents the most sustained attempt to date to provide a comparative international history of dock labour. An annotated bibliography completes this essential reference work.

Book excerpt: This book provides a comparative and transnational examination of the complex and multifaceted experiences of anti-labour mobilisation, from the bitter social conflicts of the pre-war period, through the epochal tremors of war and revolution, and the violent spasms of the 1920s and 1930s. It retraces the formation of an extensive market for corporate policing, privately contracted security and yellow unionism, as well as processes of professionalisation in strikebreaking activities, labour espionage and surveillance. It reconstructs the diverse spectrum of right-wing patriotic leagues and vigilante corps which, in support or in competition with law enforcement agencies, sought to counter the dual dangers of industrial militancy and revolutionary situations. Although considerable research has been done on the rise of socialist parties and trade unions the repressive policies of their opponents have been generally left unexamined. This book fills this gap by reconstructing the methods and strategies used by state authorities and employers to counter outbreaks of labour militancy on a global scale. It adopts a long-term chronology that sheds light on the shocks and strains that marked industrial societies during their turbulent transition into mass politics from the bitter social conflicts of the pre-war period, through the epochal tremors of war and revolution, and the violent spasms of the 1920s and 1930s. Offering a new angle of vision to examine the violent transition to mass politics in industrial societies, this is of great interest to scholars of policing, unionism and striking in the modern era.

India has ratified 47 conventions (including 4 fundamental and 2 governance conventions) and one protocol. 37 of these conventions are operative today, and some have either been denounced or abrogated. Conventions have been made about things like working hours, working conditions, minimum age, social security, wages, unemployment, night work for women and children, maternity protection, old age, sickness, and survivors insurance, labor inspection, medical examination, employment policy, tripartite consultations, equality of opportunity, etc. All these areas have special relevance in India.

Available in PDF, EPUB and Kindle. Book excerpt: Winner of the Australia and New Zealand Law and History Society (ANZLHS) Prize for 2023 Maritime workers occupy a central place in global labour history. This new and compelling account from Australia, shows seafaring and waterside unions engaged in a shared history of activism for legally regulated wages and safe liveable conditions for all who go to sea. Maritime Men of the Asia-Pacific provides a corrective to studies which overlook this region’s significance as a provider of the world’s maritime labour force and where unions have a rich history of reaching across their differences to forge connections in solidarity. From the ‘militant young Australian’ Harry Bridges whose progressive unionism transformed the San Francisco waterfront, to Australia’s successful implementation of the Maritime Labour Convention 2006, this is a story of vision and leadership on the international stage. Unionists who saw themselves as internationalists were also operating within a national and imperial framework where conflicting interests and differences of race and ideology had to be overcome. Union activists in India, China and Japan struggled against indentured labour and ‘coolie’ standards. They linked with their fellow-unionists in pursuing an ideal of international labour rights against the power of shipowners and anti-union governments. This is a complex story of endurance, cooperation and conflict and its empowering legacy.
