Albala-Bertrand develops the themes introduced in his past book, The Political Economy of Large Natural Disasters (Clarendon Press, 1993), to show that societal networking and disaster localization constitute part of an essential framework to understand disaster effects and responses. The author’s last book argued that disasters were a problem of development, rather than a problem for development. This volume takes the argument forward both in terms of the macroeconomic effects of disaster and development policy, arguing that economy and society are not inert objects, but living organisms. Using a framework based on societal networking and the economic localization of disasters, the author shows that societal functionality (defined as the capacity of a system to survive, reproduce and develop) is unlikely to be impaired by natural disasters. This book will be of interest to scholars and practitioners involved in disaster analysis and response policy, and will also be relevant to students of development economics.

This framework is based on the disaggregation of Input-Output tables at the business level, through the representation of the regional economy as a network of production units. This framework accounts for (i) limits in business production capacity; (ii) forward propagations through input shortages; and (iii) backward propagations through decreases in demand. Adaptive behaviors are included, with the possibility for businesses to replace failed suppliers, entailing changes in the network structure. This framework suggests that disaster costs depend on the heterogeneity of losses and on the structure of the affected economic network. The model reproduces economic collapse, suggesting that it may help understand the difference between limited-consequence disasters and disasters leading to systemic failure.

Jones, Professor of City and Regional Planning and Regional Science at Cornell University. Over a decade ago, Barclay took on a fledgling area of study - economic modeling of disasters - and nurtured its early development. He served as the social science program director at the National Center for Earthquake Engineering Research (NCEER), a university consortium sponsored by the National Science Foundation and the Federal Emergency Management Agency of the United States. In this capacity, Barclay shepherded and attracted a number of regional scientists to the study of disasters. He organized a conference, held in the ill-fated World Trade Center in September 1995, on "The Economic Consequences of Earthquakes: Preparing for the Unexpected. " He persistently advocated the importance of social science research in an establishment dominated by less-than-sympathetic natural scientists and engineers. In 1993, Barclay organized the first of a series of sessions on "Measuring Regional Economic Effects of Unscheduled Events" at the North American Meetings of the Regional Science Association International (RSAI). This unusual nomenclature brought attention to the challenge that disasters -largely unanticipated, often sudden, and always disorderly - pose to the regional science modeling tradition. The sessions provided an annual forum for a growing coalition of researchers, where previously the literature had been fragmentary, scattered, and episodic. Since Barclay's unexpected passing in 1997, we have continued this effort in his tradition.
