Book excerpt: One of the few systematic field surveys undertaken following the 1975 agrarian reform in Ethiopia, this study analyzes the conditions constraining agricultural productivity of peasant farmers in the Arsi region and examines how farmers view peasant and government organizations established to attain agrarian socialism. Based on data generated through interviews with farmers, peasant association leaders, and extension agents, Dr. Dejene argues that the low prices for agricultural products, shortages of consumer goods, and lack of improvements in farming technology are among the major obstacles to increasing output among peasant farmers. The author also explores the government policy of transforming peasant associations into oollective farming units, which he finds is supported by only one quarter of the farmers interviewed. His study indicates that peasant institutions could best mobilize labor and resources to generate agricultural surplus and undertake conservation activities that would prevent future famine. Thus the author concludes that present government efforts should emphasize strengthening the cooperative movement rather than establishing collective farming.

This study revolves around a case study conducted by the author in the awraja (district) in the Ambassel Wollo province in northeastern Ethiopia. This is in the region that was hit hardest by the 1984-85 famine, which Rahmato calls "the worst tragedy rural Ethiopia had ever experienced". The author also critically examines other literature on famine response. The focus of this study is on what happens before famine comes, and how the peasants prepare for it. From a wealth of evidence, the author concludes that the seeds of famine are sown during the years of recovery.

The lack of food and the degradation of agricultural land have forced policymakers to reassess agricultural strategies for the region. He also examines the accumulation of alienated land by the northern Ethiopian nobility through land grants, fake purchases, and other futile means of land grabs and the impact that this had on the native population. Finally, the book reassess the importance of the rural land reform of 1975 that followed the collapses of the imperial regime and argues that this was the most significant event in the history of agricultural development in Ethiopia. The assessment of the book in fact goes into the post-1991 period in relation with agrarian development. Investors have uprooted rural communities for massive agricultural, biofuels, mining, industrial and urbanisation projects. ‘Water grabbing’ and ‘green grabbing’ have further exacerbated social tensions. Early analyses of land grabbing focused on foreign actors, the biofuels boom and Africa, and pointed to catastrophic consequences for the rural poor. Subsequently scholars carried out local case studies in diverse world regions. The contributors to this volume advance the discussion to a new stage, critically scrutinizing alarmist claims of the first wave of research, probing the historical antecedents of today’s land grabbing, examining large-scale land acquisitions in light of international human rights and investment law, and considering anew longstanding questions in agrarian political economy about forms of dispossession and accumulation and grassroots resistance. The authors of Strategies and Priorities for African Agriculture: Economywide Perspectives from Country Studies argue that, although the diversity of the region makes generalization difficult, increasing staple-crop production is more likely to reduce poverty than increasing export-crop production. This conclusion is based on case studies of ten low-income African countries that reflect varying levels of resource endowments and development stages. The authors also recommend increased, more efficient public investment in agriculture and agricultural markets and propose new directions for future research.
