Focusing particularly on the period from the end of slavery in 1888 to the late twentieth century, when human impact on the environment reached critical new levels, Rogers confronts the day-to-day world of farming--the complex, fraught, and occasionally poetic business of making sugarcane grow. But even though domestic aspirations and foreign perceptions have held out the prospect for Brazil becoming a major power, the country has lacked the capabilities—particularly on the military and economic dimensions—to pursue a traditional path to greatness. Aspirational Power examines Brazil as an emerging power. It explains Brazil’s present emphasis on using soft power through a historical analysis of Brazil’s three past attempts to achieve major power status. The NMs could interact with and cause adverse biological effects at cellular, subcellular, and molecular levels. Assessing potential environmental/ecological risks requires quality information on transport and fate of nanoparticles in the environment, exposures and vulnerabilities of organisms to the nanomaterials and standard methods for assessing toxicity for aquatic or terrestrial organisms and human health. The systematic risk characterization and evaluation of the safety of nanomaterials require a multidisciplinary approach and convergence of knowledge and efforts from researchers and experts from toxicology, biotechnology, materials science, chemistry, physics, engineering, and other branches of life sciences. Although studies are beginning to appear in the literature addressing the toxicity of various nanomaterials and their potential for exposure, at this stage definitive statements regarding the impacts of nanomaterials on human health and the environment remain sketchy requiring an increased level of precautions with regard to nanomaterials, as has happened with other emerging contaminants and technologies (e.g., biotechnology). The need for an increased level of understanding the perception of risk and of benefits will vary and is likely to influence public, regulatory, and non-governmental activities regarding risk and benefit evaluations. Systematic identification and assessment of the risks posed by any new technology are essential. A prudent, integrated, and holistic approach is required to develop best practices based on the scientific understanding about what we know and what we don’t know but need to know. Nanomaterials addresses key issues of ecotoxicological actions and effects of nanomaterials on life and environment, their threats, vulnerability, risks, and public perception. The readers learn to read bad news objectively and think about and search for ecological ‘green’ solutions to current environmental and ecological problems with blue, grey, brown, and red shades for building a sustainable ecosystem. It shows how this molecular terrain is a common ground for interdisciplinary research and education that will be an essential component of science, engineering and technology in the future. The book is divided into three sections. Section I includes general topics related to ecotoxicity of nanomaterials to microbes, plants, human and environment. Relations between Brazil and Japan progressed dynamically in the 1960s and 1970s, centering on the substantial complementarity between Japan’s needing primary goods to sustain high economic growth and Brazil’s seeking non-hegemonic investment to invigorate its resource potential. Now that this complementarity has lost significance, the two countries are restructuring their relations to protect shared values of democracy, freedom, the rule of law, and the need for maintaining good relations with both China and the United States. Analyzed here is the development of this renewed bilateral relationship in multiple directions: productivity, global environment and health, migration, and triangular cooperation in third countries’ development. Facing the prospect of a declining population, Japan may become more open to international migration, but the experience with Japanese-descent Brazilian workers since the amendment of the migration control law in 1990 presents many lessons and challenges for the symbiosis of multicultural groups. Brazil, for its part, needs to address social inequality. To this end, it is fundamental to improve the quality of work. This book argues that Brazil and Japan can benefit from cooperation in managing those country-specific issues. It also discusses ways that Brazil and Japan can profit from coordinating action on global problems such as greenhouse gas reduction, mitigation of tropical diseases, healthy community building, and high-quality infrastructure for poverty reduction.

The chapters identify how traditional legal disciplines (e.g. constitutional law, consumer law, public procurement, international public law), sector-related regulation (e.g. energy, water, waste), and legal rules in specific areas (e.g. eco-labelling and packing) engage with the concept of sustainable consumption. A number of the contributions describe this relationship by isolating a national legal system, while others approach it from the vantage point of legal pluralism, exploring the conflicts and convergences of rules between multiple international treaties (or guidelines) and those between the rules of international and transnational law (or both) vis-à-vis national legal systems. While sustainable consumption is recognised as an important field of interdisciplinary research linking virtually all social science disciplines, legal scholarship, in contrast, has neglected the importance of the field of sustainable consumption to the law. This book fills the gap.
