It is key to bonding airmen and is the foundation for successful Air Force achievements in peace and in war. Of the many skills and abilities used in the profession of arms, none is prized more highly. As we transform to meet the challenges of the twenty-first century, leadership can strengthen the foundation of mutual trust and respect among the ranks and the organization as a whole. Most people who equate leadership with good management model their leadership practices based on readings and research published in the industrial era of the twentieth century. This understanding of leadership has dominated military organizations in the past but will not serve the mature Expeditionary Aerospace Force of tomorrow. This paper explores the advantages to adapting emerging leadership philosophies into the Air Force culture to meet the growing challenges of the twenty-first century work force. Leadership doctrine, leadership development programs, and the human resource management system should be aligned to support these changes in leadership philsophy and practice. This is critical in order to build Air Force leaders with a clearly recognizable set of competencies and attitudes that thrive regardless of a particular career-path or assigned location throughout an entire career."--Rand abstracts.

Book excerpt: Dr. Chun's Aerospace Power in the Twenty-First Century: A Basic Primer is a great start towards understanding the importance of aerospace power and its ability to conduct modern warfare. Aerospace power is continually changing because of new technology, threats, and air and space theories. However, many basic principles about aerospace power have stood the test of time and warfare. This book provides the reader with many of these time-tested ideas for consideration and reflection. Although Aerospace Power in the Twenty-First Century was written for future officers, individuals desiring a broad overview of aerospace power are invited to read, share, and discuss many of the ideas and thoughts presented here. Officers from other services will find that this introduction to air and space forces will give them a good grasp of aerospace power. More experienced aerospace leaders can use this book to revisit many of the issues that have affected air and space forces in the past and that might affect them in the future. Air Force officers will discover that Aerospace Power in the Twenty-First Century is a very timely and reflective resource for their professional libraries.

Dr. Thirtle points to a lack of unifying vision and the growth of occupationalism in the Air Force. In this article, reminiscent of Carl Builder's book "The Icarus Syndrome," he states DAL's objectives and explains why it is necessary to recapture the "heart and soul" of the service through deliberate cultivation of the aerospace power mind-set. DAL was Instituted by General Michael E. Ryan in March 2000 to examine and recommend actions necessary to prepare future officers for Air Force leadership. Although General Ryan originally established DAL with a two-year charter, he has indicated that "the DAL project is not an end state, but a continuing process." To fulfill part of the charter, the DAL program office will identify and modify counterproductive policies, practices, and procedures as well as explore and recommend processes to support and make the best practices routine. DAL objectives include establishing processes and procedures that build a senior leadership corps able to understand national security interests and fully exploit the aerospace domain to support national objectives; develop, cultivate, and maintain operational competence in the medium of aerospace; envision, develop, acquire, sustain, support, and employ capabilities that exploit the aerospace domain to create military effects; and communicate the absolute and relative value of aerospace capabilities to the American people and their representatives.

Book excerpt: Emerging analysis of the American interagency and intergovernmental processes has underscored the nation's inability to respond effectively and coherently to contemporary national security demands. Modifications to various organizations and the overall interagency process have been recommended. These are clearly required, but there has not been sufficient attention focused on the nonmilitary human capital required to meet the challenges of the 21st century. Specifically, the Federal Government lacks a comprehensive process to ensure the recruitment, development, and retention of leaders capable of effectively integrating the contributions of specialized government agencies on behalf of larger national security interests. This new security environment requires people who are not only substantively qualified and knowledgeable of policy issues, but also possess the leadership abilities to direct large complex organizations.

This book was released on 2012-08-17 with total page 132 pages. Available in PDF, EPUB and Kindle. Book excerpt: Command is the ultimate service. It is a time when we have the singular responsibility to create and lead strong Air Force units. A time when our passion for our Air Force and our vision for its future must be overwhelmingly clear. Early in the "Developing Aerospace Leaders" initiative, we began to focus on the way in which the institution teaches leadership and prepares airmen for command. What we found was a wide range of practices and a wide range of expectations - a complicating factor in today's Expeditionary Aerospace Force. We realize that preparing our officers to command effective, mission-oriented units must be a deliberate process. It must develop our unique airman perspective, creating commanders who are able to communicate the vision, have credibility in the mission area, and can lead our people with inspiration and heart. The foundation of our institution's effectiveness has always been its leaders. Colonel Goldfein's work provides valuable lessons learned and serves as a worthwhile tool to optimize your effectiveness as a squadron commander. This book is a must-read, not only for those selected to command a squadron but for all our young officers, helping them understand what the requirements of squadron command will be. Remember, command is a unique privilege - a demanding and crucial position in our Air Force. "Sharing Success - Owning Failure" takes you a step closer to successfully meeting that challenge.

Book excerpt: This book argues that the current state of China requires an important paradigm shift in the way the party-state manages the country’s development, and goes on to assess the fitness of the party-state for implementing such a paradigm shift and the likelihood of the party-state bringing this about. It brings together an examination of the very latest situation in a range of key areas where current developments have the potential to undermine substantially the status quo, areas such as the recent economic crisis and the resulting economic slowdown, increasing labour unrest, mounting calls for social justice, worsening urban-rural disparity, the urgent need to implement social welfare programmes, the rise of civil society, and the impact of new media. Overall, the book provides a thorough appraisal of the difficulties which China currently faces.
