Available in PDF, EPUB and Kindle. Book excerpt: Soon after the coalition's occupation of Iraq began in April 2003, it became evident that prewar assumptions about the security situation that would follow the ouster of Saddam Hussein had been unduly optimistic. The environment was not benign -- it was deteriorating. Iraqi security forces had largely disintegrated, and those that remained were incapable of responding to rising criminality and political violence. In this environment, the coalition confronted three security imperatives: (1) to restore order and neutralize insurgents and terrorists; (2) to rebuild Iraqi security forces, which could eventually take on responsibility for Iraq's security; and (3) to build security sector institutions, such as national security management institutions, the interior and defense ministries, and the justice sector, to ensure that the Iraqi security sector could be an effective bulwark for a democratic Iraq in the future. At the time that the Coalition Provisional Authority (CPA) handed over authority to the Iraqi Interim Government (IIG) on June 28, 2004, it was clear that the coalition had made little progress in the first task. Insurgent and terrorist violence was escalating, organized crime was flourishing, and the security situation was threatening both the political transition and the reconstruction program. The coalition's record on the second and third tasks, however, is somewhat less simply categorized. From April 2003, the coalition embarked on efforts to rapidly field Iraqi security forces and to build security sector institutions. This effort was broad in scope, but its implementation was patchy, its results were varying, and its ultimate success or failure remains difficult to determine. This report focuses on efforts to build both forces and institutions in Iraq. It provides a historical record of the coalition's experience and seeks, insofar as is possible at this early stage, to draw lessons from the successes and failures of that experience.

Book excerpt: The most critical, and most often neglected, focus of security sector reform (SSR) is the bureaucratic agency responsible for the police and other internal security forces. In Iraq, Afghanistan, and earlier peace and stability operations, the United States went directly to the task of training indigenous police, giving little thought to the interior ministry, the institution to which the police would report.

Book excerpt: If Iraq and the United States are to win the war in any meaningful and lasting sense, they must translate the Strategic Agreement they signed in November 2008 into a lasting and functional strategic partnership. In the process, the United States must put Iraq firmly in the lead, but sustain the kind of aid and advice that will help Iraq make further progress in political accommodation, the quality of governance, economic development, and security. The CSIS Burke Chair in Strategy conducted a detailed analysis of the current situation in Iraq, the challenges Iraq faces, and the actions the United States needs to take to help Iraq meet those challenges. Its report provides a detailed risk assessment of current and potential levels of violence in Iraq. It addresses the levels of political accommodation and stability and the problems Iraq still faces in the aftermath of the national election. It also addresses the opportunities and problems in developing Iraq's petroleum sector; investment and development issues in other sectors, the problems in the Iraqi budget forecasts, and progress in Iraqi reconstruction. It evaluates the need for continued economic aid and advice and describes U.S. options for extending such assistance. The concluding section examines progress in creating Iraqi military and police forces. It examines the role the United States can play in helping Iraq further develop such forces and analyzes what a strategic partnership, based on the Strategic Agreement, should mean.

Available in PDF, EPUB and Kindle. Book excerpt: Kurdistan is technically a federal region of Iraq - a weak state in dire need of security sector reform. This highly topical and relevant contribution to international relations argues that its future is dependent on the private security industry to help develop and pave the way for foreign investment and even its establishment as a nation state. The private security industry has expanded exponentially in recent years. This raises a number of issues, of which the question of regulation is the most important. There is no international legislation that specifically deals with private security companies. In the Kurdistan region of Iraq it is clear that specific laws regarding the activities and conduct of private security companies must be created in order properly to regulate the industry and help prevent abuses from being committed by those who can operate in a legal vacuum. This is especially pertinent in this region owing to the weakness of the security sector since the Iraq war of 2003. This book argues that the future of Kurdistan is dependent on the private security industry to help develop state security and pave the way for foreign investment. Very little research has been carried out on this issue and there is scant information regarding the private security industry in the region. Dr. Twana Bawa has carried out substantive research, interviewing key figures in the security sector and drawing on information from existing regulatory practices in order to develop an indicative model highlighting the key elements that should appear in a viable law concerning the regulation of the private security industry. This book will be of interest to students of international relations, of civil, national and international security, police academies, law enforcement and security management. Security studies is an expanding discipline with growing contributions from a variety of academic circles and at the core of the subject is a debate of what issues should be included.

Book excerpt: As the deadline for U.S. withdrawal from Iraq approaches, the most important element of the American mission remains reestablishing the country's security forces. Although these forces have made notable progress, Iraq still lacks an adequately developed national security architecture: the military is not yet able to defend the country's territorial integrity or people, while the government's national security decision-making institutions are neither well developed nor cohesive. Such deficits have implications for Iraqi independence and stability. In light of Iraq's perilous internal and external security environment, US policymakers acknowledge that the Iraqi Security Forces (ISF) require continued external assistance from the United States. If the United States does not remain comprehensively involved in Iraq's security sector, a future U.S. president may be faced with a stark choice: either abandoning Iraqis to an unfriendly regime that rends the nation's fabric or intervening again to prevent a country in crisis from sparking a regional conflict. Neither choice would be worthy of the blood and treasure the American people have invested in Iraq since 2003. Given the high stakes, this study examines five crucial issues: The current and potential future trajectories of ISF development and its implications for Iraq's military capabilities. -- Technical competence within Iraq's national security institutions, with a focus on areas where improvement is particularly necessary. -- Trends in Iraqi civil-military relations, including recommendations for steering them away from dystunctional models of the past. -- Likely Iraqi capabilities by December 2011 in view of current U.S. plans for post-2011 security cooperation. -- New options for developing Iraq's national security sector in order to better serve U.S. policy goals.

Book excerpt: The Coalition Provisional Authority's record at rebuilding Iraqi security forces and building security sector institutions was mixed. Among the problems was an emphasis on meeting short-term Iraqi security needs at the expense of long-term institution-building. In the future, progress must be measured by institutional capacity-building as much as by number of security forces fielded. In the current security environment, it will be up to the United States and its international partners to make sure that vital long-term goals stay on the Iraqi agenda.

SSR has gained most practical relevance in the context of post-conflict reconstruction of so-called failed states' and states emerging from violent internal or inter-state conflict. As this volume shows, almost all states need to reform their security sectors to a greater or lesser extent, according to the specific security, political and socio-economic contexts, as well as in response to the new security challenges resulting from globalisation and post-9/11 developments. Contributions from academics and practitioners elaborate on both the conceptual underpinnings and the practical realities of security sector reform and - a crucial aspect of post-conflict peace-building - security sector reconstruction. "
