Die Beiträge konzentrieren sich im wesentlichen auf drei zentrale Aspekte der Parteien: erstens ihre gesellschaftliche Verankerung und ihr Verhältnis zur katholischen Kirche, zweitens die Weiterentwicklung der christlichen Wirtschafts- und Gesellschaftsordnung und drittens die Entwicklung von Europakonzepten und die praktische Politik europäischer Christdemokraten. Ausgewiesene Experten interpretieren und kommentieren die Beiträge. Hervorzuheben ist ferner, daß auch Autoren für die mittel- und osteuropäischen Parteien gewonnen werden konnten. Thomas Risse argues that integration has had profound and long-term effects on the citizens of EU countries, most of whom now have at least a secondary "European identity" to complement their national identities. Risse also claims that we can see the gradual emergence of transnational European communities of communication. Exploring the outlines of this European identity and of the communicative spaces, Risse sheds light on some pressing questions: What do "Europe" and "the EU" mean in the various public debates? How do European identities and transnational public spheres affect policymaking in the EU? And how do they matter in discussions about enlargement, particularly Turkish accession to the EU? What will be the consequences of the growing contestation and politicization of European affairs for European democracy? Socialists have been a prime political force since the late nineteenth century through to the present. Through their strength, their presence at the heart of societies, their dynamism, inventiveness, and influence, they have left their mark on the European physiognomy and helped to forge part of its identity. This is particularly true where the welfare state is concerned, and the role played by the state in constructing, embedding, and extending this social model. Surprisingly, there has been no research aiming to systematically analyse the relationship between socialism and the state. This volume fills a gap in knowledge by rejecting the media simplification and political polemic maintained by opponents of socialism – and sometimes by socialists themselves – which systematically links socialism with “statism”. It focuses on numerous case studies involving France, Italy, Spain, Greece, Austria, Germany, Belgium, the United Kingdom and Scandinavia, and highlights the diversity of organisations within European socialism. Ultimately, this book demonstrates that the fate of this political culture depends on the socialist parties themselves but also on any new configurations that states may assume. Conversely, the future of states will also depend partly on the choices made by socialists, if they still exist and still have the means to shape decisions and make their voices heard.

Against this background, this volume examines three key themes: the challenge to the power of member states - as subjects of European integration - to determine the course of the integrationist project and to shape European public policies; the increasing constraints in the domestic political arena experienced by member states as objects of European integration; and the contestation over both the 'constitutive politics of the EU' and specific policy choices. These three themes - power, constraint and contestation - and their interdependence are explored with specific reference to contemporary Germany. The main findings call for a revision of the 'conventional wisdom' about Germany's Europeanization experience. First, while Germany continues to engage intensively in all aspects of the integration process, its power to 'upload' - 'hard' and 'soft', 'deliberate' or 'unintentional', 'institutional' or 'ideational' - appears in decline. Germany's capacity to 'shape its regional milieu' is challenged by both changes in the integration process and the ever more apparent weaknesses of the 'German model'. The traditional regional core milieu is shrinking in size and importance in an enlarging Europe, and Germany's milieu-shaping power is being challenged. Second, the coincidence of enabling and constraining effects is being progressively replaced by a discourse that notes unwelcome constrictions associated with EU membership. The book's findings suggest that key political institutions and processes in the Federal Republic have not co-evolved with the integration process, but lead an, at times, uncomfortable co-existence. Third, domestic contestation over both everyday EU policy and the constitutional politics of integration seems set to increase. There are, as yet, no indications that these domestic conflicts will reach an intensity comparable to that of the 1950s. However, both the 'permissive' mass consensus and, perhaps more importantly, élite consensus are being tested to their limits. This volume is essential reading for students of comparative European politics and German studies.
