Book excerpt: This open access book investigates the transnationally connected history of Arab Christian communities in Palestine during the British Mandate (1918-1948) through the lens of the birth of cultural diplomacy. Relying predominantly on unpublished sources, it examines the relationship between European cultural agendas and local identity formation processes and discusses the social and religious transformations of Arab Christian communities in Palestine via cultural lenses from an entangled perspective. The 17 chapters reflect diverse research interests, from case studies of individual archives to chapters that question the concept of cultural diplomacy more generally. They illustrate the diversity of scholarship that enables a broad-based view of how cultural diplomacy functioned during the interwar period, but also the ways in which its meanings have changed. The book considers British Mandate Palestine as an internationalised node within a transnational framework to understand how the complexity of cultural interactions and agencies engaged to produce new modes of modernity. Karène Sanchez Summerer is Associate Professor at Leiden University, The Netherlands. Her research considers the European linguistic and cultural policies and the Arab communities (1860-1948) in Palestine. She is the PI of the research project (2017-2022), 'CrossRoads: European Cultural Diplomacy and Arab Christians in Palestine (1918-1948)' (project funded by The Netherlands National Research Agency, NWO). She is the co-editor of the series 'Languages and Culture in History' with W. Frijhoff, Amsterdam University Press. She is part of the College of Experts: ESF European Science Foundation (2018-2021). Book excerpt: For sixty years, U.S. government officials have conducted public diplomacy programs to try to reach Arab public opinion—to inform, educate, and understand Arab attitudes. American public affairs officers have met serious challenges in the past, but Arab public criticism of the United States has reached unprecedented levels since September 11, 2001. Polls show that much of the negative opinion of the United States, especially in the Middle East, can be traced to dissatisfaction with U.S. foreign policy. Rugh, a retired career Foreign Service officer who twice served as ambassador to countries in the region, explains how U.S. government officials have dealt with key problem issues over the years, and he recommends ways that public diplomacy can better support and enhance U.S. national interests in the Middle East. This struggle for the hearts and minds of the Arab world, so crucial to the success of American efforts in post-occupation Iraq, is carried out through broadcasting, cultural contacts, and educational and professional exchanges. Rugh describes the difference between public diplomacy and propaganda. He points out that public diplomacy uses open means of communication and is truthful. Its four main components are explaining U.S. foreign policy to foreign publics; presenting them with a fair and balanced picture of American society, culture, and institutions; promoting mutual understanding; and advising U.S. policy makers on foreign attitudes. Public diplomacy supports the traditional diplomatic functions of official business between governments. Whereas diplomats from the United States deal with diplomats of foreign governments, public affairs officers deal with opinion leaders such as media editors, reporters, academics, student leaders, and prominent intellectuals and cultural personalities. Rugh provides an up-close-and-personal look at how public affairs officers do their jobs, how they used innovation in their efforts to meet the challenges of the past, and how they continue to do so in the post-September 11 era.

This book, a unique collaboration of Israeli and Palestinian authors, traces the history of these unofficial meetings, focusing on those that took place in the 1990s beginning just after the Gulf War. These talks were carried on without media coverage, and this book is the first sustained account of what took place. It is the inside story—the authors themselves participated in some of these discussions and interviewed participants in others.After describing the background of early Arab-Israeli discussions, the authors present six case studies of Track-II talks in the 1990s: the 1992-1993 discussions in Norway that led to the Oslo accords; Palestinian-Israeli talks held in the early 1990s under the auspices of the American Academy of Arts and Sciences; Israeli-Syrian meetings of 1992-1994; the 1994-1995 Stockholm talks convened by the Swedish government; talks held in 1995-1996 between Israeli settlers and representatives of the Palestinian Authority; and arms control and regional security discussions throughout the decade. Despite their different perspectives, the book's two Israeli and two Palestinian authors are able to reach shared conclusions about the effectiveness and consequences of Track-II talks. There is no one path to success. Public diplomacy must be consistent, multifaceted, and localized to advance American goals in Muslim-majority countries. This report sketches a way forward to accomplish these goals.
