Book excerpt: A regional transportation system and the movement of large traffic volumes through it are characteristic of stochastic, or random, systems. The standard transportation planning approach uses a slice-in-time view of the system. Static, mean values of system variables are used for the basis of decisions. Due to the highly variable nature of transportation systems, accurate analysis is difficult. Discrete event simulation experiments based on appropriate system data, can validate verify and improve that accuracy. The simulation model, as an essential component, is dependent on the spatial accuracy of the real world coordinates of the roadway network. The lengths of links, queues and turn lanes, for example, are directly related to the roadway system's capacity and the magnitude of incident caused congestion. The use of accurate Geographic Information System (GIS) data in conjunction with powerful transportation simulation software and properly designed data collection and analysis techniques can be invaluable in support of transportation incident management decisions. This thesis will demonstrate the value of spatially accurate GIS data in support of mesoscopic, transportation simulation modeling. Traffic data collected with inadequate control and planning is shown as a serious detriment to the ability to analyze the system as well as to the strength of the results. More realistic predictions of incident-caused congestion will improve the effectiveness of incident management planning.

The strategy examined to address this need involved developing an automated incident management plan, by customizing personal computer (PC) software and special programs, as a tool to assist operators in the decision making process. The objective of the study was to develop a database management system. To accomplish the objective, Geographical Information System (GIS) technology was customized for incident management. The plan was developed using a GIS development platform approach. PC-ARC/INFO was used to develop prototype/demonstration applications of two types. The first type pertains to incident management operations applications, which addresses Alternative Routing, Incident Response, and Resource Management. The second type pertains to planning and analysis applications, which includes a Roads Database Query, and Incident Database Query. Commercially available programs such as PASSER-II and CAMEO have been integrated into the plan to enhance the capabilities of the automated incident managment plan. The development of GIS applications for incident management has identified issues that must be addressed prior to implementing a large scale automated incident managment system.
