A segunda parte trata das principais formas de utilização das águas e dos problemas de ordem legal que ocorrem, de acordo com a jurisprudência indicada. Efetua também comentários à legislação em vigor com ênfase na Lei no 9.433/97, que criou a Política Nacional de Recursos Hídricos, Lei no 10.881/04 e Lei no 9.984/00, que instituiu a Agência Nacional de Águas e Saneamento Básico (ANA), além da regulamentação dessas normas. São analisados os instrumentos da Política, consistindo em: 1. planejamento – planos de recursos hídricos, enquadramento dos corpos de água em classes, segundo os usos preponderantes da água, e sistemas de informação, 2. controle – outorga do direito de uso de recursos hídricos, e 3. instrumento econômico - cobrança pelo uso da de recursos hídricos. Além disso, é feita uma abordagem ampla acerca do Sistema Nacional de gerenciamento de Recursos Hídricos – SINGREH, responsável pela implementação dos instrumentos de gestão e da Política Nacional de Recursos Hídricos, sendo a governança um elemento essencial para o atingimento desse objetivo. Leitura relevante para advogados, engenheiros ambientais, geólogos, administradores e economistas.

Options include electronic warfare, physical destruction of electronic targets, signals intelligence, and radio-electronic concealment and deception. Developed in the early 1970s by the Soviets, it is still poorly understood in the West. This study analyzes REC as a method of warfare with which Western military thinkers must reckon seriously at all levels of combat planning. It also provides a solid base of information on REC's origins, functional structure, and basic military goals. Equally important, it defines REC's greatest threat as conceptual rather than technological. Manipulating the electromagnetic spectrum depends more on thoughtful planning and centralized control than on sophisticated equipment¡ further, the Soviets appear to be ahead of the West in integrating the concept as an institutional part of military activity. Based primarily on Soviet sources, this book not only traces the evolution of REC but also serves as a model for understanding the development of other Soviet combat concepts.
