It is a pivotal issue that is being debated both within and outside the higher education community. Clearly, the ability of students and families to finance a higher education is becoming a critical issue. This report addresses the "affordability crisis" in California higher education today. It served as a background piece for panel discussions that were held at the Commission's June 27, 2006, meeting. In a recent paper prepared for the National Commission on the Future of Higher Education, the Public Policy Institute for Higher Education identified four major policy concerns surrounding higher education: (1) Student Affordability; (2) Institutional Cost Control; (3) State and National Capacity; and (4) Public Credibility. This report is divided into the following sections: (1) Background; (2) The Commission's Principles; (3) The Role of Need-Based Grant Aid; (4) The Dynamics of Debt; (5) What Are the Major Risk Factors in Education Debt?; and (6) The Affordability Panel. The Legislature has identified in state code eight areas of special emphasis: economic and workforce development, education access and affordability, innovation, student preparation, degree and/or program completion, intra-and inter-system cooperation and collaboration, research, and teaching and learning. This new master plan meets the Commission's statutory obligation for the years 2013 to 2018 and is titled, "Leading the Way: Access. Success. Impact." It sets forth the overarching goals of the state's system of higher education and articulates strategic objectives to be met over its five-year scope. The master plan sets forth how the Commission will work toward the system's goals and provides recommendations for how institutions can help achieve these goals. The role of this master plan is to coordinate the efforts of the various institutions of higher education in the state in a way that recognizes and capitalizes on each institution's unique mission and contributions. Through the compact reporting process, the Commission asks each college and university to set goals consistent with this master plan and the institution's mission and to account for progress toward those goals. This new master plan for higher education renews a broad public agenda for higher education articulated in the previous master plan "Charting the Future," but, consistent with present and future economic needs and specific system challenges, brings to the fore pressing strategic priorities. After twenty years of declining State funding and increased tuitions, the fortunes of citizens and the state hang in the balance. Student access to an affordable college education and the economic prosperity of the state are at stake. Increased funding is essential, but so too are sensible regulation, appropriate structure for State oversight, efficient management of its educational assets, and wise educational policies. New Jersey's economy will continue to be driven by college graduates. By 2018, New Jersey will be second only to Massachusetts in the proportion of its jobs that require a bachelor's degree. Most of these jobs will be in areas like healthcare, computer technology, business management, and education. While the demands of the economy and the desire for personal advancement will drive more students to college in New Jersey, finding room for them will not be easy. Its institutions are already bursting at the seams. Enrollment at New Jersey's colleges and universities is at an all-time high, with 368,568 undergraduates and 63,599 graduate students attending the 12 senior public colleges and universities, 14 independent colleges and universities, 19 county colleges, five proprietary schools, and 11 religious institutions. Operating support, which began to decline slowly 20 years ago, snowballed downhill over the past five years, placing New Jersey at the bottom of national comparisons. Between Fiscal Years 1991 and 2004, New Jersey decreased state and local support for public higher education operations per full-time equivalent student, adjusted for inflation, by 10.8%. Between Fiscal Years 2004 and 2009, New Jersey cut this support by 18.7%, the third-largest cut by any state in the country. State and local support for higher education includes State tax appropriations, local tax support, and non-tax funds like lottery revenue that support higher education, including significant financial aid, and fringe benefits for many employees. The recommendations in this report address the major issues facing higher education in New Jersey today. They fall under the broad themes of governance, financing, affordability, access, mission, and quality. However, in the United States, higher education has become less affordable for students. Increased tuition fees have become an obstacle to low- and median-income students pursuing a college education. Federal and state governments have launched initiatives to combat the issue. In 2009, the Federal Government approved the establishment of the American Recovery and Reinvestment Act (ARRA). The mission of the ARRA Act is to provide grants, increase affordability, as well as increase accessibility for students seeking higher education. Qualitative data will be gathered from past students who enrolled in a public four-year institution before and after the ARRA enactment. The information gathered from this project proposal will analyze ARRA's impact on improving college affordability for students in minority groups.
