Book excerpt: The Department of Homeland Security (DHS) was established in early 2003, bringing together existing parts of 22 different federal agencies and departments in a new framework of operations. In its first few years, the department was reorganized multiple times, and more focus was given to ensuring its components were addressing the perceived threats facing the country rather than to addressing the new organization's management structure and headquarters needs. Therefore, the consolidation of physical infrastructure that one might expect in creating an operation of such size and breadth did not occur.

Therefore, the consolidation of physical infrastructure that one might expect in creating an operation of such size and breadth did not occur at that time. As the Coast Guard began to plan consolidating its leases on headquarters facilities into secure federally owned space, DHS was finding its original headquarters space at the Nebraska Avenue Complex too limited to meet its evolving needs. In 2006, the George W. Bush Administration proposed combining the two projects into one $3.45 billion headquarters consolidation project on the West Campus of St. Elizabeths Hospital in Anacostia. Since that year, Administrations of both parties have requested funding for this initiative. Thus far, the project has received $495 million from DHS and $1,063 million from the General Services Administration (GSA), for a total of $1,558 million through FY2014. Most of these resources have been allocated to the construction of a new consolidated headquarters for the Coast Guard on the campus, which opened on June 29, 2013. However, this project has not received sustained funding from Congress-70% of the funding it has received so far came in FY2009 when a surge of supplemental funding combined with the regular appropriations for GSA and DHS provided $1.1 billion for the project. With the completion of its first key component, and the release of a new cost estimate reflecting a less aggressive construction plan, the debate over this project enters a new phase. The purpose of this report is to outline the policy considerations to be evaluated in deciding whether to continue funding the consolidation of the remaining DHS headquarters functions at St. Elizabeths, and to explore some of the benefits and consequences of several possible ways forward. The fate of this initiative could have significant impact on the department operationally, budgetarily, and culturally. Operationally, a consolidated headquarters could enhance management efficiency, provide a more capable departmental operations center to help coordinate the federal response to natural disasters and terrorist attacks, and provide a higher level of security for many DHS headquarters functions. Budgetarily, the department would benefit from reduced overhead costs in the long term, but would face significant pressure on its near term budget to see the construction through to completion. Culturally, the new headquarters could help promote the integration of the department's components into "One DHS," and have some direct and indirect contributions to improving departmental morale. This report examines four potential ways forward for the headquarters project: Going no further than the Coast Guard headquarters phase; reducing the future DHS presence on the campus and sharing the site with other government agencies; proceeding with the project as outlined in the June 2013 baseline; and aggressively funding the project to accelerate completion.

Book excerpt: DHS and GSA are managing an estimated $4.5 billion construction project at the St. Elizabeths Campus in Washington, D.C. The project, designed to consolidate DHS's executive leadership, operational management, and other personnel at one secure location rather than at multiple locations throughout the Washington, D.C., metropolitan area, has a projected completion date of 2026. GAO was asked to examine DHS and GSA management of the headquarters consolidation, including the development of the St. Elizabeths campus. This report addresses the extent to which DHS and GSA have (1) developed consolidation plans in accordance with leading capital decision-making practices and (2) estimated the costs and schedules of the St. Elizabeths project in a manner that is consistent with leading practices. GAO assessed various DHS and GSA plans, policies, and cost/schedule estimates, and interviewed DHS and GSA officials.

Book excerpt: The Homeland Security Act of 2002 combined 22 federal agencies specializing in various missions under DHS.7 Numerous departmental offices and seven key operating components are headquartered in the NCR. When the department was formed, the headquarters functions of its various components were not physically consolidated, but instead were dispersed across the NCR in accordance with their history. For example, in 2007, DHS employees in the NCR were located in 85 buildings and 53 locations, accounting for approximately 7 million gross square feet of government-owned and -leased office space.

Book excerpt: " The federal government's real property portfolio includes land, buildings, and structures. GAO has designated the management of federal real property as high-risk based largely on the management of federal buildings. However, over half of the assets are structures, such as roads, dams, and radio towers. GAO was asked to examine management issues related to structures. This report examines (1) the scale and scope of federally owned or leased structures, (2) how federal agencies track and categorize federal structures, and (3) the extent to which the challenges federal agencies face in managing buildings also apply to structures. GAO analyzed FRPP data on structures managed by federal civilian agencies against federal internal control standards for executive branch agencies and OMB guidelines, visited 24 sites selected to represent a variety of structure types from five civilian federal agencies with high numbers of structures, and interviewed officials from the five agencies, OMB and GSA about FRPP data collection and how agencies manage their structures. This book was released on 2015-04-16 with total page 46 pages. Available in PDF, EPUB and Kindle. Book excerpt: Since 2006, the Department of Homeland Security (DHS) and General Services Administration (GSA) have spent over a billion taxpayer dollars to build a consolidated DHS Headquarters on the St. Elizabeths campus in Southeast Washington, DC. St. Elizabeths is a National historic landmark that was originally founded in 1852 as the Government Hospital for the Insane. The purpose of the new headquarters was to consolidate DHS leadership and operations to improve efficiency. Unfortunately, as shown by a Government Accountability Office (GAO) report, the project has become a monument to mismanagement. GAO's report lays out in great detail how the St. Elizabeths project has been devoid of leadership and proper management for years. In recent years, DHS failed to identify the $4.5 billion project as a major acquisition program within the Department. Such a designation would have brought with it more program oversight. GAO also found that DHS and GSA's cost and schedule estimates aren't worth the paper they are printed on. There has been a wild swing in the estimates since the program has moved forward. In 2007, GSA estimated that the project would be fully complete by 2016 at a cost of $3.2 billion. The latest estimates put completion of the project 10 years later, at 2026, and at a cost of $4.5 billion.

Book excerpt: In June 2007, it was reported that the Dept. of Homeland Security (DHS) had made little progress in integrating its existing financial mgmt. systems and made six recommendations focused on the need for DHS to define a departmentwide strategy and embrace disciplined processes. In June 2007, DHS announced its new financial mgmt. systems strategy, called the Transformation and Systems Consolidation (TASC) program. This testimony provides preliminary analysis of the status of prior recommendations and whether there were additional issues identified that pose challenges to the successful implementation of the TASC program. Book excerpt: In June 2007, GAO reported that the Department of Homeland Security (DHS) had made little progress in integrating its existing financial management systems and made six recommendations focused on the need for DHS to define a departmentwide strategy and embrace disciplined processes. In June 2007, DHS announced its new financial management systems strategy, called the Transformation and Systems Consolidation (TASC) program. House Report No. 110-862 directed GAO to determine whether DHS had implemented GAO's prior recommendations. GAO also assessed whether there were additional issues that pose unnecessary risks to the successful implementation of the TASC program. GAO reviewed relevant documentation, such as the January 2009 request for proposal and its attachments, and interviewed key officials to obtain additional information. GAO makes seven recommendations and reaffirms its six prior recommendations to mitigate DHS's risk in acquiring and implementing the TASC program. DHS agreed with GAO's
