Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from Diplomatic Correspondence Between the United States and Germany: August 1, 1914 April 6, 1917 The publishers announce, separate and distinct from, but to be used in connection with the present volume, President Wilson's Foreign Policy - Messages, Addresses, Papers, and A Survey of International Relations Between the United States and Germany, from August 1, 1914, to April 6, 1917, the date of the declaration of a state of war by the Congress of the United States against the Imperial German Government. These volumes are of the same format as The Diplomatic Correspondence Between the United States and Germany, during the same period. The differences of opinion, crystallizing into opposition, and resulting eventually in war between the United States and Germany, are stated clearly, unmistakably, and officially in the Diplomatic Correspondence between the two Governments since the outbreak of the European War in 1914, and up to the declaration of war by the United States because of the controversies between the two countries. The Diplomatic Correspondence makes the case of the United States, just as the Diplomatic Correspondence is the defense of Germany. Upon this Correspondence each country rests its case, and upon this Correspondence each is to be judged. It is thought best to present it in a volume by itself, disconnected from narrative or from correspondence with other belligerent nations, which would indeed have been interesting but not material in the present case. Available in PDF, EPUB and Kindle. Book excerpt: What makes wars drag on and why do they end when they do? Here H. E. Goemans brings theoretical rigor and empirical depth to a long-standing question of securities studies. He explores how various government leaders assess the cost of war in terms of domestic politics and their own postwar fates. Goemans first develops the argument that two sides will wage war until both gain sufficient knowledge of the other's strengths and weaknesses so as to agree on the probable outcome of continued war. Yet the incentives that motivate leaders to then terminate war, Goemans maintains, can vary greatly depending on the type of government they represent. The author looks at democracies, dictatorships, and mixed regimes and compares the willingness among leaders to back out of wars or risk the costs of continued warfare. Democracies, according to Goemans, will prefer to withdraw quickly from a war they are not winning in order to appease the populace. Autocracies will do likewise so as not to be overthrown by their internal enemies. Mixed regimes, which are made up of several competing groups and which exclude a substantial proportion of the people from access to power, will likely see little risk in continuing a losing war in the hope of turning the tide. Goemans explores the conditions and the reasoning behind this "gamble for resurrection" as well as other strategies, using rational choice theory, statistical analysis, and detailed case studies of Germany, Britain, France, and Russia during World War I. In so doing, he offers a new perspective of the Great War that integrates domestic politics, international politics, and battlefield developments.

Book excerpt: During the first 18 months of World War I, Woodrow Wilson sought to maintain American neutrality, but as this carefully argued study shows, it was ultimately an unsustainable stance. The tension between Wilson's idealism and pragmatism ultimately drove him to abandon neutrality, paving the way for America's entrance into the war in 1917.

Book excerpt: A Washington Post Notable Book In March 1941, after a year of devastating U-boat attacks, the British War Cabinet turned to an intensely private, bohemian physicist named Patrick Blackett to turn the tide of the naval campaign. Though he is little remembered today, Blackett did as much as anyone to defeat Nazi Germany, by revolutionizing the Allied anti-submarine effort through the disciplined, systematic implementation of simple mathematics and probability theory. This is the story of how British and American civilian intellectuals helped change the nature of twentieth-century warfare, by convincing disbelieving military brass to trust the new field of operational research.
