Available in PDF, EPUB and Kindle. Book excerpt: The relationship between parliaments and citizens is one of the least studied subjects in legislative studies, yet this is a crucial dimension to understand parliaments and the role they play in our political systems. Furthermore, this relationship has gained considerable visibility over the last decade thanks in part to the development of new media, but also as a reaction to the trends of political apathy. In a context of increasing political disengagement, parliamentary discourse shifted attention from the traditionally predominant relationship with government to the relationship with citizens. Issues of legitimacy became more directly associated with the link between parliament and citizens, resulting in investment in new and more complex mechanisms for contact with citizens, even in the more centralised systems. This book looks at a wide range of case studies across Europe and beyond, assessing overall strategies in the move towards stronger engagement with citizens. It assesses the extent to which the shift in discourse has led to actual changes in parliamentary practice. This book was published as a special issue of the Journal of Legislative Studies.

Available in PDF, EPUB and Kindle. Book excerpt: This book is unique as the only book on the Portuguese parliament in English. The Portuguese parliament is a valuable case study to understand the different stages of development of a newly democratic parliament. From Legislation to Legitimation shows that, as democracy developed, the role of the Portuguese parliament changed considerably. Whereas in the first years of democracy the Assembleia da Republica was centred on its legislative role, during the second decade its legitimation role expanded, making scrutiny parliament's main function.

The authors assess the extent and nature of that contact. To what extent are members of parliament accessible to the ordinary citizen? And what are the implications for the legislature? Can there be too much, or too little, contact?

Book excerpt: Urban Claims and the Right to the City explores how contested processes of urban development, and the rights of city dwellers, are understood and interpreted from the perspective of women and men working, in different ways, at the grassroots in Salvador da Bahia, Brazil, and London, UK. In doing so, it represents the grounded voices of authors whose work and lives mean that they engage, on a daily basis, with issues related to housing and spatial rights, and identity struggles around race, gender, disability, sexuality, citizenship and class. Available in PDF, EPUB and Kindle. Book excerpt: This book develops a critical analysis of the Brazilian legislature, specifically the role of its lower chamber, the Chamber of Deputies, in policy making and how this combines with its public engagement role, namely in terms of promoting participation and transparency. The book draws from Nelson Polsby’s theoretical conceptualization about transformative and arena legislatures. The purpose is not to reach a consensus about the exact categorisation of the legislature in Polsby’s classification. On the contrary, the chapters are mainly concerned in challenging this classification through interdisciplinary perspectives drawn from within the legislative studies in Brazil. The book’s first chapters introduce the reader to an historical overview of the Brazilian legislature’s policy making and organization, identifying its role in proposing public policies and scrutinising proposals from the Executive Branch. The subsequent chapters focus on its public engagement role and address contemporary elements – such as political participation and transparency – and how these interlink, or not, with legislative practices and influence the production of law. The book provides a unique insight into the operation and power of the legislature of a key global power, Brazil, in a presidential political system context. The chapters originally published as a special issue in the Journal of Legislative Studies.

Book excerpt: The Oxford Handbook of Portuguese Politics brings together the best scholars in the field offering an unrivalled coverage of the politics (broadly defined) of the country over the past 50 years. The Handbook includes eight sections. First, it looks at the past and present by making an overview of Portuguese political developments since democratization in the 1970s. Second, it looks at political institutions as the building blocks of Portuguese democracy. The third section examines mass politics and voters, that is, a thorough analysis of the demand-side of mass politics. The fourth section turns to the supply side of mass-politics by looking at parties and the party system. The fifth section looks at the Portuguese society by unpacking a plethora of societal aspects with direct implications for politics. The sixth section examines governance and public policies, with a view to understanding how a constellation of public policies has an impact on the quality of governance and in fostering well-being. The seventh section looks at Portugal and the European Union. The eighth and final section unpacks Portuguese foreign policy and defence.
