Some of the damaged landmark buildings included the Presidential Palace, National Assembly building, Port-au-Prince Cathedral and the main prison building among others.

Book excerpt: Natural disasters have long been seen as naturally generated events, but as scientific, technological, and social knowledge of disasters has become more sophisticated, the part that people and systems play in disaster events has become more apparent. Production of Disaster and Recovery in Post-Earthquake Haiti demonstrates how social processes impact disasters as they unfold, through the distribution of power and resources, the use of discourses and images of disaster, and the economic and social systems and relations which underlie affected communities. The authors show how these processes played out in post-earthquake Haiti to set in motion the mechanics of the disaster industrial complex to (re)produce disasters and recovery rather than bring sustainable change. The book reveals that disaster and recovery rhetoric helped create fertile conditions for neoliberal disaster governance, militarized and digital humanitarianism, non-profiteering, and disaster opportunism to flourish while further disenfranchising marginalized populations. However, the Haiti earthquake, as is the case with all disaster sites, was ripe with mutual aid, community building, and collective action, all of which further local resilience. The authors seek to re-construct dominant discourses, policies, and practices to advance equitable, participatory partnerships with local community actors and propose a praxis for a people’s recovery as an action-oriented framework for resisting the transnational disaster industrial machinery. The authors argue for new synergies in policymaking and program development that can respond to emergencies and plan for true long-term, sustainable development after disasters that focuses as much on humans and the natural world as it does on economic progress. Book excerpt: This Article argues that the failure of the international earthquake response in Haiti is the result of past and current policies that, however well intentioned, fail to adequately respect the human rights of Haitians, especially Haiti's poor. It demonstrates that while the earthquake created new acute human rights challenges for Haiti, it also exposed the disastrous effects of decades-old policies that systematically undermine the Haitian government's ability to provide basic governmental services and meet the needs of the majority of its people. A legacy of debt and international trade policies has incapacitated the Haitian government, and lack of enforcement of the rule of law has made Haiti' s poor disproportionately vulnerable to natural disasters. Haiti' s earthquake illustrates that the most severe humanitarian emergencies are most often symptomatic of and contributory to a larger human rights emergency. A successful disaster response must place human rights at the center. Under international law, the Haitian government has the primary obligation to realize the human rights of its people, but natural disasters make it difficult for states, already lacking capacity due to resource constraints, to assert full control over policies that are central to their ability to fulfill their human rights obligations. In this context, the international community has an obligation to support the Haitian government toward the realization of rights, and their human rights obligations inhere to regulate their interventions. The most striking aspect of the response to the earthquake in Haiti is perhaps the decision to treat Haiti as a charity case rather than as a space where legal obligations exist and guide interventions. This Article presents legal and practical arguments for why a human rights-based approach is essential to successful disaster response and shows how a failure to prioritize this framework continues to reinforce Haiti's vulnerability to disasters. A human rights-based approach places human rights protection and realization at the center of international assistance, ensuring that the plans, policies, and processes of international assistance are “anchored in a system of rights and corresponding obligations established by international law.” The rights-based approach ensures that the aim of all activities is to contribute directly to the realization of rights by prioritizing capacity building, participation, transparency, accountability, and nondiscrimination. In Haiti, aid has largely been delivered outside this framework, with a focus on distributions to meet immediate needs at the cost of investing in long-term infrastructure and structural reform. This Article argues that while the practical reality of humanitarian disasters sometimes contains a tension between competing needs, an overemphasis on this tension risks overlooking the interconnectedness between humanitarian relief and human rights enforcement. The UN of the High Commissioner for Human Rights (“OHCHR”) has identified two chief rationales for the human rights-based approach: (a) “the intrinsic rationale,” which acknowledges that a human rights-based approach is legally mandated; and (b) “the instrumental rationale,” which recognizes that it enables better and more sustainable results. This Article begins by examining the legal rationale for the rights-based approach. Part I provides an introduction to the content and sources of the rights-based approach, and then explores the legal obligations of donor states and non-state actors to work within this framework. Part II uses Haiti as a case study to argue that the rights-based approach must be implemented as a matter of best practice even where legal obligations do not demand it. This Part demonstrates that Haiti's recent disasters are not only natural, but also stem from systemic human rights violations that must be addressed. It shows that the rights-based approach enables more successful programming because it ensures project effectiveness and guides investment towards those actors that can ensure project sustainability. If Haiti is to see a different future, the international community must actively implement a rights-based approach to its interventions and programming in Haiti.

