Over half of these disasters were weather related, such as hurricanes or flooding. One fourth of them were geology related, that is, volcanic eruptions, landslides, or earthquakes. The rest of them were instigated by humans in the form of industrial accidents, chemical and oil spills, explosions, and structural fires. Mexico was chosen for the first appraisal mission due to its experience with natural disaster losses, and because it is considering significant public policy changes in the realm of insurance regulations. The World Bank established the Disaster Management Facility in July 1999 to provide proactive leadership in coordinating efforts to introduce disaster prevention and mitigation practices in development-related activities. This report synthesizes the findings of a World Bank mission to Mexico on disaster management, mitigation, and financing, which was followed up by a workshop to discuss those findings. The scope of this study is quite broad and examines the following issues: -- Mexico's experience with disasters of all kinds; -- how risk and vulnerability are assessed and can be assessed as a means toward greater mitigation, that is, better planning and construction standards; -- disaster mitigation in practice; -- the specific contribution that the insurance industry can make to disaster mitigation in Mexico, and why this industry is so underutilized at present; and, -- the government's role in risk transfer as a way of enhancing mitigation especially through the operation of its Natural Disaster Fund, FONDEN.

Book excerpt: In the late nineties, the Mexican Government has implemented a fiscal risk management policy for natural disasters through the creation of the Mexican fund for natural disasters (FONDEN). The case of Tabasco presents a unique opportunity to analyze the impact of the investments in disaster risk reduction (DRR) in Mexico. The purpose of this report is to assess the impact of said investments in the state of Tabasco between 2007 and 2010 and to analyze, on the basis of empirical evidence, the effectiveness and efficiency of the implementation of risk reduction measures in the country. Due to its geographical location and hydrological characteristics, the state of Tabasco has been affected by 33 hydrological disasters, such as intense rainfall events, floods, and tropical storms, over the last ten years. The analysis confirms that the DRR measures implemented after the 2007 floods played a key role in reducing the damages and losses sustained in the 2010 events. The first section of this document presents background information on the state of Tabasco, how fiscal risk management is handled upon natural disasters in Mexico, and an overview on the creation and implementation of the Plan Hidrico Integral de Tabasco (PHIT). The second section presents the methodology used for assessing the impact of the investments in DRR measures implemented after 2007. The third section analyzes the advantages of both methods, the implications of the results obtained, and the potential of investments in DRR as a cost-effective measure to mitigate the impact of adverse weather events.

Book excerpt: In September 2017, two severe earthquakes hit Mexico, killing hundreds of people and destroying thousand of structures, including houses, schools, churches, and other buildings. As a consequence, 18,851 settlements were declared disaster areas (DOF. 2017); 96% of those settlements are rancherías -- rural settlements and smallest geo-political unit in Mexico (INEGI. 2010). Because they tend to be very poor, the Mexican federal government intervened to assist affected families by utilizing national savings to provide conditional cash transfers for self-building, with the aim of facilitating housing reconstruction. However, this federal program, like other development programs used by the Mexican government, uses a top-down approach that has been criticized as a one-size-fits-all-solution that does not address the overwhelming needs of those living in earthquake-affected rancherías. This thesis studies the Mexican post-earthquake house reconstruction program at national, state, ranchería and household levels, with the objective of (1) examining the post-earthquake housing development program implemented by the Mexican government, (2) analyzing how national reconstruction plans can be made more efficient at local level, and (3) making recommendations to increase program efficiency through the proposal of a new policy initiative. In order to understand the reconstruction process, I first studied the protocols deployed at national and state levels. I then visited families in the midst of their reconstruction process in three rancherías -- La Nopalera in Yautepec, Morelos; Acatzingo de la Piedra in Tenancingo, Estado de Mexico; and San Juan Tlacotompa in Ecatzingo, Estado de México. This fieldwork permitted discovering that reconstruction is being led by external agents that fail to understand rural needs, consequently imposing urban housing solutions on a rural setting, thereby creating financial, structural and health risks. At the same time, capacity building training is concentrated on these external, urban-oriented agents, leaving local communities with minimal involvement or training in reconstruction efforts. Based on these findings, this thesis provides recommendations on how to address the misdirection of reconstruction efforts and proposes the creation of a university network for Rural Risk Reduction, so as to decentralise the technical capacity, currently concentrated in Mexican cities, while integrating local knowledge regarding rural-specific needs.

Mexico, conversely, depends upon remitted wage earnings and internationalised industry to support marginalised rural and poor urban populations. Treaties have formalised this co-dependency. Disasters, emergencies, and environmental problems, particularly in the border zone are usually shared calamities and the need for binational cooperative emergency management is obvious. What are the prospects for cooperation in light of growing tension between the two countries? This paper evaluates cooperation between the USA and Mexico during disasters and examines the implications of the anti-undocumented-migrant sentiment and US construction of the 700 mi (1167 km) border fence. Particular attention is placed on issues of sovereignty, trade agreements, environmental accords, and approaches to emergency management. We argue that geography and political-economic interactions have developed a dysfunctional, but necessary, relationship. Approaches to management of risks, hazards, and emergencies fit both their respective cultures and their political relationship. The borderlands are particularly problematic due, in part, to the marginalisation of all Latinos (Americans and non-Americans alike) and the lack of understanding of the Mexican (and Mexican-American) culture.
