Book excerpt: The Mekong Delta of Vietnam is one of the most productive agricultural areas in the world. The Mekong River fans out over an area of about 40,000 sq kilometers and over the course of many millennia has produced a region of fertile alluvial soils and constant flows of energy. Today about a fourth of the Delta is under rice cultivation, making this area one of the premier rice granaries in the world. The Delta has always proven a difficult environment to manipulate, however, and because of population pressures, increasing acidification of soils, and changes in the Mekong’s flow, environmental problems have intensified. The changing way in which the region has been linked to larger flows of commodities and capital over time has also had an impact on the region: For example, its re-emergence in recent decades as a major rice-exporting area has linked it inextricably to global markets and their vicissitudes. And most recently, the potential for sea level increases because of global warming has added a new threat. Because most of the region is on average only a few meters above sea level and because any increase of sea level will change the complex relationship between tides and down-river water flow, the Mekong Delta is one of the areas in the world most vulnerable to the effects of climate change. How governmental policy and resident populations have in the past and will in coming decades adapt to climate change as well as several other emerging or ongoing environmental and economic problems is the focus of this collection.

Book excerpt: This open access book is about understanding the processes involved in the transformation of smallholder rice farming in the Lower Mekong Basin from a low-yielding subsistence activity to one producing the surpluses needed for national self-sufficiency and a high-value export industry. For centuries, farmers in the Basin have regarded rice as “white gold”, reflecting its centrality to their food security and well-being. In the past four decades, rice has also become a commercial crop of great importance to Mekong farmers, augmenting but not replacing its role in securing their subsistence. This book is based on collaborative research to (a) compare the current situation and trajectories of rice farmers within and between different regions of the Lower Mekong, (b) explore the value chains linking rice farmers with new technologies and input and output markets within and across national borders, and (c) understand the changing role of government policies in facilitating the on-going evolution of commercial rice farming. An introductory section places the research in geographical and historical context. Four major sections deal in turn with studies of rice farming, value chains, and policies in Northeast Thailand, Central Laos, Southeastern Cambodia, and the Mekong Delta. The final section examines the implications for rice policy in the region as a whole.

Book excerpt: This book presents recent innovative trends in land, water and energy management in Vietnam. Presenting the main projects and outcomes of a close collaboration between Italian and Vietnamese researchers in the last three years, the book is divided into three main sections: environment, climate change and land management in Vietnam; energy for Vietnam; and cities and utilities in Vietnam. The first section focuses on water systems, including rivers and seacoasts, and on new growing methods for more sustainable agriculture. The second section addresses energy and wastewater. The country’s rapid growth is a major challenge in terms of reinforcing the electrical infrastructures, and as such this section offers an overview of the government’s planned measures and their impact on the Vietnamese power system. The third section highlights cities and utilities in the context of increasing urbanization, exploring the urban morphology of the Vietnamese metropolis, particularly Hanoi and Ho Chi Minh City.

Book excerpt: Under FAO initiative on eco-friendly water management for sustainable wetland agriculture, the Asian Institute of Technology (AIT), as the service provider, prepared the Study Report on Wetland Agriculture and Water Management in Mekong Region study report on wetland agriculture and water management in the Mekong Region for further program formulation. The overall objective is to review the current water management in relation to agriculture and identify the good practices and experiences of water management as a win-win solution for agriculture production and wetland conservation and recommend program formulation on eco-friendly water management for sustainable wetland agriculture. The expected outcome of the overall initiative is sustainable use of wetland to stress both productive and ecological functions of agriculture. The outputs aim to provide the solution as a win-win strategy for wetland and agriculture through eco-friendly water management, which will contribute to the ecological health, function and integrity of the Mekong Wetland Agriculture Ecosystem. Country consultation workshops were conducted for Cambodia, Laos, Thailand, and Vietnam to increase awareness on the issues of sustainable wetland management, and identify the threats, gaps and needs, priorities, and way forward towards sustainable use of wetlands in the Mekong Region.

Book excerpt: The Mekong River has been a main source of conquest, conflict, and cooperation in the Southeast Asian region. Much has been written on the vital and critical importance of the Mekong River fresh water to the sustainable economic development of the Mekong Delta. This book selects the Mekong Delta as a case study of regional cooperation for water and food security for not only for Vietnam but also for the world in a new century of global economy. It focuses not only on the Mekong Delta as an integral part of the River but also on Can Tho City and its 12 provinces that produce over 50 percent of the country’s rice output and 60 percent of total fishery output. The book takes a micro approach to examine how each province is adapting to the twin threats of mainstream dams construction and climate change, reducing fresh water flows and increasing saline infusions on its present and future economy. Finally, it reviews the roles of international institutional arrangements, namely the Mekong Committee and the Mekong River Commission, in promoting regional cooperation among the riparian states for political and economic development of the Mekong Delta.

Available in PDF, EPUB and Kindle. Book excerpt: This book, based on anthropological research on local irrigation management in the Mekong Delta, sheds light on state-society interactions at the interface between bureaucratic and informal areas. Data from ethnographic case studies was framed abductively by an institutional bricolage approach (Cleaver 2012) and state power (Goebel 2011). The study goes beyond an institutions process and individual bargaining to argue that local irrigation management is guided by the co-evolution between the state and local actors. It is the everyday dialogue that, in the co-existence of the hierarchical state management structure and the space of local flexibility, officially and unofficially refines the local practices. Book excerpt: "Throughout the last century, specialisation and intensification were buzz words for farmers in the Western world. However, this approach has not resulted in sustainable development as evidenced by the fact that scientists now need to create technologies to reduce negative impacts. In this book we demonstrate that an alternative exists. Case studies from Bangladesh, Thailand, and Vietnam show that integration and diversification increase both farm productivity and farmers’ incomes. By adopting a participatory approach, farmers and scientists identified a range of technologies that strengthen the positive impacts of integrated aquaculture-agriculture systems for the environment. This book is a collection of refereed papers on a controversial subject in agricultural development. Arguing that sustainability of fish culture in ponds needs a new paradigm - feed the pond to grow fish - two chapters focus on nutrient cycling in such systems. Another chapter makes the case for breeding Nile tilapia for resource poor farmers and presents practical options to avoid the pitfalls that arise from natural tilapia mating in low-input ponds. The book contains chapters on livelihood and development aspects and ends with a general discussion completing the picture of the integrated aquaculture-agriculture systems. Overall it composes a review which addresses one of the key issues of the new century: how to sustainably produce food without compromising environmental integrity."

Book excerpt: This Brief provides a cross-sectional analysis of development-directed investments in the wider Mekong region. The wider Mekong region includes Laos, Cambodia, Thailand, Vietnam, Myanmar, and the Chinese province of Yunnan. Evidence highlights that a few critical dynamics, including human migration, natural resource flows, and financial investments, generate a high level of connectivity between these countries. Such high levels of connectivity increase complexity and the potential for ripple effects of national decisions. The emerging links between countries can unfold in financial investments, migration, or the flow of resources. As these links intensify the regional connectivity increases and over time a highly connected region can emerge, as experienced by the Mekong region. This Brief also contains a chapter at the end of the book featuring numerous charts and diagrams further illustrating the impact of development activities in the area.
