Yet, academics and policy makers have questioned the role of manufacturing in development for late industrializers, especially in view of rapid advancements in technologies and restructuring of international trade.Concurrently, industrialization and structural transformation are integral to the African Union’s Agenda 2063 and the development strategies of several countries in Sub-Saharan Africa (SSA). Given this renewed interest in industrialization across the region, a central question is not whether SSA countries should pursue industrialization as a potential path to sustainable growth but how to promote the prospects of industrialization. Industrialization in Sub-Saharan Africa: Seizing Opportunities in Global Value Chains addresses this question by reassessing the prospects for industrialization in SSA countries through integration into global value chains. It also examines the role of policy in enhancing these prospects. The main findings indicate that • SSA has not experienced premature deindustrialization; the region has witnessed substantial growth in manufacturing jobs despite a lack of improvement in the contribution of manufacturing value-added to GDP. • The region’s integration into manufacturing global value chains is reasonably high but it is dominated by exports of primary products and engagement in low-skill tasks. • Global value chain integration has led to job growth, and backward integration is associated with more job creation. The report emphasizes the role of policy in maintaining a competitive market environment, promoting productivity growth, and investing in skills development and enabling sectors such as infrastructure and finance. Policy makers can strengthen the global value chain linkages by (1) increasing the value-added content of current exports, (2) upgrading into high-skill tasks, and (3) creating comparative advantages in knowledge-intensive industries.

Industrial Development for the 21st century examines the new challenges and opportunities arising from globalization, technological change and new international trade rules. The first part focuses on key sectors with potential for developing countries, focussing on two key themes. First, traditional points of entry for late industrializers - like textiles and clothing - have become even more intensely competitive than ever before, requiring more innovative adaptive strategies for success. Second, countries now recognize that manufacturing does not exhaust the opportunities for producing high value-added goods and services for international markets. Knowledge intensity is increasing across all spheres of economic activity, including agriculture and services, which can offer promising development paths for some developing countries. The final section addresses social and environmental aspects of industrial development. Labour-intensive, but not necessarily other patterns of industrial development can be highly effective in poverty reduction though further industrial progress may be less labour-intensive. A range of policies can promote industrial energy and materials efficiency, often with positive impacts on firms' financial performance as well as the environment. Promoting materials recycling and reuse is an effective, if indirect means of conserving resources. Finally, the growth of multinational interest in corporate social responsibility is traced, with consideration given to both the barriers and opportunities this can pose for developing country enterprises linked to global supply chains.

Why did this revolution begin in the West and not elsewhere, and why did it continue, leading to today's unprecedented prosperity? In this groundbreaking book, celebrated economic historian Joel Mokyr argues that a culture of growth specific to early modern Europe and the European Enlightenment laid the foundations for the scientific advances and pioneering inventions that would instigate explosive technological and economic development. Bringing together economics, the history of science and technology, and models of cultural evolution, Mokyr demonstrates that culture—the beliefs, values, and preferences in society that are capable of changing behavior—was a deciding factor in societal transformations. Expansions of industrialization activities, whether in highly developed or developing countries, can be stimuli for intense debate about such projects’ benefits and costs to the region in which they are to be located, to the national economy—and to human health and the environment. Pakistan’s 2011 Framework for Economic Growth recognizes that, to accelerate industrialization, Pakistan must reduce the cost of doing business and create an incentive structure designed to achieve a competitive, dynamic, and export-driven industrial sector capable of providing employment to the growing labor force. Competing in global markets requires a socially and environmentally sustainable industrialization strategy. The four main inputs for sustainable industrial growth in Pakistan discussed in this book are 1) Macroeconomic stability and sectoral policies to support industrial competitiveness by allowing long-term planning, including investments in infrastructure and cleaner production. 2) Upgraded trade facilitation and infrastructure (particularly transport and energy) to address some of industrialization’s spatial aspects. Improved transport infrastructure will lower production’s environmental costs. 3) Greening of Pakistan’s industrial sector to enhance international competitiveness—“greening” will make Pakistan a more attractive export partner for nations and firms committed to green production. 4) Strong institutions—for example, environmental management agencies to control pollution, and cleaner production centers to increase domestic awareness of international environmental standards—to implement industrialization initiatives effectively, including those for small and medium-sized enterprises. This book provides a comprehensive analysis of issues relating to the debate about Pakistan’s green industrial growth and lays out priorities and strategies for “greening” Pakistan’s industrial growth.

In 1500, the income differences were small, but they have grown dramatically since Columbus reached America. Since then, the interplay between geography, globalization, technological change, and economic policy has determined the wealth and poverty of nations. The industrial revolution was Britain's path breaking response to the challenge of globalization. Western Europe and North America joined Britain to form a club of rich nations by pursuing four polices-creating a national market by abolishing internal tariffs and investing in transportation, erecting an external tariff to protect their fledgling industries from British competition, banks to stabilize the currency and mobilize domestic savings for investment, and mass education to prepare people for industrial work. Together these countries pioneered new technologies that have made them ever richer. Before the Industrial Revolution, most of the world's manufacturing was done in Asia, but industries from Casablanca to Canton were destroyed by western competition in the nineteenth century, and Asia was transformed into 'underdeveloped countries' specializing in agriculture. The spread of economic development has been slow since modern technology was invented to fit the needs of rich countries and is ill adapted to the economic and geographical conditions of poor countries. A few countries - Japan, Soviet Russia, South Korea, Taiwan, and perhaps China - have, nonetheless, caught up with the West through creative responses to the technological challenge and with Big Push industrialization that has achieved rapid growth through investment coordination. Whether other countries can emulate the success of East Asia is a challenge for the future. It argues that not only has there been an incomplete understanding of Vietnam’s industrial development over the last three decades, but that neoclassical economics do not adequately address many of the issues endangering Vietnam’s development. A significant observation of the Vietnamese experience is the analytical view that rents can be developmental and growth enhancing if the configuration of rent management incentivizes industrial upgrade and conditions firm performance. Underlining the need to reexamine how economic actors and the state collaborate through formal and informal institutions, this study fills a gap in the scholarship of the political economy of rent and rent seeking and how rents might be used for developmental purposes.

Labour was often equated with other factors of production, and assigned a relatively passive role. Yet it was labour absorption and the improvement of the quality of labour over the course of several centuries that underscored the timing, pace and quality of global industrialization. While science and technology developed in the West and whereas the use of fossil fuels, especially coal and oil, were vital to this process, the more recent history has been underpinned by the development of comparatively resource- and energy-saving technology, without which the diffusion of industrialization would not have been possible. The labour-intensive, resource-saving path, which emerged in East Asia under the influence of Western technology and institutions, and is diffusing across the world, suggests the most realistic route humans could take for a further diffusion of industrialization, which might respond to the rising expectations of living standards without catastrophic environmental degradation.
