This publication provides recommended policy initiatives to ensure the PRC’s 13th Five-Year Plan (2016–2020) contributes to significant improvements in national water security, particularly in extreme water-scarce provinces. Some actions proposed for increased water security are better water resources management, more cross-sector planning, deeper reform of the water pricing system, and creation of water markets.

Indicators are placed within a decision framework that first defines regional challenges, policy goals to meet those challenges, and strategies to address policy goals. This paper analyses these key issues and recommends a new, target-oriented approach that places energy efficiency, environment, and health at the top of the policy agenda for transport and related sectors at all levels. The paper makes six key recommendations for promoting environmentally sustainable transportation that can be considered by PRC to overcome these challenges.
