Since 1999 we have studied the discrepancy between magnitudes published by different agencies and this final report is comprised of two sections. The first, is a stand-alone paper (published in the 2002 November/December issue of the Seismological Society of America's Seismological Review Letters) comparing the PIDC magnitudes with values assigned by a method that as closely as possible reproduces the Veith-Clawson protocol for reporting seismic body wave magnitudes. That protocol is the most clearly specified, or many different body-wave magnitude scales. The second section here, is a report which documents in detail the actual discrepancies between magnitudes assigned by three key agencies - namely, the USGS, the PIDC, and the International Seismological Centre (ISC).

Available in PDF, EPUB and Kindle. Book excerpt: We seek first to document and then to explain the well-known systematic differences between magnitudes (mb) assigned by the PIDC, ISC, and USGS. To do this, we first obtain "classical magnitudes" that as far as possible reproduce the instrumentation and procedures associated with the Veith-Clawson magnitude scale. Though others claim to assign such magnitudes using broadband data, current practice is notably different from the actual Veith-Clawson protocol, and uses measurements made from narrow-band filtered data derived from broadband instruments. We obtain classical magnitudes by making time-domain measurements using WWSSN seismograms simulated from broadband waveforms, thus allowing us to maintain consistency with the original Veith-Clawson magnitude scale. We have obtained Veith-Clawson body-wave magnitudes using simulated WWSSN short-period signals for 21 earthquakes in 1998 and 1999. All of these events have a Veith-Clawson mb that is greater than the PIDC REB mb. The average discrepancy is 0.5 magnitude units. The discrepancy is at least 0.4 mb units for 71% of the station mb observations, with several observations having an offset greater than 1 magnitude unit. Note that the same broadband seismograms underlie these discrepant magnitude values, so this is not an issue of scatter in magnitudes derived from different seismograms. The choice of Gutenberg-Richter, or Veith-Clawson, for the distance correction factor does not strongly affect the resultant event magnitude. The depth assigned to an event by the USGS NEIC in its Preliminary Determination of Epicenters (PDE) is often greater than the depth given by the PIDC REB, especially for shallow events. This is partially due to the fact that the PIDC uses its default depth of 0 km for a significant number of events, rather than solving for an actual event depth. Since an increase in depth will result in a decrease in the magnitude [for a given measurement of log10(A/T) at a given distance, where A is amplitude.

Book excerpt: Many of the most important issues in nuclear test monitoring at the International Data Centre (IDC), such as event screening, depend critically on the details of the definitions of the various magnitude measures to be employed by the IDC and their relations to the classical National Earthquake Information Center, International Seismological Centre, and Air Force Technical Application Center magnitude measures, which have historically been used to assess seismic verification capability. Therefore, it is important that these IDC magnitude measures be well understood and carefully calibrated. During the past year, we have been continuing to refine the IDC mb and MS magnitude measures and have initiated an effort to implement an automated Lg-based magnitude measure for application to small, continental seismic events. The effort on mb has been directed toward incorporation of PKP observations into the generalized mb determination. A GLM statistical analysis has now been performed on the large sample of PKP amplitude measurements determined from the PIDC IMS station observations to obtain new distance corrections applicable over the PKP distance range. The resulting distance corrections have been compared both with those currently being employed at the IDC and with those previously derived by Lilwall (1987) and some significant differences have been noted. Moreover, the estimated uncertainties in these derived epicentral distance correction factors for PKP have been found to be comparable to or smaller than those previously estimated for the normal teleseismic P distance range. Thus it appears that incorporation of PKP data, will significantly reduce the nominal uncertainties in the network-averaged generalized mb values for at least some events. Current effort on this task is directed toward the evaluation of the applicability of the previously derived teleseismic P-wave station corrections to PKP observations at those same stations.

Such compound disasters can strike any earthquake-prone populated area. National Earthquake Resilience presents a roadmap for increasing our national resilience to earthquakes. The National Earthquake Hazards Reduction Program (NEHRP) is the multi-agency program mandated by Congress to undertake activities to reduce the effects of future earthquakes in the United States. The National Institute of Standards and Technology (NIST)-the lead NEHRP agency-commissioned the National Research Council (NRC) to develop a roadmap for earthquake hazard and risk reduction in the United States that would be based on the goals and objectives for achieving national earthquake resilience described in the 2008 NEHRP Strategic Plan. National Earthquake Resilience does this by assessing the activities and costs that would be required for the nation to achieve earthquake resilience in 20 years.
