To boost productivity, Brazil should embark on an ambitious structural reform process. In doing so, it is crucial that authorities select a few reform priorities to avoid dispersing political capital on an overly broad reform agenda. The paper aims to identify Brazil’s reform priorities in two steps. First, it estimates the impact that different reforms have on Brazil’s productivity. Second, it analyzes survey data to assess the extent of public support for reforms. The results show that banking sector reforms would generate the largest productivity gains and have the highest level of public support. Moreover, they would also be relatively easy to legislate and generate significant fiscal savings.

The role of legal ownership security is isolated by comparing the effect that being part of, or excluded from, a land title program in a unique quasi-experiment in two similar communities in the Brazilian city of Osasco. Our main innovation is the estimation of the distributive impact of land title on hours worked via the quantile regression methodology and the weighting estimator of Firpo (2007). The estimates suggest that the impact of land-titling on labor supply is heterogeneous and greater for those households with fewer hours worked before the program.

Utilizing a computable general equilibrium model, the study simulated alternative policies that were compared with the historical path of the Brazilian economy during this period. The simulations showed that a stronger recession would happen in the case of a devaluation of the exchange rate or a reduction in public expenditures or an increases in the import tariffs. The best alternative policy to generate growth and to improve the income distribution would be a more accelerated devaluation in the exchange rate combined with a more aggressive reduction in import tariffs. These measures would resulted in a better economic performance and in a reduction in the external and internal public debt as well as avoided the exchange shock and the strong cut in public expenditures adopted in the end of 1998 and beginning of 1999.

Book excerpt: Over the medium time horizon, skill upgrading, differentials in sectoral technological progress, and migration of labor out of farming activities are some of the major structural adjustment factors shaping the evolution of an economy and its connected poverty trends. The main focus of the authors is understanding, for the case of Brazil, how a trade shock interacts with these structural forces and ascertaining whether it enhances or hinders medium-term poverty reduction. In particular, they consider the interactions between the migration of labor out of agriculture, a potentially important poverty reduction factor, and trade liberalization, which increases the price incentives to stay in agriculture. A recursive-dynamic computable general equilibrium model simulates Doha scenarios and compares them against a business as usual scenario. The authors estimate the poverty effects using a microsimulation model that primarily takes into account individuals' labor supply decisions. Their analysis shows that trade liberalization does contribute to structural poverty reduction. But unless increased productivity and stronger growth rates are attributed to trade reform, its contribution to medium-term poverty reduction is rather small.

Leaving the static point of view and accounting for a dynamic development, this apparent contradiction gets resolved: in fact, the executive gained growing leeway during the 1990s, providing it with the means to achieve a higher degree of decisiveness of the political system by simultaneously guaranteeing resoluteness.It is, however, greatly mistaken to consider this development as a blank cheque to universal, encompassing reforming in all areas. Despite growing executive dominance and growing policy consensus, some particular reforms were a success, while others did not surpass its initial stages. This is finally due to path-dependency and explicit policy-specificities, triggering different institutional constraints and veto-points, which even strong Presidents cannot override.

By delving into the political dynamics underlying a costly business environment, this book provides the reader with novel insights into crony capitalism and inequality. It argues that the root cause of a costly business environment is the collusion between political actors, bureaucrats and business insiders. Politicians and bureaucrats relish their discretion over rules and policies as a power resource, since they can increase or decrease the costs of doing business faced by firms and sectors. Business insiders collude with government agents to access the loopholes that decrease the cost of doing business, thus gaining a competitive edge over outsiders. This gives the insiders weaker preferences for reforms that could decrease the overall cost of doing business. By pursuing their self-interest, these actors create a low-level equilibrium that perpetuates crony capitalism and inequality to the detriment of overall prosperity. The book makes its case with a sophisticated combination of formal modeling, quantitative analyses and in-depth case studies of tax policy and of the pharmaceutical and agricultural sectors in Brazil. Observers have declared the need for reforms that improve the business environment in developing countries for a long time.
