Book excerpt: As America's roadways are becoming more congested and in need of maintenance and repair, management of traffic through work zones is a major issue for state departments of transportation. To assist states with this challenge, in 2004, the Federal Highway Administration (FHWA) published its "Final Rule on Work Zone Safety and Mobility," which mandated that state DOTs develop transportation management plans (TMPs) for all federally funded roadway construction projects. The Virginia Department of Transportation (VDOT) now requires TMPs for all projects, regardless of funding source. Part of federal and Virginia TMP requirements are to monitor and assess traffic impacts, including a post-construction evaluation of the TMP. Currently, TMPs are not being assessed following individual construction projects, and VDOT does not yet have a formally established process to assess TMP performance throughout its districts and regions. The purpose of this project was to develop a set of guidelines to assist VDOT's work zone personnel and contractors with evaluating TMP performance. The research methodology examines existing literature on work zone evaluation strategies. Thirty state DOTs, as well as personnel within VDOT, were surveyed to explore TMP assessment practices. Finally, two work zone case studies from within the Commonwealth of Virginia were examined. The results of this research effort were used to develop Guidelines for TMP Performance Assessment, with aid and review from a VDOT Performance Assessment Task Group. While these new requirements may add up-front costs to project engineering, VDOT will benefit by having a methodology in place to identify and measure successful strategies to manage safety and mobility impacts from work zones.

Book excerpt: A transportation management plan (TMP) is a comprehensive program of traffic control, communication, operation, and demand management strategies designed to maintain acceptable levels of traffic flow in work zones. A systematic procedure and/or checklist is needed for developing plans to lessen the impact of construction projects that restore or improve highways. The purpose of this research was to establish guidelines for developing TMPs for construction projects. Three questions were addressed by the guidelines: When should a TMP be developed? How should a TMP be developed? What should be in a TMP? The Federal Highway Administration published the Final Rule on Work Zone Safety and Mobility on September 9, 2004. It facilitates the comprehensive consideration of the broader safety and mobility impacts of work zones across project development stages and the adoption of additional strategies including TMPs that help manage these impacts during project implementation. Guidelines for TMPs were derived from a draft implementation guide for the final rule with minor revisions. TMPs may consist of up to three components: (1) a temporary traffic control plan that describes traffic control measures used to facilitate road users through a work zone; (2) transportation operations strategies that will be used to ease work zone impacts; and (3) public information strategies to inform those affected by the project of the expected work zone impacts and changing conditions. At a minimum, each TMP should have a temporary traffic control plan. It is recommended that the Virginia Department of Transportation implement the guidelines developed in this study.

The issues investigated included identification of potential performance measures, definition of performance thresholds, and recommendations for data sources for performance measurement calculations. This information was synthesized from information regarding the experiences of selected states and experiences from a series of case studies that used data from Virginia work zones. The review of experiences in selected other states found that delay and queue lengths were the performance measures used most often by the states studied. The Virginia case studies focused on the use of private sector data to generate mobility performance measures and found that the level of spatial aggregation in rural areas could inhibit the ability to generate accurate performance measures, although granularity was better on urban roads. The level of temporal aggregation was also found to influence performance measures. The research identified a number of key issues that VDOT should consider as a work zone mobility performance measures program is developed. The report recommends that VDOT develop a pilot program that focuses on urban interstates initially and convene a task group to develop formal policies and procedures for use in the state.

