Schulpolitik, Note: 1,8, Ruhr-Universität Bochum (Pädagogisches Institut ), Sprache: Deutsch, Abstract: Seit Mitte der 1950er Jahre entwickelte sich Deutschland, deutlich zu einem Einwanderungland. Migration wurde zunächst jedoch nur als vorübergehende Phase angesehen. Im Laufe der Jahre hat sich jedoch herausgestellt, dass die ehemaligen Gastarbeiter mit ihren Familien langfristig in Deutschland bleiben und die Integration der Kinder und Jugendlichen mit Migrationshintergrund eine wichtige und dauerhafte Aufgabe der Schule werden würde. Die spezifischen Probleme, die dem Bildungssystem aus der Migration erwachsen, traten in der Bundesrepublik erst spät – durch die Studie des Programms for International Student Assessment (kurz: PISA) – in den Fokus der Bildungspolitik. Die schlechten Ergebnisse der PISA-Studie dürfen als Indiz dafür gelten, dass es der deutschen Schule in den letzten drei Jahrzehnten nicht gelungen ist, auf die Migration in Deutschland in einer Weise zu reagieren, die den SuS mit Migrationshintergrund eine angemessene Bildungsbeteiligung und –erfolg ermöglicht hätte. Dabei war und ist das Prinzip der Chancengleichheit zweifellos ein Grundsatz für die Gestaltung des deutschen Bildungssystems. Diese Prämisse wird nicht zuletzt durch Artikel 3, Absatz 3, des Grundgesetzes inhaltlich vorgegeben: „Niemand darf wegen seines Geschlechtes, seiner Abstammung, seiner Rasse, seiner Sprache, seiner Heimat und Herkunft, seines Glaubens, seiner religiösen oder politischen Anschauungen benachteiligt oder bevorzugt werden. Niemand darf wegen seiner Behinderung benachteiligt werden.“ Dass das deutsche Schulsystem Kinder und Jugendliche nicht gleichbehandelt stellte auch UN-Sonderberichterstatter VERNOR MUÑOZ in seinem BERICHT FÜR DAS RECHT AUF BILDUNG IN DEUTSCHLAND fest. Dieser inspizierte im Auftrag der Vereinten Nationen im Feburar 2006 – sechs Jahre nach dem ersten PISA-Schock – das deutsche Schulsystem und präsentierte im März 2007 seinen ernüchternden Deutschlandbericht. Dieser charakterisiert das deutsche Schulsystem wie folgt: „Selektiv, diskriminierend, undemokratisch – das deutsche Schulsystem bietet nicht allen Kindern die gleichen Chancen. [...] und das Recht auf Bildung wird nicht überall ausreichend umgesetzt.
