Book excerpt: Councillors have a vital role to play if communities are to make the most of the opportunities offered by localism, and people from all walks of life should be encouraged to stand at local elections. Councillors are spending less time in council chambers and more time out and about in their communities. In future, they will increasingly need to be on the frontline, working with constituents and external organisations such as GPs, schools, police, local businesses and voluntary organisations to ensure their communities make the most of all the opportunities available to them. The Committee also found that both local and central government had to devolve power and resources to support councillors. The Committee identifies three key practical barriers to people becoming and remaining councillors: Some people are put off by the time commitment involved; Employers do not always take a positive view of staff becoming councillors and may not give them the support or time off required; The levels of allowances paid to Councillors to cover their expenses as few councillors will vote themselves higher allowances even if there is a legitimate reason for doing so, because it provokes so much public controversy - councils should be given the power to transfer decisions about allowances to independent local bodies. The inquiry also raised questions about the support and training that councillors receive. Several innovative models for empowering councillors are also mentioned in the report, such as devolving budgets, giving councillors front line duties and an ability to respond rapidly to local concerns.

This book was released on 2013-03-27 with total page 268 pages. Available in PDF, EPUB and Kindle. Book excerpt: From 1 April 2013 local government will have a responsibility to improve the health and wellbeing of local people. Councils are well placed to make the most of a move away from a medical model of health, based on clinical treatment, to a social model, based on health promotion, protection and disease prevention. Central to the new system will be Health and Wellbeing Boards, whose members include councillors, GPs, directors of local services and community groups. They will need to focus on health promotion among all age groups. With few powers and no budget to commission services themselves, they will have to display leadership, build relationships and use their influence locally to turn their health and wellbeing strategies into reality. Health and Wellbeing Boards will be part of a complex new structure, and it is still unclear who will be in charge locally in the event of a health emergency. New arrangements for screening and immunisation services lack a local dimension. These services, along with public health services for children up to five years old and childhood immunisation services, could be devolved to public health staff within local government under Directors of Public Health. The Committee points to weaknesses in the grant formula and the Health Premium and calls on the Government to provide local authorities with community budgets to direct resources at people and places, rather than organisations. The Government also needs to address concerns about local authority and NHS access to each other's data.

Book excerpt: This CIMA research report focuses on post-1997 policy innovations for the public sector and their impact on traditional budgeting practices. In light of recent failures to reform local budgeting post 1997, it seeks to distinguish between original intentions of reform and their consequences offering alternatives to local government modernisation, appropriate changes in strategic partnerships, and new organisational structures. The key question for the report is the extent to which it is possible or useful to reform traditional practices, paying particular emphasis to the nature of modernisation in the governmental post 1997 period. The report includes an in-depth investigation into two case authorities in the UK. The analysis will include findings from sources beyond the finance divisions of these authorities. The study is comprehensive, insightful and practical focussed. The authors concentrate their investigation on a longitudinal field study of budgetary practice in two large and contrasting English local and produce a detailed comparison of the two cases. The report concludes with recommendations to users of local government budgeting. The final chapter discusses the comparison of the two cases. It provides us with a number of concluding observations: e.g.* There is a need for more participation in budgeting and especially a more credible system for schools to get involved in the budget setting process and if the school's budgeting system is to remain centralise dor become even more centralised then policy makers need to have a better knowledge of educational cost drivers A pioneering study evaluating individual service areas as opposed to ranking of overall corporate performance and offering a pragmatic solution to local government modernisation The first comprehensive investigation of two vastly different geographical locations of UK Aids understanding by analysing and producing a detailed comparison of two local authorities

Book excerpt: Although the National Assembly of Wales has limited law-making powers, they can be enhanced, given Parliamentary consent, by a new procedure known as Legislative Competence Order in Council. This sits alongside a procedure where Acts of Parliament may prescribe matters on which the National Assembly may legislate within areas (known as "Fields") for which it has responsibility. In this report the Committee examine the new procedure. Although it welcomes the chance to be involved in the pre-legislative scrutiny of draft Orders, it is worried about the potential work load and think there could be merit in ad hoc committees set up to examine each proposed Legislative Competence Order. There is also a concern that Matters added by provisions in Bills of a general nature will not have the same degree of scrutiny as legislative Competence Orders.