Book excerpt: The Virginia Department of Transportation (VDOT) is interested in refining work zone safety performance measures so that safety can be better assessed, monitored, and compared over time. VDOT currently uses the number of fatalities and the number of serious injuries in work zone traffic crashes as statewide performance measures. Although these are important direct safety metrics, they do not reflect differences in work zone exposure measures, such as the number of work zones. As a result, it is not always clear whether changes in work zone crashes are being caused by safety problems or changes in the amount of road work. This study developed and improved statewide work zone safety performance measures for Virginia by combining information from two sources in VDOT: the VDOT crash database containing information in police crash reports and the Virginia Traffic Information Management System (VaTraffic) database containing information on incidents, work zones, weather conditions, etc. Count measures, such as the number of fatal work zone crashes, were calculated from the crash database. Exposure measures, such as work zone-hours, were calculated from the VaTraffic database. Combining these two types of measures resulted in rate measures such as number of fatal work zone crashes per 1,000 work zone-hours. Unfortunately, existing databases still have a number of limitations that prohibit the calculation of ideal rate-based performance measures. Based on currently available data, four performance measures were found to be appropriate for monitoring and evaluating the statewide safety performance of work zones, and eight summary measures were identified in order to obtain further insights regarding statewide safety issues at work zones in Virginia. These measures were selected using the results of statistical analyses and input from a technical review panel consisting of work zone coordinators and traffic engineers. An important finding of this study was that work zone safety assessments can change significantly depending on whether exposure measures are included. Based on count measures, work zones on non-interstate highways appear to have safety records equal to or better than those on interstate highways. However, when exposure measures were incorporated, work zones on interstate highways were shown to have better safety records. This study recommends that VDOT immediately begin using the performance measures identified in this study.

Since various state, county, and city agencies are responsible for the ground transportation system in an urban area for optimal traffic management, it is essential that these agencies work together. Traffic management teams have proven to be a very successful means of coordinating the activities of transportation-related operational agencies in urban areas in Texas. A team typically consists of representatives of city and state traffic engineering offices, city and state law enforcement agencies, and the local transit authority. Other agencies are included if they are significantly involved in the operation of the urban corridors. Although most advantageous in cities with populations above 300,000, traffic management teams are useful for any size city where major travel corridors cross jurisdictional boundaries and where there is a need. to improve relationships between transportation operational agencies. The activities that are coordinated by a team include: (1) work zone traffic, (2) route improvements, (3) normal operations, (4) emergency planning, and (5) special event traffic handling. Guidelines for a traffic management team based on what has been successful for exisiting teams are presented. The guidelines include organizational structure, conduct of team meetings, keys to success, and measures of effectiveness. An action plan for implementation of traffic management teams in Virginia was developed. In the plan, urban areas where traffic management teams would be useful are identified, and steps to implement a traffic management team are identified. It is recommended that traffic management teams be implemented in all urban areas in Virginia. These teams would be especially advantageous for the Northern Virginia, Richmond, and Tidewater areas.

Book excerpt: In order to develop performance measures to communicate the effect of Virginia's access management program, five tasks were performed: (1) the appropriate literature was reviewed, (2) a catalog of potential performance measures was developed, (3) potential users of the performance measures were surveyed, (4) promising measures were tested, and (5) measures were recommended. The literature review yielded a catalog of 42 potential performance measures. These measures are based on five goals and nine objectives related to the desired outcomes of the access management program. The five goals are reduce congestion, enhance safety, support economic development, reduce the need for new highways, and preserve the public investment in highways. Seven objectives are design elements: reduce conflict points, provide adequate distance between signals, provide adequate distance between unsignalized access points, add medians and two way left turn lanes, add dedicated turn lanes, restrict median openings, and use frontage roads and supporting streets. Two objectives are administrative elements: to enhance cooperation between agencies, and plan for future development. Professionals engaged in access management provided their views regarding aspects of performance measures. Performance measures that reflected improved safety, measures related to goals, and measures related to design elements were favored. The literature review and comments from VDOT staff and other professionals yielded 23 candidate measures that were tested for ease of data collection and computation. The results showed substantial variation in the time required to estimate each measure. Five criteria were used to determine performance measures for implementation: (1) Does VDOT control the measure? (2) Is improvement likely? (3) Is the measure an outcome, output, or input? (4) Does the survey support the measure? and (5) How much data collection effort is required? Each of the 23 measures was evaluated against the five criteria, and 7 measures were selected for review and refinement by the steering committee. Five performance measures were recommended for implementation: crashes per million vehicle miles traveled, percentage of signals with spacing at or above standard distance, percentage of commercial entrance permits issued that meet access management standards, percentage of median openings with left turn lanes, and percentage of localities with a corridor access management plan. Appendix A describes how each of the five measures may be computed.
