He discusses measures adopted during July 2000 by the World Diamond Congress in Belgium to prevent the illicit trade of diamonds mined by rebel groups in Africa. International humanitarian and human right groups had been pressuring diamond industries to put an end to the smuggling and purchasing of "conflict" diamonds. These diamonds have been used to finance civil wars in such countries as Angola, Sierra Leone, and the Democratic Republic of the Congo (DRC). The editorial was published in the "Christian Science Monitor."
