Construite en trois parties, cette thèse a pour objectif d’approfondir la problématique de la cohérence de la Directive Habitats comme outil de conservation ; la complexité de l’objet d’études implique un recours à une diversité de matériaux, dont l’analyse fait appel à l’écologie du paysage, l’écologie des communautés ou encore à la biologie des populations. Dans ce cadre pluridisciplinaire, le questionnement s’organise autour d’aspects théoriques (philosophie du texte, dispositions prévues pour la mettre en œuvre, annexes d’habitats et d’espèces) et opérationnels (procédures nationales, faisabilité de la démarche française, fonctionnalité du réseau Natura 2000, complémentarité des approches « habitat » et « habitat d’espèce », etc.), aux différentes échelles d’application de la directive. Il est apparu essentiel de ne pas dissocier ces deux facettes de la problématique ; le travail doctoral effectué révèle l’importance d’une approche globale pour cerner les différents enjeux qui sous-tendent la Directive Habitats. Elle devra être au final évaluée sur l’état de conservation favorable des habitats et des espèces listées par les annexes. Mais du texte à cet aspect pratique, appréhender la Directive Habitats nécessite de dépasser les considérations écologiques, à l’image d’autres problématiques de conservation de la biodiversité, également appliquées à des situations complexes.
