Available in PDF, EPUB and Kindle. Book excerpt: This book enables the reader to understand labour markets and shows how to forecast the need for skills in developing countries. The forecasting of these skills has recently fallen into disrepute with the notion that all forecasting techniques that assessed the labour market requirements of the future were dubious and that the future lay with labour market analysis and labour market signalling. This book disputes this but acknowledges that the models of the past should be supplemented with better data and improved labour market analysis and in doing so produces its own model for analysing the needs of labour markets.

Available in PDF, EPUB and Kindle. Book excerpt: We revisit a famous controversy in labor economics: the debate between W.S. Woytinsky and Clarence Long over "added" and "discouraged" worker effects in the late 1930s. According to Woytinsky, the Depression created large numbers of added workers, persons who entered the labor force when the head of the household became unemployed. Long, on the other hand, believed that the number of added workers was trivial compared with the number of discouraged workers, and subsequent research has largely supported Long. Using a sample of married women drawn from the public use sample of the 1940 census, we show that added worker effect was alive and well in the late 1930s, but that its viability was muted by the operation of work relief. Wives whose husbands held "public emergency work relief" jobs with the Works Progress Administration (WPA) or related agencies were far less likely to participate in the labor force than wives whose husbands were employed in a private sector or non-relief government job, or whose husbands were unemployed, so much so that the added worker effect disappears in the aggregate if the impact of work relief is ignored.

Book excerpt: The first edition of The Growth Experiment, originally published in 1990 as a response to critics of the Reagan-era tax cuts, became a kind of bible for proponents of supply-side economics. This new and updated edition, which explores the economic effects of America's tax policy over the last five presidential administrations, makes a bold and timely argument against the centerpiece of Obama's economic policy -- increasing taxes on the wealthy. Lawrence Lindsey provides a data-rich argument showing that because of changes in human behavior prompted by tax cuts, lowering taxes on the wealthy "costs" the treasury far less than most economists calculate and creates an economic boon to middle and lower income earners. Sure to be controversial, The Growth Experiment Revisited is essential reading for anyone looking to understand the arguments at the heart of this most fractious of American policy debates.

Book excerpt: Austerity has become the new principle for public policy in Europe and the US as the financial crisis of 2008 has been converted into a public debt crisis. However, current austerity measures risk losing past progress towards gender equality by undermining important employment and social welfare protections and putting gender equality policy onto the back burner. This volume constitutes the first attempt to identify how the economic crisis and the subsequent austerity policies are affecting women in Europe and the US, tracing the consequences for gender equality in employment and welfare systems in nine case studies from countries facing the most severe adjustment problems. The contributions adopt a common framework to analyse women in recession, which takes into account changes in women’s position and current austerity conditions. The findings demonstrate that in the immediate aftermath of the financial crisis, employment gaps between women and men declined — but due only to a deterioration in men’s employment position rather than any improvements for women. Tables are set to be turned by the austerity policies which are already having a more negative impact on demand for female labour and on access to services which support working mothers. Women are nevertheless reinforcing their commitment to paid work, even at this time of increasing demands on their unpaid domestic labour. Future prospects are bleak. Current policy is reinforcing the same failed mechanisms that caused the crisis in the first place and is stalling or even reversing the long term growth in social investment in support for care. This book makes the case for gender equality to be placed at the centre of any progressive plan for a route out of the crisis.

Available in PDF, EPUB and Kindle. Book excerpt: Beginning in the late 19th century, competing ideas about motherhood had a profound impact on the development and implementation of social welfare policies. Calls for programmes aimed at assisting and directing mothers emanated from all quarters of the globe, advanced by states and voluntary organizations, liberals and conservatives, feminists and anti-feminists - a phenomenon that scholars have since termed 'maternalism'. This volume reassesses maternalism by providing critical reflections on prior usages of the concept, and by expanding its meaning to encompass geographical areas, political regimes and cultural concerns that scholars have rarely addressed. From Argentina, Brazil and Mexico City to France, Italy, the Netherlands, the Soviet Ukraine, the United States and Canada, these case studies offer fresh theoretical and historical perspectives within a transnational and comparative framework. As a whole, the volume demonstrates how maternalist ideologies have been employed by state actors, reformers and poor clients, with myriad political and social ramifications.
