Book excerpt: This synthesis report will be of special interest to pavement designers, materials engineers, and others seeking information on portland cement concrete resurfacings (overlays) placed over both portland and asphalt cement concrete pavements. Information is presented on the various practices in use for the design, material selection, and construction techniques associated with each pavement type. Additional information is provided on resurfacing experience and performance, including an Appendix cataloging more than 700 existing resurfacing projects in North America. Transportation agencies in the United States are continuing to develop pavement management systems which take an objective and structured approach to life-cycle cost analysis requirements for pavement rehabilitation project analysis. This report of the Transportation Research Board also discusses the considerations involved in the selection of technically feasible resurfacing alternatives. Based on the longitudinal experience of 375 resurfacing projects that were cataloged in 1982 and the more than 700 projects identified in 1993, much useful information on the performance characteristics of portland cement concrete resurfacing is presented.

Book excerpt: Benefits from a potential significant correlation between distresses and slab thickness can be broadly applied in all stages of highway development from design and construction to maintenance decisions. In order to comprehensive explore this possibility, thickness data and existing distresses were related for three highway projects in Minnesota. Thickness was obtained through non-destructive ultrasonic testing, while distresses were recorded for the same location with a distress image software. Significant thickness variation was observed in both longitudinal and transverse directions. The combined results of thickness, shear wave velocity and distresses analysis revealed that an increase in shear wave velocity was coincident with a less damaged pavement area within a section. An in-depth statistical analysis confirmed this observation showing that shear surface velocity variation was better correlated with overall pavement performance than thickness variation. Differences in cracking behavior within a section were traced back to changes in construction and design practices, showing the potential of using shear velocity analysis for pavement maintenance. A survey and analysis procedure for shear wave velocity testing of concrete pavements is proposed.

Book excerpt: Longitudinal joints of concrete pavements constitute essential elements in the overall functionality and performance of the pavement system. The noticeable deterioration of these joints on some of Kansas highways lead to performing a preliminary study in order to determine the severity of the problem and analyze the design and construction issues that might have contributed to the observed damage. Data was collected from 31 sections of interstate highway in the Kansas City, Kansas metropolitan area. Parameters such as the age of the pavement and sealant, accumulated volumes of total and heavy traffic, type of joint, slab length, slab thickness, concrete strength, steel reinforcement, etc. were analyzed in relation to the observed spalling of the longitudinal joints. The variation of these parameters, with the spalling measures presented in this report, was studied.

Book excerpt: Transverse joints are placed in portland cement concrete pavements to control the development of random cracking due to stresses induced by moisture and thermal gradients and restrained slab movement. These joints are strengthened through the use of load transfer devices, typically dowel bars, designed to transfer load across the joint from one pavement slab to the next. Epoxy coated steel bars are the materials of choice at the present time, but have experienced some difficulties with resistance to corrosion from deicing salts. The research project investigated the use of alternative materials, dowel size and spacing to determine the benefits and limitations of each material. In this project two types of fiber composite materials, stainless steel solid dowels and epoxy coated dowels were tested for five years in side by side installation in a portion of U.S. 65 near Des Moines, Iowa, between 1997 and 2002. The work was directed at analyzing the load transfer characteristics of 8-in. vs. 12-in. spacing of the dowels and the alternative dowel materials, fiber composite (1.5- and 1.88-in. diameter) and stainless steel (1.5-in. diameter), compared to typical 1.5-in. diameter epoxy-coated steel dowels placed on 12-in. spacing. Data were collected biannually within each series of joints and variables in terms of load transfer in each lane (outer wheel path), visual distress, joint openings, and faulting in each wheel path. After five years of performance the following observations were made from the data collected. Each of the dowel materials is performing equally in terms of load transfer, joint movement and faulting. Stainless steel dowels are providing load transfer performance equal to or greater than epoxy-coated steel dowels at the end of five years. Fiber reinforced polymer (FRP) dowels of the sizes and materials tested should be spaced no greater than 8 in. apart to achieve comparable performance to epoxy coated dowels. No evidence of deterioration due to road salts was identified on any of the products tested. The relatively high cost of stainless steel solid and FRP dowels was a limitation at the time of this study conclusion. Work is continuing with the subject materials in laboratory studies to determine the proper shape, spacing, chemical composition and testing specification to make the FRP and stainless (clad or solid) dowels a viable alternative joint load transfer material for long lasting portland cement concrete pavements.

Book excerpt: This report discusses the performance of the Virginia Department of Transportation's first modern rehabilitation project involving a thin-bonded portland cement concrete overlay of an existing jointed concrete pavement. The performance of the rigid overlay, which was constructed in a fast-track mode to minimize lane closure time, was evaluated by detailed condition surveys conducted annually throughout a 6-year analysis period to identify, document, and monitor the occurrence of distress. The roughness of the overlay was also measured annually with an accelerometer-based inertial road profiler to permit an examination of the effects of surface deterioration on ride quality. After 6 full years of service, which included only minimal maintenance, the pavement overlay remained in good overall condition. Although the ride quality of the overlay remained virtually unchanged throughout the period, a significant increase in the occurrence of low-to-moderate-severity joint spalls, corner breaks, and to a lesser extent transverse cracks was noted during the fifth and sixth years. The extrusion of compression seals and the subsequent infiltration of water into the pavement structure probably contributed to the observed localized failure of the overlay/substrate bond in the vicinity of joints. This condition, in turn, weakened the pavement's structural capacity at panel edges and thereby resulted in the formation of corner breaks and cracks parallel with and near transverse joints. The consideration of thin-bonded concrete overlays constructed in a fast-track mode is recommended as a viable rehabilitation alternative for jointed concrete pavements that are not severely distressed. However, careful attention to joint installation and, in particular, joint maintenance is recommended for similar future rehabilitation projects.

Book excerpt: In Phase I, the research team contacted each of 16 participating states to gather information about concrete and concrete material tests. A preliminary suite of tests to ensure long-term pavement performance was developed. The tests were selected to provide useful and easy-to-interpret results that can be performed reasonably and routinely in terms of time, expertise, training, and cost. The tests examine concrete pavement properties in five focal areas critical to the long life and durability of concrete pavements: (1) workability, (2) strength development, (3) air system, (4) permeability, and (5) shrinkage. The tests were relevant at three stages in the concrete paving process: mix design, preconstruction verification, and construction quality control. In Phase II, the research team conducted field testing in each participating state to evaluate the preliminary suite of tests and demonstrate the testing technologies and procedures using local materials.
