Recent policies and regulations have supported this ambition with successive measures to strengthen investment conditions for distributed renewable energy, like standalone solar photovoltaic (PV) solutions and hybrid solar PV mini-grids. Still, the distributed renewable energy market in non-interconnected zones is relatively immature, reflected by the high costs for connecting new users. New business and financing models will be critical to bringing down the cost of renewable energy technologies, accessing private equity and debt in larger volumes, and ultimately progressing towards replacing existing inefficient and polluting diesel generation systems. Building on international experiences, this paper discusses approaches to strengthening investment conditions, looking at support mechanisms and de-risking instruments used elsewhere, which can help bridge the financing gap in Colombia.

Despite the share of renewable in the generation mix decreased by 8.2% from 2000 to 2016, the generation output of renewables increased by 51%, in absolute terms, during the same period. This has been a consequence of the decrease of renewables costs and the result of many policies applied in the LAC region. In this monograph, we study incentive mechanisms for both grid-scale (large and medium scale generation) and DG (small scale generation installed at the main consumption unit) in LAC.

Nevertheless, climate change, not being seen as a priority amongst other issues, has not yet been strongly incorporated into the environmental or economic policy agendas of developing countries. The two sectors were selected in close consultation with the Department of Alternative Energy Development and Efficiency (DEDE) of the Ministry of Energy of Thailand. The Roadmap provides a comprehensive overview of the progress to date, policy context and challenges to mobilise near-term finance in those sectors, as well as estimates of the finance needs to reach Thailand’s clean energy plans. The report also includes a roadmap action plan, suggesting non-prescriptive recommendations and actions that the Government of Thailand, financial institutions, energy service companies, academia and the international development community active in the country could undertake to foster clean energy investments in Thailand.
