Book excerpt: As product complexity and the velocity of market change has dramatically increased over the last years, firms find it increasingly difficult to forecast product requirements in their development processes. In this article, we propose to redefine the problem from one of improving forecasting to one of increasing product development agility and thus reduce the need for accurate long-term forecasts. We introduce the notion of development flexibility, show how it can be measured, and present results from an empirical study in integrated circuit development where we found that projects using flexible technologies outperformed projects using inflexible technologies by a factor of 2.2 (in person-months). To provide guidance to managers as to how flexibility can be introduced into their organizations, three major strategies are proposed: First, we can explicitly choose flexible development technologies. Second, we can exploit management approaches that lower the cost of change in our development process. Third, we can make product architectural choices that allow our product to easily accommodate change. Within these strategies, we provide a number of specific suggestions that allow firms to increase their agility and to position themselves to succeed in accelerating and more turbulent markets.
