Book excerpt: Le poids des circuits courts et de proximité est loin d’être anecdotique puisque 6 à 7 % des achats alimentaires en France se font par des circuits courts et que 21 % des exploitants vendent au moins une partie de leur production en circuits courts. Les circuits courts ont été définis par le ministère de l’agriculture en 2009. Un circuit court est un mode de commercialisation des produits agricoles qui s’exerce soit par la vente directe du producteur au consommateur – vente à la ferme, marché de producteurs… –, soit par la vente indirecte, à condition qu’il n’y ait qu’un seul intermédiaire entre l’exploitant et le consommateur – commerçants détaillants de type épicier, bouchers, ou restaurateur. Les circuits de proximité correspondent à l’idée d’une distance spatiale maximale mesurant le chemin à parcourir entre le lieu de production et celui de vente. Cette distance, qui n’a fait l’objet d’aucune définition officielle, peut varier selon le type de production concernée – d’environ 30 km pour des produits agricoles simples, comme les fruits et légumes, à 80 km pour ceux nécessitant une transformation. Aujourd’hui, Pour répondre à cette offre, une multitude de moyens de commercialisation se développe et cherche à se structurer : marché de producteurs, magasins de producteurs, vente à la ferme, e-commerce, associations pour le maintien d’une agriculture paysanne, plateformes de producteurs pour approvisionner la restauration collective… Ces moyens de commercialisation permettent souvent de valoriser des produits de qualité : agriculture biologique, produits fermiers ou encore indications géographiques. Pourtant, il existe un certain nombre de freins, qui empêchent d’envisager en l’état un changement d’échelle des circuits courts et de proximité. Les stratégies territoriales sont souvent balbutiantes, et pensées à trop petite échelle. La grande spécialisation des cultures de certaines régions est ainsi un obstacle aux productions alimentaires diversifiées, nécessaires pour parvenir à une certaine autonomie alimentaire. Par ailleurs, le foncier agricole disponible se réduit en raison de l’artificialisation croissante des sols. Enfin, les circuits courts et de proximité sont encore trop peu organisés – notamment en ce qui concerne la logistique. Beaucoup d’agriculteurs peinent à calculer leur prix de revient, sous-estimant le temps passé à la vente, ou à acheminer des marchandises. Pour atteindre un changement d’échelle, la relocalisation de l’alimentation doit être pensée au-delà des circuits courts et de proximité, comme un projet alimentaire de territoire. Cela implique une mise en réseau des acteurs - collectivités, consommateurs, entreprises, organisations -, la réalisation d’un diagnostic commun et la définition d’objectifs partagés. Cette vision systémique, encouragée par les orientations nationales, devra se concrétiser dans des politiques volontaristes d’accompagnement local.

Book excerpt: Depuis les années 1960, l'offre commerciale dans les campagnes françaises a profondément évolué sous l'effet des mutations sociodémographiques, de la mobilité croissante des individus et de l'arrivée de nouvelles formes de distribution. En Normandie comme partout en France, de nombreux petits commerces alimentaires qui maillaient l'espace rural ont été contraints à fermer, faute de rentabilité. Désormais, les communes dépourvues d'équipement marchand ne sont pas rares et l'offre commerciale est spatialement lus diffuse et concentrée dans les pôles. Alors que la présence d'une activité commerciale est souvent citée comme moyen de lutte contre la désertification rurale, la thèse analyse la réalité de l'offre commerciale alimentaire des espaces ruraux de la région Normandie. La recherche questionne les logiques d'approvisionnement des consommateurs, les pratiques marchandes ainsi que les stratégies politiques participant à la conservation ou au développement d'une offre commerciale. Pour rendre compte de la pluralité des modes d'approvisionnement possibles, tous les types de commerces sont étudiés : du commerce alimentaire sédentaire (local commercial) au commerce non sédentaire (marchés, commerces ambulants, etc.) en passant par le e-commerce et les circuits courts. Plusieurs méthodes sont mobilisées. Un travail statistique sur la dynamique des commerces alimentaires permettra d'identifier le déclin mais aussi les formes de résistance et de renouvellement. Une approche à l'échelle des bassins de vie ruraux doit conduire à une réflexion autour des pratiques individuelles des consommateurs comme des commerçants. Des enquêtes par questionnaire et par entretien complèteront la démarche : auprès des consommateurs pour comprendre leur itinéraire d'approvisionnement ; auprès des commerçants pour identifier leur stratégie d'adaptation au contexte rural. L'analyse des politiques publiques à différentes échelles soulèvera les enjeux de la présence commerciale dans les campagnes. Enfin, l'évolution de la demande en produits alimentaires vers des critères dépassant la proximité (produits locaux, bologiques, gain de temps, etc.) renforce la pertinence d'un questionnement géographique sur le commerce alimentaire dans l'espace rural.

