Book excerpt: Since the Doi Moi policy of economic renovation was introduced in 1986, Vietnam has undergone deep transformations as a result of the transition to a socialist-oriented market economy. Social and urban transition has taken place in parallel, as urban dynamics were spurred on by Vietnamese public and private stakeholders, and by external agents such as international organizations and international solidarity organizations, experts, consultants and bilateral aid organizations.Here are the results of research carried out by French, Canadian and Vietnamese teams from the north and south of the country on the overarching theme of Vietnamese cities in transition. Some of this research deals with urban dynamics, some with the issues at stake within such dynamics, or with the strategies of the most significant stakeholders in urban transition: civil society, donors within the framework of official aid for development, consultants and international consultancy firms. These projects were carried out between 2001 and 2004 as part of the Urban Research Programme for Development (PRUD), and mainly focus on Hanoi and Ho Chi Minh City, or both in the case of comparative studies.Is there such a thing as a Vietnamese model of an Asian city? It seems that urban transition in Vietnam is not taking place in as radical and abrupt a manner as in China. The country's capacity for absorbing external models, the quest for a third way between state intervention and economic liberalism, and the fact that the country's architectural heritage is taken into account in urban planning, are just some of the reasons for its particularity. The issues addressed in each chapter, as well as the proposals for further research suggested by the contributors, should act as a catalyst for urban research in Vietnam.

Urbanization and globalization have shaped the last hundred years. These two dominant trends are mutually reinforcing: globalization links countries through the networked communications of urban hubs. The urban population now generates more than eighty percent of global GDP. Cities account for enormous flows of energy and materials—inflows of goods and services and outflows of waste. Thus urban environmental management critically affects global sustainability. In this book, Paulo Ferrão and John Fernández offer a metabolic perspective on urban sustainability, viewing the city as a metabolism, in terms of its exchanges of matter and energy. Their book provides a roadmap to the strategies and tools needed for a scientifically based framework for analyzing and promoting the sustainability of urban systems. Using the concept of urban metabolism as a unifying framework, Ferrão and Fernandez describe a systems-oriented approach that establishes useful linkages among environmental, economic, social, and technical infrastructure issues. These linkages lead to an integrated information-intensive platform that enables ecologically informed urban planning. In this global era, we live in a world of rising knowledge economies, digital technologies, and awareness of environmental issues. The so-called "modern infrastructural ideal" of spatially and socially ubiquitous centrally-governed infrastructures providing exclusive, homogeneous services over extensive areas, has been the standard of reference for the provision of basic essential services, such as water and energy supply. This book argues that, after decades of undisputed domination, this ideal is being increasingly questioned and that the network ideology that supports it may be waning. In order to begin exploring the highly diverse, fluid and unstable landscapes emerging beyond the networked city, this book identifies dynamics through which a ‘break’ with previous configurations has been operated, and new brittle zones of socio-technical controversy through which urban infrastructure (and its wider meaning) are being negotiated and fought over. It uncovers, across a diverse set of urban contexts, new ways in which processes of urbanization and infrastructure production are being combined with crucial sociopolitical implications: through shifting political economies of infrastructure which rework resource distribution and value creation; through new infrastructural spaces and territorialities which rebundle socio-technical systems for particular interests and claims; and through changing offsets between individual and collective appropriation, experience and mobilization of infrastructure.
