Specifically, the report looks at the development of Army doctrine relevant to MOSW (military operations short of war) and NCO (non-combat operations) and how doctrinal treatment of nonconventional operations affects the Army's capabilities in low-intensity conflict (LIC) environments in developing countries. It considers the relative status of nonconventional operations to Army operations as a whole; the projected post-Cold War increase in Army combat and noncombat missions in nonconventional environments; and the broader issue of the Army's mission within the evolving post-Cold War peacetime strategy. The study also examines LIC doctrine and the overall utility of LIC as a concept, and compares the doctrine with new and renascent doctrinal concepts relevant to operations in LIC. The report concludes that progress toward a workable, integrated LIC doctrine has been slow, but it is occurring. Doctrinal manuals currently in draft should be published without fundamental changes, enabling the Army to move toward a better doctrine for guiding its efforts in this area. It also concludes that the Army cannot continue to maintain its focus on conventional conflict as the primary ingredient of success to the exclusion of nonconventional capabilities. For the U.S. military to play a successful supporting role in peacetime or in conflict, whether through training of international military students, civil affairs, or various forms of civic action, U.S. troops themselves must be adequately versed in the precepts of internal defense and development, LIC and sensitive political environments, civil-military relations, and respect for human rights. More attention must therefore be paid to the training and preparation of U.S. troops sent to LIC environments as advisors, instructors, or less probably, combatants. (1 table, 3 figures, 47 refs.).

Book excerpt: This thesis examines the relationship between formal U.S. Army operational doctrine and practice in nontraditional missions during the post-Cold War era. Since its inception, the United States Army has been deployed most frequently in peacekeeping, peace enforcement, and humanitarian operations. Yet the organization has consistently---almost exclusively---prepared its soldiers to fight large-scale battles against similarly arrayed armies. In the aftermath of the Cold War, the Army has undertaken nontraditional missions with greater frequency, using more resources, than ever before. In 1993 the Army published "new" operational doctrine to reflect the changing international system and corresponding national security policy and strategy. Formal keystone doctrine provided principles, guidelines, and tasks unique to the challenges of military operations short of war. However, the Army continued to train, educate, organize and deploy troops primarily for war, virtually marginalizing nontraditional missions in spite of formal doctrine. This study seeks to uncover whether and why Army doctrine does not match up to practice. Along the way it traces the evolution of the American way of war as well as its approach to nontraditional missions; clarifies crucial concepts left conspicuously ambiguous in the prevailing literature (such as military doctrine and practice); juxtaposes post-Cold War military doctrine and practice, setting up a framework to uncover their disjunction; and finally, sets up the doctrine-practice relationship as a new dependent variable to be tested against the prevailing theoretical explanations of military organizational change, including Realism, Organization Theory, Institutional Theory, and Organizational Culture Theory. This study concludes that Army practice only marginally matched formal doctrine during the 1990s. Systematic testing of the new dependent variable reveals that a version of Organizational Culture Theory best explains the existing doctrine-practice relationship. Because the Army approaches nontraditional missions in an ad-hoc fashion, failing to provide long term institutionally recognized organizational learning---virtually reinventing the wheel for each new nontraditional deployment---it has struggled in its effort to carry out national security strategy. Without change, the U.S. Army risks costly setbacks in what appears to be its most likely missions in the foreseeable future.

President Clinton's November, 1997 signing of new nuclear weapons guidelines suggests that a post-Cold War rethinking of US strategic nuclear doctrine and force structure may be taking place as well. The US must continue this apparent evaluation of doctrine and be prepared to make appropriate force structure changes as doctrine shifts. This paper will examine the foundational importance of doctrine; the doctrinal underpinnings of our current force structure; and the implications of the post-Cold War world on strategic nuclear doctrine and force structure. In addition, based on the lessons we can learn from the Cold War years and the shape of our new post-Cold War world, this paper will address an emerging doctrine and its force structure implications. Chapter one provides background into the issue, defines key terms, and identifies a key assumption upon which this paper is based. Chapter two includes discussions on the nature of doctrine and its importance when fielding new, unique weapon systems. Yet, since 1945, the U.S. Army has rewritten its capstone doctrine manual, Operations, fourteen times. While some modifications have been incremental, collectively they reflect a significant evolution in how the Army approaches warfare—making the U.S. Army a crucial and unique case of a modern land power that is capable of change. So what accounts for this anomaly? What institutional processes have professional officers developed over time to escape bureaucracies' iron cage? Forging the Sword conducts a comparative historical process-tracing of doctrinal reform in the U.S. Army. The findings suggest that there are unaccounted-for institutional facilitators of change within military organizations. Thus, it argues that change in military organizations requires "incubators," designated subunits established outside the normal bureaucratic hierarchy, and "advocacy networks" championing new concepts. Incubators, ranging from special study groups to non-Title 10 war games and field exercises, provide a safe space for experimentation and the construction of new operational concepts. Advocacy networks then connect different constituents and inject them with concepts developed in incubators. This injection makes changes elites would have otherwise rejected a contagious narrative.

This issue paper examines recent Army operational experiences to identify areas in which leaders were not fully prepared with respect to doctrine, training, and experience--areas that could prove problematic in future missions. The paper then describes the current institutional training most relevant to developing competencies for such missions and notes its limited attention to the nondoctrinal, other-than-war missions that have occurred since the end of the Cold War. The paper analyzes the operational experience and professional military education of a sample of combat arms officers who will potentially become senior Army leaders: officers selected to command tactical brigades, for promotion to brigadier general, and for promotion to major general. Most of those officers assessed have had careers focused mainly on Army assignments, and few have had experience in post-Cold War operations other than war. Relatively small fractions of these officers have held more than one joint assignment, have multinational staff experience, or have participated in other-than-war contingencies such as Somalia, Haiti, Bosnia, or Kosovo. The paper concludes that the Army should provide greater emphasis to joint operational experience and should modify officer education to enhance joint and full spectrum operational competencies.
