How to address distributive justice has been one of the biggest concerns. This book examines what determines the influence of distributive justice in siting policy. In the 23 wards of Tokyo, one idea of distributive justice, known as "In-Ward Waste Disposal" (IWWD), emerged amid the ongoing garbage crisis in the early 1970s. IWWD was adopted as a significant principle, but its influence waxed and waned over time, until the idea was finally abandoned in 2003. To unravel causes and mechanisms behind the changing influence of IWWD, this book adopts a framework that considers not only ideational causes, but also the power struggles between rationally calculating actors, as well as the influence of external events and environments. Book excerpt: The private sector involvement in public service is intended to achieve efficiency gain and better service quality through increasing private sector finance and expertise. However, these benefits are most often not achieved in developing countries due to investment risk of private finance, and problems of capacity and regulation of the private sector. This book examines private sector involvement (PSI) in solid waste collection by exploring the influence of private sector capacity and Local Governments’ regulations on private sector performance in terms of productivity and service quality. PSI in public service provision evolved to deal with market and government failures, so this study uses market and regulatory theories to explore the gaps in policy and practice of PSI and the factor explaining private sector performance in five cities in Ghana. The study shows there were weak regulatory practices and non-adherence to contractual obligations (unsigned contracts and delayed payment of subsidy), and consequently led to disincentives for full cost recovery and better service quality. However, there is now a gradual well functioning system being put in place with the recent competitive bidding in two cities with signing of contracts and city-wide user charging. This study concludes that the solutions to the problem of solid waste collection and management in developing countries hinge on adherence to formal rules of regulation, use of appropriate cost recovery mechanism for low income group, and restructuring of institutional arrangement to enforce legislation.

The new Constitution was the institutional response to longstanding grievances over the centralization of state powers and public sector resources, and regional disparities in service delivery and development outcomes. This radical restructuring of the Kenyan state has three main objectives: decentralizing political power, public sector functions, and public finances; ensuring a more equitable spatial distribution of resources between regions; and promoting more accountable, participatory, and responsive government at all levels. The first elections under the new Constitution were held in 2013. Alongside the national government, 47 new county governments were established. Each county government is made up of a County Executive, headed by an elected Governor and works under the oversight of an elected County Assembly. Seven years after the "devolution train" left the station, this report takes stock of how devolution has affected the delivery of devolved basic services to Kenyan citizens. Whereas devolution was driven by political reform, the ensuing institutions and systems were expected to deliver greater socioeconomic equity through devolved service delivery. The Making Devolution Work for Service Delivery (MDWSD) study is the first major assessment of Kenya’s devolution reform. The study was a jointly coordinated effort by the Government of Kenya and the World Bank. The study provides key messages with respect to what is working, what is not working, and what could work better to enhance service delivery based on the currently available data. It provides an independent assessment of service delivery performance in five sectors, namely health, education, agriculture, urban, and water services and includes an in-depth review of the main pillars of devolved service delivery, namely public financial management, intergovernmental finance, human resource management, politics and accountability.
