Book excerpt: Before they begin their university studies, most students have experience with traffic signals, as drivers, pedestrians and bicycle riders. One of the tasks of the introductory course in transportation engineering is to portray the traffic signal control system in a way that connects with these experiences. The challenge is to reveal the system in a simple enough way to allow the student "in the door," but to include enough complexity so that this process of learning about signalized intersections is both challenging and rewarding. We have approached the process of developing this module with the following guidelines: * Focusing on the automobile user and pretimed signal operation allows the student to learn about fundamental principles of a signalized intersection, while laying the foundation for future courses that address other users (pedestrians, bicycle riders, public transit operators) and more advanced traffic control schemes such as actuated control, coordinated signal systems, and adaptive control. * Queuing models are presented as a way of learning about the fundamentals of traffic flow at a signalized intersection. A graphical approach is taken so that students can see how flow profile diagrams, cumulative vehicle diagrams, and queue accumulation polygons are powerful representations of the operation and performance of a signalized intersection. * Only those equations that students can apply with some degree of understanding are presented. For example, the uniform delay equation is developed and used as a means of representing intersection performance. However, the second and third terms of the Highway Capacity Manual delay equation are not included, as students will have no basis for understanding the foundation of these terms. * Learning objectives are clearly stated at the beginning of each section so that the student knows what is to come. At the end of each section, the learning objectives are reiterated along with a set of concepts that students should understand once they complete the work in the section. * Over 70 figures are included in the module. We believe that graphically illustrating basic concepts is an important way for students to learn, particularly for queuing model concepts and the development of the change and clearance timing intervals. * Over 50 computational problems and two field exercises are provided to give students the chance to test their understanding of the material. The sequence in which concepts are presented in this module, and the way in which more complex ideas build on the more fundamental ones, was based on our study of student learning in the introductory course. The development of each concept leads to an element in the culminating activity: the design and evaluation of a signal timing plan in section 9. For example, to complete step 1 of the design process, the student must learn about the sequencing and control of movements, presented in section 3 of this module. But to determine split times, step 6 of the design process, four concepts must be learned including flow (section 2), sequencing and control of movements (section 3), sufficiency of capacity (section 6), and cycle length and splits (section 8). Depending on the pace desired by the instructor, this material can be covered in 9 to 12 class periods.

Book excerpt: The most widely used procedures for estimating delay at signalized intersections are provided by the Highway Capacity Manual (HCM). Despite many revisions, the current HCM delay models lack consideration of short turn lanes and vehicles making a right turn on red (RTOR), both of which are commonly seen in real-life situations. Neglecting the delay caused by short-lane blockages and excluding RTOR traffic, the existing models can underestimate the delay for the signalized intersections. To eliminate these shortcomings of the current HCM, comprehensive delay models were developed by considering the chance of short-lane blockage and right turns proceeding during red. The proposed analytical models were constructed via two different approaches: probabilistic theories and queue accumulation polygons (QAP). They were capable of handling delay estimation given different inputs. The effectiveness and validity of the proposed models were verified by the microscopic simulation model, SimTraffic, which was calibrated based on intersection field data. The proposed models, developed with two different ideologies, showed their distinct advantages. By following the traditional HCM procedures, the probabilistic model only requires basic information as inputs, including traffic volume, saturation flow rate, signal timing plan, and short-lane length. It enhanced the HCM models by being able to handle delay estimation for short right-turn lane and RTOR. By incorporating the RTOR queuing and discharging information, the QAP model overcomes the shortcoming of HCM models where RTOR are directly removed before the capacity or delay analysis. It is better at modeling vehicular arrival and departure for both through and right-turn traffic under various signal control strategies and blockage scenarios. Using the probabilistic model, it was found that the length of the short right-turn lane strongly influences the intersection delay. Delay decreases as the length of the right-turn lane increases. RTOR can reduce the over-saturation, thereby reducing the approach delay substantially, especially when the length of the lane is insufficient to accommodate queuing vehicles. Based on the field data studied in this research, both QAP model and probabilistic model yield better estimates for the approach delay than the HCM model. The results also confirmed that the HCM tends to underestimate the approach delay by ignoring the short-lane blockage and delay contributed by RTOR traffic.

