Drawing on communicative action theory, it provides a provocative answer to the hotly contested question of how to understand the legitimacy of the use of force in international politics. The use of force is one of the most critical and controversial aspects of international politics. Scholars and policy-makers have long tried to develop meaningful standards capable of restricting the use of force to a legally narrow yet morally defensible set of circumstances. However, these standards have recently been challenged by concerns over how the international community should react to gross human rights abuses or to terrorist threats. This book argues that current legal and moral standards on the use of force are unable to effectively deal with these challenges. The author argues that the concept of 'deliberative legitimacy', understood as the non-coerced commitment of an actor to abide by a decision reached through a process of communicative action, offers the most appropriate framework for addressing this problem. The theoretical originality and empirical value of the concept of deliberative legitimacy comes fully into force with the examination of two of the most severe international crises from the post Cold War period: the 1999 NATO intervention in Kosovo and the 2003 US military action against Iraq. This book will be of much interest to students of international security, ethics, international law, discourse theory and IR. Corneliu Bjola is SSHRC Postdoctoral Fellow with the Centre for Ethics at the University of Toronto, and has a PhD in International Relations.

Book excerpt: The Wound and the Stitch traces a history of imagery and language centered on the concept of woundedness and the stitching together of fragmented selves. Focusing particularly on California and its historical violences against Chicanx bodies, Loretta Victoria Ramirez argues that woundedness has become a ubiquitous and significant form of Chicanx self-representation, especially in late twentieth-century print media and art. Ramirez maps a genealogy of the female body from late medieval Iberian devotional sculptures to contemporary strategies of self-representation. By doing so, she shows how wounds—metaphorical, physical, historical, and linguistic—are inherited and manifested as ongoing violations of the body and othered forms of identity. Beyond simply exposing these wounds, however, Ramirez also shows us how they can be healed—or rather stitched. Drawing on Mesoamerican concepts of securing stability during lived turmoil, or nepantla, Ramirez investigates how creators such as Cherríe Moraga, Renee Tajima-Peña, Guillermo Gómez-Peña, and Amalia Mesa-Bains repurpose the concept of woundedness to advocate for redress and offer delicate, ephemeral moments of healing. Positioning woundedness as a potent method to express Chicanx realities and transform the self from one that is wounded to one that is stitched, this book emphasizes the necessity of acknowledgment and ethical restitution for colonial legacies. What are the practical implications of basing policy on problematic discourses? In this highly original poststructural feminist critique, the author maps the discursive terrains of institutions, both NGOs and the UN, which formulate and implement resolutions and guides of practice that affect gender issues in the context of international policy practices. The author investigates UN Security Council Resolution 1325, passed in 2000 to address gender issues in conflict areas, in order to examine the discursive construction of security policy that takes gender seriously. In doing so, she argues that language is not merely descriptive of social/political reality but rather constitutive of it. Moving from concept to discourse, and in turn to practice, the author analyses the ways in which the resolution's discursive construction had an enormous influence over the practicalities of its implementation, and how the resulting tensions and inconsistencies in its construction contributed to its failures. The book argues for a re-conceptualisation of gendered violence in conjunction with security, in order to avoid partial and highly problematic understandings of their practical relationship.
