Book excerpt: The presence of a large proportion of youth neither in education, employment, or training (NEET) signals problems in a country's education and labor market systems, and has wide-ranging negative consequences, extending beyond the individual to the economy and society. Using Sri Lankan Labour Force Survey data for the year 2016 and binomial and multinomial logistic regression models, in this paper we provide the first estimates of NEET-related risk factors in Sri Lanka. Key risk factors of becoming NEET include being female, being of ethnic and religious minorities, belonging to the older 20 to 24 age group, having very low or very high levels of education, being illiterate in English, belonging to a low-income household or one headed by a male, having young children, and living in more remote areas. Our findings hold several important policy implications for reducing the NEET rate in Sri Lanka and engaging more youth in education and in the labor force.

Moving past common interpretations of NEETs as a homogeneous group, it asks why some youth become NEET, whereas other do not. The authors analyse diverse school-to-work patterns of young NEETs in five typical countries and investigate the role of individual characteristics, countries’ institutions and policies, and their complex interplay. Readers will come to understand youth marginalization as a process that may occur during the transition from school, vocational college, or university to work. By studying longitudinal analyses of processes and transitions, readers will gain the crucial insight that NEETs are not equally vulnerable, and that most NEETs will find their way back to the labour market. However, they will also see that in all countries, a group of long-term NEETs exists. These exceptionally vulnerable young people are sidelined from society and the labour market. The country cases and cross-national studies illustrate that policies intended to help long-term NEETs to find their way in society are very limited. The book provides useful theoretical and empirical insights for scholars interested in the school-to-work transition and marginalized youth. It also provides helpful insights in vulnerability to policymakers who aim to combat youth marginalization. The papers in this volume, drawing on the results of a groundbreaking survey conducted by the National Bureau of Economic Research, analyze the history, causes, and features of this crisis. The findings they report and conclusions they reach revise accepted explanations of black youth unemployment. The contributors identify primary determinants on both the demand and supply sides of the market and provide new information on important aspects of the problem, such as drug use, crime, economic incentives, and attitudes among the unemployed. Their studies reveal that, contrary to popular assumptions, no single factor is the predominant cause of black youth employment problems. They show, among other significant factors, that where female employment is high, black youth employment is low; that even in areas where there are many jobs, black youths get relatively few of them; that the perceived risks and rewards of crime affect decisions to work or to engage in illegal activity; and that churchgoing and aspirations affect the success of black youths in finding employment. Altogether, these papers illuminate a broad range of economic and social factors which must be understood by policymakers before the black youth employment crisis can be successfully addressed.

Book excerpt: By one reading, things look pretty good for Americans today: the country is richer than ever before and the unemployment rate is down by half since the Great Recession—lower today, in fact, than for most of the postwar era. But a closer look shows that something is going seriously wrong. This is the collapse of work—most especially among America’s men. Nicholas Eberstadt, a political economist who holds the Henry Wendt Chair in Political Economy at the American Enterprise Institute, shows that while “unemployment” has gone down, America’s work rate is also lower today than a generation ago—and that the work rate for US men has been spiraling downward for half a century. Astonishingly, the work rate for American males aged twenty-five to fifty-four—or “men of prime working age”—was actually slightly lower in 2015 than it had been in 1940: before the War, and at the tail end of the Great Depression. Today, nearly one in six prime working age men has no paid work at all—and nearly one in eight is out of the labor force entirely, neither working nor even looking for work. This new normal of “men without work,” argues Eberstadt, is “America’s invisible crisis.” So who are these men? How did they get there? What are they doing with their time? And what are the implications of this exit from work for American society?