Book excerpt: Background: In almost every disaster situation, the use of standardized communication procedures among humanitarian relief agencies has been identified as one of the efficient practices to minimize the mismanagement of resources and thus to maximize the response effort among actors to reduce the incidence impact on the public and to increase their resilience capabilities. Agencies have access to several guidelines to follow during domestic disasters, but there have been very few manuals developed to guide relief organizations on best practices during international large and complex natural disasters such as the 2010 Haiti earthquake. Haiti has experienced over its history several years of natural disasters, political, social-economic instability and recently has been devastated by one of the worst earthquakes that humanity has ever known. Methods and Findings: After the 7.1 earthquakes on January 12, 2010, it was reported that over 10,000 relief agencies, nonprofit organizations had deployed their staff for a short or a long term period to support the response and recovery effort. In order to explore the communication experiences and patterns of local and international agencies, a qualitative research study was administered, consisting of conducting semi-structured phone interviews with seventeen (17) respondents who participated in the complex humanitarian response in Haiti six years ago, using an eight question interview between February 4th and March 6th, 2016. Data and information captured through the interview process were used to document the communication process systematically, the strengths and limitations, the lessons learned and recommendations provided by the respondents. Snowball sampling was used to identify and recruit participants who have traveled as emergency medical specialists or whose responsibilities helped with the coordination of the response. Interviews were conducted in English or French and Haitian Creole depending on the participant's linguistic preference and country of citizenship. Interview transcripts, notes and codes were analyzed using key themes proposed as a framework for the study. Conclusion: Emergency response should not add more burden and responsibilities to government officials' countries significantly affected by natural disasters and should not cause distress to the affected communities. Rapid response is thus needed but should be efficiently coordinated to avoid wasted supplies, untrained staff and an influx of inexperienced international agencies in a complex and resource limited environment. The absence of a national response plan, the lack leadership and guidance from the Haitian government have been perceived as a sign of weakness by almost all local and international relief agencies and the negative aftermath of the disaster has been exacerbated by the thousands of small organizations that came looking for visibility and ultimately undermined the quality and timeliness of the response.

More than 230,000 people died, and some of Haiti's most populous areas suffered mass destruction. The international community responded immediately to launch extensive search and rescue missions and provide emergency assistance. The traditional disaster-response system employed by relief actors in Haiti concentrated on enabling information-sharing among teams of responders from the international community. This system lacked the ability to aggregate and prioritize data that came from outside sources, making it difficult to benefit from valuable information coming from the Haitian community. Ushahidi, an open-source crisis-mapping software first developed and used in Kenya, provided a way to capture, organize, and share critical information coming directly from Haitians. Information was gathered through social media (e.g., blogs, Twitter, and Facebook) and text messages sent via mobile phones. Reports about trapped persons, medical emergencies, and specific needs, such as food, water, and shelter, were received and plotted on maps that were updated in real time by an international group of volunteers. These reports, and associated geographic information, were available to anyone with an Internet connection. Responders on the ground soon began to use them in determining how, when, and where to direct resources. The most significant challenges arose in verifying and triaging the large volume of reports received. Ad hoc but sufficient solutions were found that involved the manual monitoring and sorting of information.

Based on dozens of interviews, this book gives primacy to survivors’ narratives. It begins by laying out the Haitian context, before presenting an account of the earthquake from survivors’ perspectives. It then explores in detail how the earthquake affected the religious, mainly Christian, faith of survivors and how religious faith influenced how they responded to, and are recovering from, the experience. The account is also informed by geoscience and the accompanying "complicating factors." Finally, the Haitian experience highlights the significant role that religious faith can play alongside other learned coping strategies in disaster response and recovery globally. This book contributes an important case study to an emerging literature in which the influence of both religion and narrative is being recognised.
