The demand of natural gas has sharply increased in the last two decades at the global level. In India too, the natural gas sector has gained importance, particularly over the last decade, and is being termed as the Fuel of the 21st Century. Out of the total production of around 87 MMSCMD, after internal consumption, extraction of LPG and unavoidable flaring, around 74 MMSCMD is available for sale to various consumers. Domestic production is likely to double by 2012. Natural gas deficit in India is fulfilled by means of imports in the form of LNG and huge potential lies in the form of multiple upcoming transnational pipelines. However pipeline imports seem to be unlikely before 2015. Regulatory reforms in the upstream gas markets since 1994 helped in augmenting domestic production. In next twenty years, under a range of energy scenarios, the gas market can be expected to grow faster than coal and oil. This paper's prime focus shall be on the physical and financial aspects of the Indian gas market. The Indian gas network in terms of infrastructure and layout will be looked into. The financial aspects will cover the raising capital, budgeting and pricing of gas from various sources. In addition to this some light will be thrown on the regulatory regime, transportation market and optimization of pipeline operation. PNGRB guidelines regulate the Indian gas market. For transportation rail, road, water and pipelines are used, but primarily gas transportation in India is carried out by pipelines and major imports are in the form of liquefied natural gas. Use of state of the art technology such as DCS and SCADA have become common practice and has aided in value addition of gas networks in India. India's wholesale gas market and competitive interstate transportation market have shown a steady advancement in the recent past and lucrative opportunities for growth wait in the future.

Fifteen years of deregulation have delivered significant gains to consumers in the form of lower prices and more services. The experience shows that liberalizing wholesale gas prices and the bulk supply of natural gas frees market forces in segments where competition is feasible. But regulators must focus on improving the regulation of pipeline transportation and minimizing its distortive effect on competitive gas markets. Introducing flexibility into pricing and other conditions of transportaion contracts such as delivery locations or the balancing of gas shipments and standardizing pipeline operations promote more efficient use of pipelines and benefit all industry participants. The U.S. experience also shows the important role of gas marketers and spot markets in increasing the efficiency of gas transactions and prices. Deregulation of the U.S. gas industry is far from complete, however. The most important task, and the biggest challenge for regulators, remains the deregulation of retail gas markets in individual states.

Book excerpt: This dissertation explores market impacts of natural gas pipeline expansion and cross-product manipulation in electricity markets.With the surge of production of natural gas in the Marcellus region of Pennsylvania, several expansion projects have been proposed to address the scarcity of pipeline capacity out of the region. Chapter 1 focuses on one of these projects, Williams Companys Atlantic Sunrise project. A fine-grained spatial model based on the arbitrage cost approach is developed to study the potential economic impacts of the project. Over the 30-month period examined, we estimate that consumers from Alabama to New Jersey would have enjoyed about $3.0 billion in total benefits because of the expansion, while producers would have lost about $1.3 billion.Chapter 2 and 3 look into virtual transactions and cross-product manipulation in wholesale electricity markets in the U.S. Virtual transactions are financial positions that allow market participants to exploit arbitrage opportunities arising when day-ahead electricity prices are predictably higher or lower than expected real-time prices. Unprofitable virtual transactions may be used to move day-ahead prices ina direction that enhances the value of related positions, like financial transmission rights (FTRs). This constitutes cross-product manipulation, and has emerged as a central policy concern of the Federal Energy Regulatory Commission in recent years. Chapter 2 presents a three-stage equilibrium model in a two-node setting to study cross-product manipulation in two-settlement energy markets. Chapter 3 extends the equilibrium model by incorporating a network with loop flows and generator unit commitment problems. Numerical results from the two-node system in Chapter 2 show that uneconomic bidding at the FTR contract sink is an equilibrium strategy for financial trader, if the gains from FTRs exceed the losses from virtual bids. This strategy further diverges the day-ahead price from its expected real-time level at the node being manipulated. Moreover, the trader has a greater incentive to do so as the day-ahead demand becomes more inelastic. Chapter 3 shows that uneconomic bidding could take place at nodes other than the FTR sink. This is because, when loop flows are introduced, price separation between the source and sink of the FTR path can be induced by congestion of transmission lines different from the FTR path. Since uneconomic manipulation increases the day-ahead prices at certain nodes, a higher fracture of capacity from generators located at these nodes will be dispatched, resulting in higher commitment costs for these generators.
