Available in PDF, EPUB and Kindle. Book excerpt: This book provides an interdisciplinary analysis of the future of US warfare, including its military practices and the domestic and global challenges it faces. The need to undertake a comprehensive analysis about the future of warfare for the US is more pressing today than ever before. New technologies and adversaries, both old and new, have the potential to revolutionize how wars are fought, and it is imperative that policy makers, military planners, and scholars engage with the latest analyses regarding these new threats and weapon systems. The primary aim of this book is to provide a clear and comprehensive depiction of the types of conflict that the United States is likely to become involved with in the future, as well as the methods of warfare that it may employ within these struggles. While a number of scholarly books have previously considered some of the potential features of US warfare in the future, many of these writings are either outdated or have limited their focus to just one or two of the main types of warfare that may occur and omitted consideration of the others. This book intends to remedy this deficiency in the literature. The volume consists of thematic chapters which address the key issues relevant to the future of US warfare, including cyber warfare, asymmetric conflicts, drone warfare, and nuclear strategy. Through the provision of a series of analyses by leading international academics, the volume provides an important interdisciplinary examination of the different areas of warfare that the United States is expected to use or encounter in the future. This book will be of great interest to students of US foreign policy, military studies, strategic studies and International Relations in general.

Book excerpt: An analysis of U.S. Special Operations, at the center of America’s twenty-first-century wars “Grey Wars is for anyone who wants to understand today’s fights. Collins has done a great service by providing a well-sourced, clear, and insightful look into the missions and activities of U.S. special operators. Highly recommend.”—Mike Thornton, USN Seal (ret.), Congressional Medal of Honor recipient, and coauthor, By Honor Bound “Fascinating and deeply researched, covering the defining moments in modern special operations; Grey Wars is a must-read for anyone interested in the post 9/11 world.”—Admiral William H. McRaven, USN (ret.), Ninth Commander of the U.S. Special Operations Command This original and accessible book is a comprehensive, authoritative analysis of U.S. Special Operations. U.S. Special Operations Command trains and equips units to undertake select military activities, frequently high-risk missions, often for the purposes of counterterrorism and counterinsurgency. Since 9/11, impelled by an attack on U.S. soil, these forces have been a central instrument of America’s military campaign—operating in about one hundred countries on any given day. This fight—neither hot war nor cold peace—was launched and executed as a new type of global war in 2001 and has since splintered into a spectrum of regional conflicts. The result is our nation’s grey wars: hazy and lethal. This contemporary history, incorporating extensive interviews and archival research by security studies expert N. W. Collins, delves deeply into the transformation of these forces since 9/11.

Available in PDF, EPUB and Kindle. Book excerpt: The January 2012 Defense Strategic Guidance calls for small-footprint, low-cost approaches where possible in ensuring U.S. security in a 21st-century world of transnational threats. In response, U.S. Special Operations Command (USSOCOM) has developed and put forth its Global SOF Network vision, which calls for a distributed overseas posture for Special Operations Forces (SOF) as part of a new approach based on creating a structure that responds more effectively to emerging threats and deters future ones. USSOCOM posits that increasing SOF forward presence and creating these networks will deepen existing partnerships as well as provide new ones. This, in turn, will provide greater insight regarding conditions on the ground, shape the environment more effectively, and better enable local SOF partners to meet security threats. Building and employing a global SOF network and strengthening partners forms the core of the Global SOF Network vision. USSOCOM asked RAND to develop options for implementing the vision by creating and then applying an analytically rigorous methodology, and to investigate whether changes to command and control arrangements or Department of Defense funding and budgeting processes might be needed for its effective execution.

Book excerpt: The U.S. Special Operations Command (SOCOM) was formed in response to the failed rescue attempt in 1980 of American hostages held by Iran. Among its key responsibilities, SOCOM plans and synchronizes operations against terrorist networks. Special operations forces (SOF) often operate alone in austere environments with only the items they can carry, which makes equipment size, weight, and power needs especially important. Specialized radios and supporting equipment must be carried by the teams for their radio-frequency (RF) operations. As warfighting demands on SOCOM have intensified, SOCOM's needs for significantly improved radio-frequency (RF) systems have increased. Toward a Universal Radio Frequency System for Special Operations Forces examines the current state of the art for both handheld and manpackable platform-mounted RF systems, and determines which frequencies could be provided by handheld systems. The book also explores whether or not a system that fulfills SOF's unique requirements could be deployed in a reasonable time period. Several recommendations are included to address these and other issues.

Book excerpt: Getting the right diagnosis is a key aspect of health care - it provides an explanation of a patient's health problem and informs subsequent health care decisions. The diagnostic process is a complex, collaborative activity that involves clinical reasoning and information gathering to determine a patient's health problem. According to Improving Diagnosis in Health Care, diagnostic errors-inaccurate or delayed diagnoses-persist throughout all settings of care and continue to harm an unacceptable number of patients. It is likely that most people will experience at least one diagnostic error in their lifetime, sometimes with devastating consequences. Diagnostic errors may cause harm to patients by preventing or delaying appropriate treatment, providing unnecessary or harmful treatment, or resulting in psychological or financial repercussions. The committee concluded that improving the diagnostic process is not only possible, but also represents a moral, professional, and public health imperative. Improving Diagnosis in Health Care, a continuation of the landmark Institute of Medicine reports To Err Is Human (2000) and Crossing the Quality Chasm (2001), finds that diagnosis-and, in particular, the occurrence of diagnostic errorsâ€"has been largely unappreciated in efforts to improve the quality and safety of health care. Without a dedicated focus on improving diagnosis, diagnostic errors will likely worsen as the delivery of health care and the diagnostic process continue to increase in complexity. Just as the diagnostic process is a collaborative activity, improving diagnosis will require collaboration and a widespread commitment to change among health care professionals, health care organizations, patients and their families, researchers, and policy makers. The recommendations of Improving Diagnosis in Health Care contribute to the growing momentum for change in this crucial area of health care quality and safety.