In what may eventually be seen as one of the most important intellectual and political developments in the late twentieth century, scholars have begun to interpret space and the embracing spatiality of human life with the same critical insight and emphasis that has traditionally been given to time and history on the one hand, and social relations and society on the other. Thirdspace is both an enquiry into the origins and impact of the spatial turn and an attempt to expand the scope and practical relevance of how we think about space and such related concepts as place, location, landscape, architecture, environment, home, city, region, territory, and geography. The book's central argument is that spatial thinking, or what has been called the geographical or spatial imagination, has tended to be bicameral, or confined to two approaches. Spatiality is either seen as concrete material forms to be mapped, analyzed, and explained; or as mental constructs, ideas about and representations of space and its social significance. Edward Soja critically re-evaluates this dualism to create an alternative approach, one that comprehends both the material and mental dimensions of spatiality but also extends beyond them to new and different modes of spatial thinking. Thirdspace is composed as a sequence of intellectual and empirical journeys, beginning with a spatial biography of Henri Lefebvre and his adventurous conceptualization of social space as simultaneously perceived, conceived, and lived. The author draws on Lefebvre to describe a trialectics of spatiality that threads though all subsequent journeys, reappearing in many new forms in bell hooks evocative exploration of the margins as a space of radical openness; in post-modern spatial feminist interpretations of the interplay of race, class, and gender; in the postcolonial critique and the new cultural politics of difference and identity; in Michel Foucault's heterotopologies and trialectics of space, knowledge, and power; and in interpretative tours of the Citadel of downtown Los Angeles, the Exopolis of Orange County, and the Centrum of Amsterdam.

A host of potential solutions to the region’s water management challenges exist. To make these solutions work, clear incentives are needed to change the way water is managed, conserved, and allocated. To make these solutions work, countries in the region will also need to better engage water users, civil society, and youth. The failure of policies to address water challenges can have severe impacts on people’s well-being and political stability. The strategic question for the region is whether countries will act with foresight and resolve to strengthen water security, or whether they will wait to react to the inevitable disruptions of water crises.

The measuring empowerment framework, rooted in both conceptual discourse and measurement practice, illustrates how to gather data on empowerment and structure its analysis. The framework can be used to measure empowerment at both the intervention level and the country level, as a part of poverty or governance monitoring. The authors first provide a definition of empowerment and then explain how the concept can be reduced to measurable components. Empowerment is defined as a person's capacity to make effective choices--that is, the capacity to transform choices into desired actions and outcomes. The extent or degree to which a person is empowered is influenced by personal agency (the capacity to make purposive choice) and opportunity structure (the institutional context in which choice is made). Asset endowments are used as indicators of agency. These assets may be psychological, informational, organizational, material, social, financial, or human. Opportunity structure is measured by the presence and operation of formal and informal institutions, including the laws, regulatory frameworks, and norms governing behavior. Degrees of empowerment are measured by the existence of choice, the use of choice, and the achievement of choice. Following the conceptual discussion and the presentation of the analytic framework, the authors show how the measuring empowerment framework can be applied using examples from four development interventions. Each example discusses how the framework guided analysis and development of empowerment indicators. They also present a draft module for measuring empowerment at the country level. The module can be used alone or be integrated into country-level poverty or governance monitoring systems that seek to add an empowerment dimension to their analysis.
