Instead of repeating the politically charged critical view on South Korea’s failure in socially inclusionary and sustainable development, the author closely examines the systemic interfaces of the economic, political, and social constituents of its developmental transformation. South Korea has turned and remained developmentally liberal, rather than liberally liberal (like the United States), in its economic and sociopolitical configuration of social security, labor protection, population, education, and so forth. Initially conceived in the late 1980s, ironically along its democratic restoration, and radically accelerated during the national financial crisis in the late 1990s, South Korea’s neoliberal transition has become incomparably volatile and destructive, due crucially to its various distortive effects on the country’s developmental liberal order.

More precisely, Iain Pirie seeks to demonstrate how the Korean state increasingly adopted neo-liberal policies from the 1980s onwards as a rational response to the evolution of global economic structures; an evolution which has been driven by the continuous attempts of major global firms and leading capitalist states to overcome the chronic profitability problems that have dogged the core capitalist area since the late 1960s. The radical restructuring programme the Korean state initiated after the 1997 crisis must be understood as a logical conclusion to these earlier, more incremental, processes of reform it initiated almost two decades earlier. This book seeks to establish the neo-liberal character of the Korean state through a close analysis of key institutional and policy reforms, and serious engagement with more theoretical debates concerning the nature of the neo-liberal state itself. Unlike the arguments of neoliberals, this volume asserts that the state can still play an active role in reconstituting the national economy through globalization. The Korean state successfully fosters economic growth by nurturing industrial commons through globalization, rather than by adopting a neoliberal free-market system. This volume exerts that the Korean economy has successfully grown over the past 50 years because it has moved toward a new version of state-led developmentalism. In order to better account for the evolution of state-led developmentalism, this book proposes changes by competition within, as well as outside, the state, in order to bring about changes in developmentalism and the ability to adjust to new contexts. Unlike prevalent accounts of developmental state theory, Changes by Competition argues that the state is neither unitary nor cohesive, but a locus of competition.

Presenting a thorough and comprehensive critical assessment of the extant approaches and theories of the Korean developmental state in particular, this book demonstrates that the existing literature, including Marxist critiques, only inadequately and partially challenge statism. It examines how statism reinforces and is reinforced by ‘Third World Developmentalism’, the idea that ‘development’ is in itself a positive goal and that a nationally autonomous mode of development should be promoted as a means of empowerment. In opposition, this book offers a critique of statism by constructing an alternative theoretical framework, extending Marx’s concept of commodity fetishism to state–society and national–global relations. Book excerpt: In this dissertation I examine the restructuring of the South Korean developmental state from a strategic-relational perspective sensitive to how the intersection between democratization and neoliberalization has influenced economic reform. In contrast to conventional approaches to developmental states that stress the autonomy of state from society and limit the contingency of social forces seen as affecting developmental strategies, I argue that it is within the reconfigured political space created by democratization, and shaped by the demands of the reform bloc of liberal and progressive forces that effected the democratic transition, that developmental state reform must be situated. This historic bloc has constituted a key support base for reform-oriented governments of Kim Dae Jung and Roh Moo Hyun and supplied these governments with key advisors and politicians. However, under these governments, neoliberal policies have expanded, undermining the hegemony of reform governments and leading to debates within the reform bloc over the character of Korean democratization, and the assertion that substantive, egalitarian demands have been neglected. I examine this assertion through an exploration of relations of coordination and conflict within the integral state (of political society and civil society) around efforts to reform the financial policies of the developmental state, to create institutions of social cooperation, to regulate foreign migrant labour, and to promote economic engagement with North Korea. In each of these case studies I outline areas where demands for economic and social justice have been subordinated to demands for national reunification and neoliberal reform and point to some of the wider implications this process holds for the reform movements and for the politics of democratization. To conclude, I survey some of the more recent transformations of the reform bloc under the conservative government of Lee Myung Bak and point to areas of continued.

This doubt, together with the progress of democratization, has prompted policymakers to discover when and how economic policies should deviate from laissez faire, what prevents political leaders and state institutions from being captured by vested interests, and what induce them to drive economic development. This book offers both historical and contemporary case studies from Japan, South Korea, Taiwan, Singapore, Indonesia, Malaysia, Myanmar, Ethiopia, Kenya, and Rwanda. They illustrate how institutions are designed to be developmental, how political coalitions are formed to be growth-oriented, and how technocratic agencies are embedded in a network of business organizations as a part of their efforts for state building.
