Book excerpt: The rapid growing Hispanic population in the United States is having a major effect on the labor force, such as productivity and safety issues being experienced by the construction industry. Labor shortages and continued economic growth contribute to the diversification of the workforce since many industries have had to turn to immigrant workers as a source of labor. This research focuses on developing a training program designed to fit the needs of the construction industry from the American supervisor side and address the issues of productivity and safety as they relate to the increasing Hispanic labor force within the construction industry in Iowa. The objective is to facilitate the integration process between the American supervisors and the Hispanic craft workers in a practical and cost-effective way. In order to perform a thorough assessment of the challenges, needs and interests of American supervisors in charge of Hispanic workers within their crews, the Iowa State University research team conducted a survey of 38 American supervisors representing 14 Iowa construction companies. Survey results confirm that communication is the main problem experienced by American supervisors in the jobsite. As a result, the research project developed two training courses designed to expand the Spanish communication skills of American supervisors. The research team modified the ESL course developed in Phase I completely into SSL Survival Course. This course focuses on developing the ability of American supervisors to communicate in Spanish, thus diminishing the need of an interpreter. The other training course developed is a series of technical training courses titled Concrete Pavement Construction Basics (CPCB). It is divided into 12 subtopics covering general practices on concrete pavement construction. They follow a very similar structure as the SSL course save for they are much shorter and specialized. CPCB course offers American supervisors a simple and practical communication tool with a variety of topics to choose from according to their specific needs. These courses will improve the communication channels between American supervisors and Hispanic workers and strengthen the supervisor-worker relationship resulting in increased productivity, quality, and a reduction of fatalities and injuries among Hispanics in the workplace.

The U.S. Census Bureau showed Hispanics as the nation's largest ethnic or racial minority group in 2000. In addition, Hispanics are projected to make up 25% of the population of the United States by 2050. This has created several challenges for American construction companies. This study addresses the situation by investigating training needs for Hispanic construction craft workers as well as American supervisors in the State of Iowa and developing four construction-focused training courses that can be part of an effective training program to facilitate integration among them. The research methodology consisted of assessing the needs and interests of the participants, developing and delivering the training courses, and finally evaluating the ESL course effectiveness. Two independent surveys were conducted in order to evaluate current craft workers' and American supervisors' needs and interests at the jobsite. The results confirm that communication, mainly because of the language barrier, is the main concern for both the Hispanic workers and the English-speaking employees involved in construction projects. As a consequence, American supervisors communicate through a "Link-person". This fact makes them extremely dependant on this person. The training courses were designed to help both American construction companies and their Hispanic labor force overcome the barriers that keep them from integrating into a work team and succeeding safely and productively. The English/Spanish as a Second Language Survival Course was developed to facilitate basic communication between Hispanic workers and their American supervisors using construction-focused terminology. The training course Stepping Up to Supervisor (SUTS) for Hispanic Construction Workers was developed to provide an effective tool to help companies promote Hispanic craft workers whose willingness and skills meet the requirements to advance to a supervisory position in an American construction company. Concrete Pavements: Construction basics is a course best suited for concrete road contractors. It is a helpful tool to train American supervisors to overcome the communication barrier with their Hispanic workers. Feedback from a follow-up evaluation of the construction focused ESL course strongly suggests that the course has been useful in terms of increased confidence and improved ability to communicate.

In the last decades, Hispanics comprise a growing percentage of the craft workers entering the construction industry and this has created several challenges for American construction companies. Research has identified several of the factors that affect project success. Ineffective management is one of the major causes of failure, prompting problems such as low labor productivity and high accident rates on the jobsite. These kinds of failures lead to a loss of reputation as well as other problems for companies. This study was created to address the situation by investigating training needs for Hispanic construction craft workers and developing a training course for them within the industry. According to U.S. governmental organizations such as the Bureau of Labor Statistics (BLS) it was found that by the end of the year 2002 the construction industry had reached the highest rates of accidents and fatalities ever in the history of the United States. Existing statistics show that cultural differences have become a decisive cause of this issue particularly due to language barriers between the Hispanic construction workers and management. In order to evaluate current craft workers' conditions within the construction industry, Iowa State University researchers conducted a survey, with 100 Hispanic craft workers as responders from 10 construction companies, to determine current working conditions. It confirmed that the language barrier has become an obstacle for both employees and the Hispanic workers involved in construction projects. As a result, this thesis offers a training course designed to help both American construction companies and their Hispanic labor force to overcome those barriers that keep them from succeeding safely and productively. A training course titled Stepping Up To Supervisor for Hispanic Craft Workers was developed to provide an effective tool to help companies promote those Hispanic craft workers whose willingness and skills meet the requirements to advance to a supervisory position in an American construction company.

In the last eleven years (2003-2014), the U.S. Bureau of Labor Statistics (BLS) data showed that this growth amounted to 34.5% in the construction industry alone. In 2015, the Hispanic workforce represented 28.5% of the total workforce in the construction industry. The Hispanic workforce is facing a higher rate of fatalities than any other ethnic group in the construction industry. Occupational Safety and Health Administration (OSHA) and construction safety engineers have long focused on language barrier as a root cause for these higher rates of fatality injuries and have been recommending the translation of the training materials into Spanish and promoting the hiring of bilingual supervisors. However, these recommendations seem to have not fully addressed the higher rates of fatalities associated with the Hispanic workforce. This study presents the findings of an investigation of cultural differences that goes beyond the focus on the language barrier. While the language barrier is an important factor, other characteristics that are significant in responding to the safety challenges discussed in this dissertation. The work in this dissertation addresses the management of cultural diversity at U.S. construction sites to improve safety with special attention to Hispanic workers. The study solicited the construction supervisors' perspectives regarding behavioral differences between Hispanic and non-Hispanic workers to develop an understanding of the cultural differences that might have contributed to the high fatality among Hispanic workers. The study also solicited the perspectives of Hispanic and non-Hispanic workers. A framework for improving the safety conditions on U.S. construction sites has been developed to create a novel approach to training that improves the 10-hour and 30-hour OSHA modules as well as goes beyond current recommendations regarding Hispanic workforce. Accordingly, three national surveys, as well as several focus group studies, have been conducted to understand the influence and nature of active cultural differences, as these are the differences that directly affect construction site safety, quality, and time of completion. Based on the results of this novel, empirical study, a deep understanding of the nature of active cultural differences has been achieved. The results suggest the existence of three active cultural differences on construction sites: high power distance, collectivism, and uncertainty avoidance. This new understanding of the nature and influence of active cultural differences will improve the overall site safety and can contribute to the reduction of the higher rates fatalities among Hispanic workers by developing enhanced training programs that address diversity in the workforce. Finally, the framework developed in this dissertation will guide future studies as more research efforts become focused on the diversity in the construction workforce.