Book excerpt: This report from the Select Committee on Modernisation of the House of Commons (HCP 282, session 2007-08, ISBN 9780215521675), focuses on regional accountability. The Governance of Britain Green Paper (Cm. 7170, ISBN 9780101717021) put forward proposals for improved democractic accountability and scrutiny of the delivery of public services in the English regions. The Committee, in this report, has concluded that there is clear evidence of an accountability gap at regional level. Regional Development Agencies (RDAs), although accountable to ministers, still conduct many activities that are not subject to a regular, robust scrutiny, and the Committee believes more should be done to monitor the delivery of services. With this in mind, the Committee recommends the establishment of a system of regional select committees, with one select committee for each of the administrative regions in England, with the exception of London. Further, the Committee recommends that up to two regional grand committee meeting should take place in each session for each of the 8 regions. To avoid an adverse impact on House Members' other commitments, membership of regional committees should consist of 10 Members in total. This report therefore sets out a desirability of establishing new structures within the House of Commons to improve regional accountability and Parliamentary scrutiny.

Book excerpt: Over 50 per cent of all medicines given to children (and about 90 per cent of those given to the newly-born) have never been tested or authorised for use on them. The Committee's report examines the European Commission's proposal to introduce a Regulation (the Clinical Trials Directive) on medicinal products for paediatric use which aims to stimulate the development of medicines for children and lay down rules for testing and approval. Issues discussed include: the need for better regulation of paediatric medicines; the ethical considerations involved in clinical trials on children, including the issue of consent; mechanisms for implementing the Regulation; access to the database of information on clinical trials; the rewards and incentives proposed to stimulate the research and development of medicines; and the legal basis for the regulation under the EC Treaty. The Committee's report recognises the urgent need for effective action at the European level to authorise medicines for paediatric use and gives broad support to the proposed Directive. However, a number of key issues are highlighted, including: the need for improved labelling of medicines; that the guidelines underpinning the Directive should take account of ethical considerations involved to ensure the rights and capacity of children to give informed consent to trials; and concerns are raised about the adequacy of proposed incentive mechanisms.

Available in PDF, EPUB and Kindle. Book excerpt: Race and Democracy in the Americas examines dimensions of the comparative dynamics of race and ethnicity, with a directed focus on the Americas, most particularly Brazil and the United States. Brazil and the United States are two countries in the Americas that have been major hosts for the African diaspora. Both countries experienced prolonged enslavement of Africans and both now claim to be beacons of democracy for much of the developing world. Both Afro-Brazilians and African Americans have fielded major liberation movements against racism and oppression yet both groups continue to experience considerable residual racial discrimination and displacement. Brazil and the U.S. remain racialized societies though both officially purport to be otherwise. The chapters of this volume illuminate a common search for understanding how race operates in societies generally, and how shapes life opportunities for African Americans and Afro-Brazilians, both oppressed by this most detrimental social construction. The project that fueled this volume represented a rare opportunity for collaboration between Afro-Brazilian scholars and their African American counterparts. This volume offers a passionate conversation between colleagues who have endured common sociopolitical and cultural struggles, but who have only belatedly been able to meet and connect as individuals. Both groups share identities as scholars and activists, for neither identity alone is sufficient to nourish the longings of their hearts nor of their consciences. This volume also represents an all too rare opportunity to give voice and expression to the work of Afro-Brazilian scholars.Volume 9 of the National Political Science Review also carries a special tribute to Mack Henry Jones, a senior black political scientist retiring from Atlanta University and honors Jones's legacy and continues his quest for understanding the nature and intricacies of oppression and possible paths to liberatio
