A motion was made to reconsider the vote ordering the vote to be taken to-morrow, but failed. Still I am apprehensive. The Radicals have a majority and are alarmed, for there are some who refuse to be disciplined into doing a wrong act. May 12, Tuesday. The Radicals, fearful of the result of the vote which they had ordered should this day be taken on impeachment, have postponed the question until next Saturday. The excuse for this is the illness of Howard,1 one of their members, who is said to be delirious, --the brain fever, --some say delirium tremens. I suppose he is really ill, though many think not. Had it been one of the Senators friendly to the President, there would have been no four days' postponement, --nor even with Howard's sickness, had they not been limited to a two-thirds vote. When Attorney-General Stanbery was taken ill, the leading Radicals would not consent to delay a day, although he was the principal counsel of the President. The postponement did not greatly surprise me. It required only a majority vote, and very likely a still further postponement will take place, if the Senatorial conspir-/ ators have not sufficient force to convict. There is little honor, justice, or truth with the impeaching judges. If by any trick or subterfuge they can succeed, the Radicals will resort to it, however unprincipled. Excerpt: ... 1 This first chapter is not a part of Mr. Welles's diary, having been written several years after the events narrated, but since it gives a vivid firsthand account of these events, which occurred before the actual diary was begun, it may properly be considered a part of the record. President Buchanan, which, however, had been disregarded, and, finally, his apprehensions, perhaps convictions, that hostilities were imminent and, he feared, inevitable. He had, with the knowledge of Secretary Holt, taken the responsibility of ordering a small military force to Washington for the protection of the government and the public property and archives, and other troops were on their way from the West. His statement was full, clear in its details, and of absorbing interest to those of us who were to meet and provide for the conflict now at hand. Among other matters, and that for which he had especially requested our attendance that morning, was certain intelligence of a distressing character from Major Anderson at Fort Sumter, stating that his supplies were almost exhausted, that he could get no provisions in Charleston, and that he with his small command would be wholly destitute in about six weeks. Under these circumstances it became a question what action should be taken, and for that purpose, as well as to advise us of the condition of affairs, he had convened the gentlemen present.
