In particular, it investigates the shift from early approaches to development under the GATT to current approaches to development under the WTO. It argues that a focus on the creation and transformation of a scientific apparatus that links forms of knowledge about the so-called Third World with forms of power and intervention is crucial for understanding the six decades long development enterprise of both the GATT and the WTO. The book is both topical and necessary given the emphasis on the current round of negotiations of the WTO. The Doha 'Development' Round has been premised on two assumptions. Firstly, that the international community has undertaken an unprecedented effort to address the imbalances of the multilateral trading regime with respect to the position of its developing country members. Secondly, that its successful conclusion represents an historic imperative and a political necessity for developing countries. Through a sustained analysis of the interaction between development thinking and trade practices, the book questions both assumptions by showing how development has always occupied a central position within the multilateral trading regime. Thus, rather than asking the question of what needs to be done in order to achieve 'development', the book examines the way in which development has operated and still operates to produce important, and often unacknowledged, power relations. This book is novel in examining the emergence of the international trade regime in the context of the history of the concept of development that may be traced back at least to the time of the League of Nations. But its sustained growth calls for a free and fair Multilateral trading system. A trading system that is rule based helps in the expansion of trade. Similarly, a trading system that lowers trade barriers through negotiations and applies the principle of non-discrimination promotes trade from developing countries. Further, the trading system that allows disputes to be settled effectively and constructively has the added advantage for the developing countries. The world trading system under the WTO promises all but its working over the past years since its establishment has revealed that the pace and pattern of implementation by different member countries have not been uniform. More powerful players in the trade space have evolved many new instruments of safeguarding their national interest while the weaker players have been forced to implement their commitments. This has generated asymmetries in the pattern of effective market access in the different countries of the world economy. In the light of the above, our objective in this study is primarily to examine the role of Multilateral trading system under the WTO in promoting international trade of developing countries in general and that of India in particular. The purpose of this paper is (a) to discuss the importance of trade and trading system for developing countries in general and India in particular (b) to discuss the asymmetries exist under the WTO which effect the development process of developing countries adversely, and (c) to suggest ways and means as to how India and other developing countries can maximize the gain and minimize the losses from its membership of the world trade organization under the globalize era. Book excerpt: The paper investigates the origins of the "special" status of developing countries in multilateral trade lawmaking, and traces the form that their special treatment has taken throughout the history of the trade regime. The paper takes issue with the influential view that the special treatment of developing countries stemmed primarily from their desire to be exempted from the legal disciplines of the trade regime. Instead, I argue that many aspects of the special treatment of developing countries in the trading system are best explained as manifestations of the desire of developed countries to accommodate the developing countries within the trading system without changing the fundamental features and default characteristics of the system. Granting exemptions and special treatment to developing countries has allowed the developed countries to preserve their preferred design of the trade regime, and to stick to their favoured method of making trade law, while keeping developing countries within the system. I derive this argument from a detailed analysis of three formative episodes in the history of multilateral trade lawmaking: the debate about the treatment of quantitative restrictions at the GATT/ITO preparatory conferences in the late 1940s; the emergence of the principle of less-than-full reciprocity in tariff negotiations in the late 1950s and 1960s; and the developing countries' resistance to the TRIPS Agreement in the Uruguay Round.