Book excerpt: Right-turn channelization is used to improve the capacity at busy intersections with a lot of right-turns. However, under heavy traffic conditions the through lane vehicles might backup and block the right-turn lane. This will affect the discharge rate of right-turning vehicles and reduce the approach capacity and, consequently, increase the approach delay. So if the right-turn channelization is blocked frequently, its advantage is neglected and serious capacity problems can be overlooked. This issue is not addressed in the Highway Capacity Manual (HCM) and no separate model is provided to estimate the capacity and delay of approaches with channelized right-turn lanes. Using conventional methods for estimating the capacity and delay without considering the effect of potential blockage results in overestimation of the approach capacity and underestimation of the approach delay. This research presents probabilistic capacity and delay models for signalized intersections with channelized right-turn lanes considering the possibility of the right-turning vehicles being blocked from accessing the lane. The capacity model was developed by considering the capacity under blockage and non-blockage conditions with respect to the probability of blockage. Subsequently, a model was developed to estimate the probability of blockage. The capacity model is significantly affected by the length of the short-lane section and proportion of right-turn traffic. The proposed capacity model under blockage conditions and also the blockage probability model were validated through VISSIM, a microscopic simulation model. The validation process showed that both models are reliable. For operational purposes, the recommended lengths of the short-lane section were developed which would be useful in evaluating adequacy of the current lengths, identifying the options of extending the short-lane section length, or changing signal timing to reduce the likelihood of blockage. The recommended lengths were developed based on different signal timing plans and several proportions of right-turn traffic. The queue accumulation polygons (QAPs) were used to estimate the approach uniform delay and the HCM procedure was followed for the computation of the incremental delay caused by the random fluctuation of vehicle arrivals. To investigate the effect of blockage on the uniform delay, two different QAPs were developed associated with arrival scenarios under blockage and non-blockage conditions. The proposed delay model was also validated through VISSIM. It was found that, the proposed model can provide accurate estimates of the delay by reflecting the delay increase due to the right-turn channelization blockage. The results showed that the delay of an approach with a channelized right-turn is influenced by the length of the short-lane section and proportion of through and right-turn traffic.

It is also known that the LOS at an intersection can be adversely affected by frequently allowing left-turning vehicles to block through traffic. In addition, crash rates tend to be higher at intersections than on through sections of a road. The separation of left-turning vehicles from through traffic is therefore an important condition for the safe and effective operation of intersections. Existing guidelines for installing left-turn lanes have several limitations. They are mainly based on the traffic volumes at the intersection, and they use deterministic models with fixed gap acceptance and/or left-turn maneuver times. In addition, the guidelines for left-turn lanes for unsignalized intersections and signalized intersections must be specific for the type of intersection. In this study, new left-turn guidelines for both unsignalized and signalized intersections were developed on the basis of well-validated event-based simulation programs. Guidelines for unsignalized intersections were based on the percentage of left turns blocking through vehicles, whereas the guidelines for signalized intersections were developed using a minimum left-turn volume of either 85% left-turn capacity or LOS E delay (55 seconds/vehicle). In addition to the general guidelines, a prioritization tool that can be used to prioritize candidate intersections was developed. The prioritization tool accounts for both operational and safety aspects.

Dual right-turn lanes are increasingly used at urban intersections primarily for two reasons: (1) to accommodate high right-turn demands and avoid turn-pocket overflows, and/or (2) to prevent right-turn vehicles that exit from a nearby upstream freeway off-ramp (on the left of the roadway) from abruptly changing too many lanes toward the right-turn lane at the intersection. In addition, a number of other factors may affect the decisions on the installation of dual right-turn lanes. However, warrants for dual right lane installation are almost non-existent, leaving traffic engineers to rely on engineering judgment. This research aims to develop warrants for installation of dual right-turn lanes at signalized intersections. Both the operational and safety benefits/costs were analyzed by surveying traffic engineers and by conducting traffic simulation-based analysis. Microscopic traffic simulation model, VISSIM, was used to quantify the operation benefits and Surrogate Safety Assessment Model (SSAM) developed by Siemens was used to analyze the safety gains due to installation of dual right-turn lanes.
